Mayor Gaughan introduced Abby Forman winner of Altamont Free Library’s Summer Reading Program “2009 Mayor for the Day” Initiative. Mayor Forman opened the meeting by leading the Pledge of Allegiance. Mayor Forman asked the Board to consider a two step plan for the upcoming year that includes: 1) Village to create section on Village website displaying comparison pictures from past to present of Historical places in the village and 2). Art show in Maple Avenue Park promoting Earth Day with displays of Earth Day sculptures. Abby Forman received a book “Secret Lives of the First Ladies” signed by the Board of Trustees.
Keith Lee, Co-Chairman of the Parks Committee, submitted a Parks Report. Mr. Lee acknowledged Marijo Dougherty for her efforts in organizing the “Dogs in the Park” art exhibit and opening up Maple Avenue Park to a lot of interest and activities.
Trustee Dineen, Business Committee, reported Business Committee distributed over 21,000 “Altamont-Helderberg” brochures throughout the Capital Region. Trustee Dineen thanked area businesses in Altamont, Knox, and Berne for their help, contributions, and participation in making the first “Altamont-Helderberg” brochure a success. Special thanks went out to Diana Greene, Karen Giles, Charles Donnelly, Nancy Turner, Carl Felix, Rhonda Flansburg, Ronald Ginsburg, The Finke Family, Amy Pokorney, Keith Lee, Barbara Mulfelder and the directors at Thatcher Park. Mayor Gaughan and Trustee Marshall thanked Trustee Dineen for her efforts in coordinating the business brochure.
Mayor Gaughan welcomed new volunteer for Altamont Museum, Vaughan Lainhart Nevin, PhD.
Paul Miller, Chief AFD, reported AFD had 38 calls from January 1 – June 1, 42 calls from June 1-July 31 and 5 calls in August 2009. Fire Commissioner’s meeting to be held in Altamont on September 17th at 7:00 p.m.
Donald Cropsey, Jr., Building Inspector, reported Planning Board has been busy with 32 lot
sub-division application for Bozenkill Estates; approval for Dr. Margaret Walker, psychologist, office space located at 105-107 Maple Avenue; Stewarts Shop applied to replace their existing canopy and update their site; potential special-use application for self-storage units on Prospect Terrace and building permit issued to home on Sunset Drive installing photovoltaic roof panels.
Anthony Salerno, Commissioner, congratulated Ms. Forman, Mayor for the Day, for her accomplishments. Commissioner Salerno reported 36 arrests, 45 court cases and 2 officers slightly injured during an arrest. School will be back in session on September 9, 2009 and speed enforcement detail and aggressive enforcement detail will begin.
Trustee Dineen made a motion seconded by Trustee Aylward to approve the Treasure’s report; Abstract #4, Abstract #5, Abstract #6, Abstract #7 and transfer of funds as submitted.

Public Comment:
Scott Forman, Schoharie Plank Rd West, stated he is impressed with the quality of life and community spirit within the Village of Altamont. Mr. Forman thanked the Altamont Free Library for doing a good job, Altamont Police Dept. for their safety program and the Village for the new sidewalks that have been installed, painting of the bridge on Lincoln Avenue and “Dogs in the Park” art exhibit at Maple Avenue Park.
Trustee Aylward made a motion seconded by Trustee Dineen to approve resolution to adopt the proposed portfolio management guidelines for Volunteer Fireman’s Service Award Program as submitted by David M. Rogers, Financial Consultant of RBC Wealth Management. Please note the proposal retains the same investment objectives already approved but changes the program from commission basis to an annual fee of .75 percent of the total value of the account.

Village Board discussed next steps in developing a corrective action plan to remedy extraneous flow in the Village’s sanitary collection system to meet NYSDEC regulations in light of the Sewer Inflow and Infiltration Study completed earlier this year and the recent preliminary draft Feasibility Study on the Wastewater Plant, both conducted by Barton & Loguidice, Engineers. Each of the studies has separate recommendations which need to be prioritized, integrated and phased in to best meet the needs of the Village and meet NYSDEC requirements. Mayor Gaughan requested Tim McIntyre, Supt. of Public Works, and Barton & Loguidice prepare monthly reports and present to the Board regarding short and long term plans to address the concerns within the reports. Mr. McIntyre requested a Board member
be a liaison to work with himself and Barton and Loguidice.
Trustee Dineen made a motion seconded by Trustee Aylward to approve resolution acknowledging required annual audit of Altamont Justice Court’s records was conducted on August 12, 2009 by Catherine Hasbrouck, Village Treasurer. Roll Call: All in favor
Trustee Aylward made a motion seconded by Trustee Dineen to approve holding Public Hearing on October 6, 2009 at 7:45 pm, subject to permissive referendum, to consider authorization to expend Fire Equipment Reserve Fund to purchase New 3000 Gallon Commercial Pumper Tanker for AFD. Roll Call: All in favor
Trustee Aylward made a motion seconded by Trustee Marshall to approve authorization to accept sealed bids to purchase New 3000 Gallon Commercial Pumper Tanker for AFD.

Trustee Aylward made a motion seconded by Trustee Whalen to approve authorization to accept sealed bids on the following surplus equipment: 1996 Pierce Saber E-16 Fire Truck. Minimum bid is $90,000. Roll Call: All in favor
Trustee Aylward made a motion seconded by Trustee Marshall to approve request from James M. Gaughan and Keith C. Lee to block off a portion of Jay Street between 106 Jay Street and Maple Avenue from 10:00 a.m. – 9:00 p.m. on September 12, 2009 for a private event. Roll Call: All in favor
Trustee Dineen made a motion seconded by Trustee Aylward to approve resolution to commit up to $500 to support the Altamont Free Library’s application to the Capital Region Arts Center for Altamont summer concert program. Roll Call: All in favor
Trustee Aylward made a motion seconded by Trustee Dineen to approve resolution to authorize Mayor Gaughan to sell the current senior van to the Town of Guilderland for the amount of $14,500 per recommendation of Timothy McIntyre, Supt. of Public Works. The sale is contingent upon the delivery of the new senior van. Roll Call: All in favor
Trustee Whalen made a motion seconded by Trustee Marshall to approve holding traditional Altamont Fire and Police Department Halloween Parade and Party commencing at 3:00 pm from Orsini Park to the Village Community Room on Sunday, October 25, 2009. Roll Call: All in favor
Trustee Whalen made a motion seconded by Trustee Aylward to approve applications from Nick Carducci, Whipple Way, and Lucas Kerr, Indian Maiden Pass, (Apprentice Firemen) and Laura Tubbs, Main Street, (Fire Police) for membership to the Altamont Fire Department per request of Paul Miller, Chief.
