REGULAR BOARD MEETING

May 1, 2007

       10 guests.

 

Trustee Whalen reported that the amended Sub- division Regulations were recently reviewed by Attorney, E. Guy Roemer and his comments were incorporated and/or researched into the final draft that will go to the Board by the end of this week and subsequently to the public. The committee continues to work on the Zoning Ordinances that will be delivered to the Village Attorney by the third week in May.

 

Keith Lee, Co-chairman of the Parks committee, reported that Phyllis Schilling and Mike La Mountain joined him in a meeting with the village gardeners to continue with summer plans, plantings and clean up. Mr. Lee reported that Carl Schilling purchased and arranged delivery of the beams and braces for the Maple Avenue Park pavilion. The sixth major green space small garden planting has taken place at the corner of Maple Avenue and Bozenkill Road. The 500 daffodils planted last fall are blooming in the Maple Avenue Park. Mr. Lee reminds the Board that volunteers will meet May 5, 2007 at 10 am in Orsini Park for the ACT green and clean event.

 

Mayor Gaughan announced the appointment of Scott DeLong, Altamont resident, to the Altamont-Guilderland Referral Committee to replace Christine Marshall who served as citizen’s representative prior to her election to the Village Board of Trustees.

 

Tim McIntyre reported that the water main flushing will extend a few weeks longer due to the recent storm disturbance in the village storm drain filtration system.

 

Commissioner Salerno thanked the many participants of the recent Awareness Day event.

 

Trustee Aylward made a motion seconded by Trustee Dineen and carried to approve the Treasurer’s report for May, 2007. Roll Call: All in favor

 

Public Comment:

Norman Bauman thanked Commissioner Salerno and the numerous volunteer organizations and individuals that participated and contributed to the success of the Awareness Day held on April 21, 2007 and attracted 250 youth. Bike helmets, donated by Martin, Harding and Mazzotti were distributed to 100 children.

 

Harvey Vlahos, former Trustee, approached the Board requesting consideration of a resolution to encourage the long-standing tradition of modest campaign fund raising in future village elections.

 

Bob Thomson thanked Commissioner Salerno and the Altamont Rescue Squad for a recent transportation to the hospital.

 

Judy Dineen, Norman Bauman and Eileen Dean each expressed similar comments on campaign funds not being a significant factor in selecting a candidate for village office.

 

Trustee Aylward made a motion seconded by Trustee Whalen and carried to appoint Gerardo Conti and Christopher M. Laurenzo as part-time Police Officers, probationary for one year at $15.00 per hour per request of Commissioner Salerno. Officers will be eligible for salary increase to standard wage of $16.00 per hr. upon satisfactory completion of probationary period. Roll Call: All in favor

 

Trustee Aylward made a motion seconded by Trustee Marshall and carried to appoint Kevin Delligan as full time Public Works Laborer probationary for one year at $12.65 per hour per request of Timothy McIntyre, Supt.

of Public works. Roll Call: All in favor

 

Trustee Dineen made a motion seconded by Trustee Aylward and carried to table a resolution to approve of Engineering Services for Water District formation assistance, File 702.1716 submitted by Barton & Loguidice, P.C. in the amount of $4,850.00. Roll Call: All in favor.

 

Trustee Aylward made a motion seconded by Trustee Whalen and carried to approve a proposal for the construction of a 10 x 16 picnic gazebo for Bozenkill Park prepared by Mike Hammond, Mountain Woodshop at a cost of $3700.00. Roll Call: All in favor

 

Trustee Whalen made a motion seconded by Trustee Aylward and carried to enter into a shared services agreement with the Town of Guilderland to access services of Don Csaposs to assist the Village an average of 4 hours a week in identifying and structuring grant applications and other economic development initiatives, for the amount of $3,000 per annum, effective June 1, 2007, to be paid to the Town of Guilderland quarterly.

Trustee Aylward made a motion seconded by Trustee Whalen and carried to approve Board Minutes for February, March and April 2007. Roll Call: All in favor

 

Trustee Dineen made a motion seconded by Trustee Marshall and carried to adjourn at 8:00 pm.
