	Town Council Meeting Minutes April 1, 2008 Under the Rules and Procedures of the Winthrop Town Council, President Reilly called the meeting to order at 7:05 PM in the Joseph Harvey Hearing Room. Councilor Ferrino, Councilor Gill, Councilor Letterie, Councilor DelVento, Councilor Maggio, Councilor Sanford, Vice President Boncore and President Reilly were present. Councilor Calla was absent. PUBLIC COMMENT There was no public comment. CORRESPONDENCE Letter from the Superintendent of Schools, Dr. Jenkins to the Council. TOWN MANAGER’S REPORT Town Manager Rick White summarized the Department of Public Works’ recently submitted Wind Turbine report. OLD BUSINESS MOTION:by Councilor Gill 2^nd by Councilor Sanford VOICE VOTE: VOTED: to appropriate $225,000 from the Unreserved Fund Balance for the School Department. MOTION: by Councilor Ferrino 2^nd by Councilor Maggio VOICE VOTE: VOTED: to transfer $5,000 from the Town Council Reserve Fund to the Conservation Commission MOTION: by Councilor Letterie 2^nd by Councilor Gill MOTION: Effective July 1, 2008 to extend the employment contract between the Town of Winthrop and Richard J. White through June 30, 2011. Councilor Ferrino suggests to postpone to next meeting until Councilor Calla is present. VOICE VOTE: to postpone to April 15, 2008. NEW BUSINESS MOTION: by Councilor DelVento 2^nd by Councilor Sanford VOICE VOTE: to appoint Brian J. Beattie of 71 Birch Road to the Board of Appeals for a term ending on June 30, 2010. MOTION:by Vice President Boncore 2^nd by Councilor Sanford VOICE VOTE: to refer School Committee’s petition to place override question on the ballot to the Finance Committee. MOTION: by Councilor Maggio 2^nd by Councilor Sanford VOICE VOTE: to ask the Department of Conservation and Recreation to hold a public forum in Winthrop to explain the Short Beach Project. PUBLIC COMMENT Public comment was made by School Committee Member Gus Martucci. MOTION: by Councilor Maggio 2^nd by Councilor Sanford VOICE VOTE: to adjourn for the evening at approximately 9:35pm.
