Community Preservation Committee Meeting
Wednesday, January 8, 2003
The Community Preservation Committee held a meeting in the Mural Room, Basement of the Town Hall beginning at 4:00 p.m. Members present included Chairman Holly Morris, Jody Hall, Pat Loring, Arthur Vautrain and George Wadsworth. Joe Grady, Conservation Administrator was also present. Diane Bartlett was absent.
1. Open Forum: There was no one present under open forum.
2. The Committee reviewed the recent CPA surcharge receipts.
3. Update on Delano Property and Review of Bills
Mr. Grady reported on the lead paint inspection and the status of the well water exploration. The Committee discussed payment of a bill to Town Counsel for legal services. Ms. Hall made a motion that was seconded by Ms. Loring to split the bill among the four Special Town Meeting accounts. The motion passed unanimously.
4. Conservation Fund Proposal
Mr. Grady reported on a conversation with Joel Lerner of EOEA regarding funding of the Conservation Fund from CPA funds.
5. Hamadeh Property Closing – It was reported that the closing occurred 12/17/02.
6. Wright Building – Teen Center Request for Funds
The Committee discussed the options for the Wright Building. The Committee did not want to have the placement of the article on the Town Warrant be used as an endorsement for the use of the Wright Building as a teen center.
7. Duxbury Library – It was reported that the library is not moving forward with a request for funding at this time.
8. Executive Session
At 5:16 p.m. Mr. Wadsworth made a motion that was seconded by Mr. Vautrain to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session, could have a detrimental effect on the negotiating position of the governing body. A roll call vote was taken and the motion passed unanimously. At 5:30 p.m. made a motion that was seconded by Mr. Wadsworth to reconvene into open session. A roll call vote was taken and the motion passed unanimously.
9. Public Forum and Town Meeting Preparation
The Committee scheduled its annual public forum for Wednesday, February 5, 2003 beginning at 7:30 p.m. Advertising of the forum will be for two weeks in the Duxbury Clipper. The Committee also discussed scheduling an executive session meeting with the Board of Selectmen to review the potential land purchase for consideration at Town Meeting.
10. Chapter 61A, sec. 14 - Parcel 110-055-001
The Committee reviewed the Chapter 61A option for a purchase and sale of a parcel off South Street being sold by Edgar Loring Inc. Mr. Vautrain made a motion that was seconded by Ms. Hall to recommend to the Board of Selectmen not to exercise the Town’s right of first refusal under Chapter 61A. The vote was 2 in favor and 3 against. The motion failed. A memo will be sent to the Board of Selectmen indicating the vote.
11. The Committee scheduled meetings for 1/22/03, 2/26/03, 3/15/03, and 3/19/03 beginning at 4 p.m. and a meeting for 2/5/03 at 7:30 p.m.
12. The Committee reviewed the minutes of the meeting on December 11, 2002. Several changes were suggested. A revised draft will be reviewed at the next meeting.
