REGULAR BOARD MEETING

July 3, 2007

There is no video or audio recording of the first 30 minutes of the meeting.

 

Mayor Gaughan opened the meeting with the Pledge of Allegiance.

 

Trustee Whalen gave a synopsis of information gathered at the June 19, 2007 Public Hearing prior to adoption of the new Subdivision Regulations.

 

A detailed written report was presented from the Parks Committee. A copy of the report will be included in Board Minutes records.

 

Mayor Gaughan reported that the Puppet People will present a family program in Orsini Park on July 15, 2007 at 4 pm. Altamont Free Library will offer light refreshments for a small donation. The Mayor informed the Board that the Executive Board of Helderberg Interfaith Safe Haven has not responded following a June 8, 2007 agreement to pay, by June 22, 2007, the water/sewer debt of Alice Fisher, 6319 Gun Club Road. At the request of Safe Haven, water services were restored to the property in order to make necessary repairs. The house remains unoccupied. The Mayor will notify Alice Fisher and the Board of Safe Haven that water services will terminate July 6, 2007.

 

Tim McIntyre reported that the Department of Public Works is conducting smoke test inspections in the sanitary sewer to detect leaks. Approximately 16 smaller leaks and a few trap issues were detected. The department continues to apply micro seal protection on some village streets to promote longevity.

 

Commissioner Salerno recognized the Village’s long-term association with retiring Police Officer, Walter Pajak.  The Commissioner reported that preparations are in place for the Country Fest with many departments participating on traffic and safety issues.

 

Trustee Aylward made a motion seconded by Trustee Dineen and carried to approve the Treasurer’s Report (Abstract #27) for July 2007.  Roll Call: All in favor.

 

Public Comment

Barbara Mulfelder, Maple Avenue, commented on the need for sidewalk repair.

 

Kate Provencher thanked the Board for their attention to the Alice Fisher situation and suggested that there are social service agencies that could assist the family.

 

Trustee Whalen made a motion to adopt, with an addendum that addresses the concerns expressed by residents at the June 19, 2007 Public Hearing these issues: “Keyhole Lots”; “Planting Strips;” “Front Facing Garages”; Utility Location” and “Bridge Encouragement Over Streams”,  Local Law # 4-2007 – “ENACTING NEW VILLAGE OF ALTAMONT SUBDIVISION REGULATIONS AND RECINDING IN IT’S ENTIRETY, LOCAL LAW ADOPTED BY THE ALTAMONT VILLAGE BOARD ON AUGUST 11, 1970 AND AMENDED BY LOCAL #1, JUNE 7, 1988 KNOWN AS THE VILLAGE OF ALTAMONT LAND SUBDIVISION REGULATIONS.”    

Trustee Aylward seconded the motion. Roll Call: All in favor

 

Mayor Gaughan thanked the committee for their work on the project. Law in its entirety will be entered into Official Board Minute Records.

 

Trustee Whalen made a motion seconded by Trustee Aylward and carried to approve the application for Village water services for Troy Miller at 774 Route 146, SBL 37.04-2-23– Vacant Land intended for use as a single family home. Roll Call: All in favor

 

Trustee Aylward made a motion seconded by Trustee Dineen and carried to approve the application for Village water services for Michael McMillen at 778 Route 146, SBL 37.04-2-22.

Trustee Whalen made a motion seconded by Trustee Marshall and carried to approve the application for Village water services for William Gizzi at 6396 Gun Club Road, SBL 37.00-2-19.1.

Trustee Dineen made a motion seconded by Trustee Aylward and carried to approve the application for Village water services for Michael Santabarbara at 6404 Gun Club Road, 37.00-2-19.2.

Trustee Aylward made a motion seconded by Trustee Marshall and carried authoring Altamont Fire Department to transfer Firemen’s Service Connected funds from UBS Financial Services to RBC Dain Raushcer following a review by committee members, approval by vote of the Fire Department membership and formal request to the Village Board by William Hoogkamp, President AFD.

Trustee Dineen made a motion seconded by Trustee Whalen and carried acknowledging that the required examination/audit of Altamont Justice Court financial records has been conducted and a record of the finding be entered into the official Board minutes in compliance with section 2019-a of the Unified Court System’s Action Plan for the Justice Courts. Roll Call: All in favor

 

Trustee Aylward made a motion seconded by Trustee Dineen and carried to accept a letter of resignation, with regret, dated June 14, 2007 from P/T Police Officer Walter Pajak.

Trustee Whalen made a motion seconded by Trustee Aylward and carried authorizing a refund of $313.50 sewer bill to Beth Denniston for error in water/sewer billing program. Roll Call: All in favor

 

Trustee Whalen made a motion seconded by Trustee Marshall and carried authorizing a refund of $70.00 to Christine Carpenter for overpayment on Summer Camp Application. Roll Call: All in favor

Attorney E. Guy Roemer read the Legal Notice for the Public Hearing for July 3, 2007 at 8:00 pm, Village of Altamont Community Room, 115 Main Street, Altamont, NY, Albany County, to consider Local Law #3-2007 amending Local Law No. 1-2006 Senior Citizens Tax Exemption Law to increase the annual maximum income eligibility level for exemption from Village of Altamont real property taxation.

 

Trustee Aylward asked what percentage of our seniors are engaged in this program? 

 

Jean La Crosse stated that the number changes yearly – the current tax roll shows that 23 seniors receive some percentage of exemption from village property tax. The Town of Guilderland provides tax assessment services for the Village of Altamont and therefore processes the applications for Senior Exemption. A senior, if eligible, would contact the Town by March of each year and complete an application in order to be consideration for an exemption. Income verification and/or Income Tax filings are required.

 

Trustee Dineen made a motion seconded by Trustee Whalen and carried to close the Public Hearing.

Trustee Aylward made a motion seconded by Trustee Dineen to adopt Local Law #3-2007 amending Local Law No. 1-2006 Senior Citizens Tax Exemption Law to increase the annual maximum income eligibility level for exemption from Village of Altamont Real Property Taxation as follows:

 

Beginning July 1, 2007, Persons sixty-five of age or over effective as hereinafter provided, there shall be an exemption from taxation for town purposes on real property owned by one (1) or more persons, each of whom is sixty-five (65) years of age or over, or real property owned by husband and wife or by siblings, one (1) of whom is sixty-five (65) years of age or over, to the extent of the percentage of assessed valuation provided in the following schedule, determined by the maximum income eligibility level also provided in the following schedule.

Trustee Marshall made a motion seconded by Trustee Dineen and carried approving cancellation of regularly scheduled August 7, 2007 Board Meeting barring any emergency. Roll Call: All in favor

E. Guy Roemer read the Legal Notice for the Public Hearing on July 3, 2007 at 8:15 pm, Village of Altamont, Community Room, 115 Main Street, Altamont, NY, Albany County, for authorization to expend approximately $107,000 from Public Works equipment reserve and water/sewer general fund reserves to purchase a 5 cu.yd. dump truck/snow plow on state contract to replace two existing vehicles per request of Timothy McIntyre, Supt. Public Works.

 

Trustee Aylward made a motion seconded by Trustee Dineen and carried to close the Public Hearing. Roll Call: All in favor

 

Trustee Aylward made a motion seconded by Trustee Whalen and carried to expend approximately $107,000 as stated. Roll Call: All in favor.
