Community Preservation Committee Meeting
Thursday, October 16, 2003

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Diane Bartlett, Tony Kelso, Pat Loring and George Wadsworth.  Also present was Joe Grady, Conservation Administrator. Jody Hall and Arthur Vautrain were absent.

PUBLIC FORUM
It was reported that the Town received a check from the State for $922,706, which is a 100% match.

WRIGHT BUILDING RFP
The Committee was given the latest draft of the RFP for review.  Mr. Grady reported that the Town Manager thought the RFP was okay and could be sent out.  The Committee also discussed the makeup of the selection committee and recommended that there be at least one member of the CPC, one member of the Youth Commission, one member from the Committee on Disabilities, and the DPW Director.

BAY MANAGEMENT MEETING UPDATE
Mr. Wadsworth and Mr. Grady reported on the Bay Management Meeting that they attended October 9.

STEWARDSHIP FEE FOR SWANSON PROPERTY
Ms. Morris reported that Jessica Schultz from the Wildlands Trust has walked the site and is preparing an estimate for the stewardship fees.

DELANO & MERLET HOUSING
Ms. Morris reported on her meeting with the Housing Authority last Friday and an upcoming meeting today with Linda Bacci from the Housing Authority regarding the housing issues at the Delano property.

Ms. Morris reported on the status of the housing restriction for the Merlet property.

Ms. Morris left the meeting at 9:00 a.m. to attend the meeting with the Housing Authority.  Mr. Wadsworth assumed the role of Chairman for the remainder of the meeting.

OTHER BUSINESS
The Committee discussed CPA funds.  It was noted it would be helpful to have a yearly breakdown of revenues and expenditures.  Mr. Wadsworth volunteered to work with the Accountant to prepare the summary.  Ms. Bartlett also volunteered to calculate the effect to the funds if the CPA % surcharge is reduced.
It was recommended that the Committee present a brief summary of the Committee's activities and funding at the Special Town Meeting.
