TOWN COUNCIL MEETING
Tuesday, October 2, 2007
Under the Rules and Procedures of the Winthrop Town Council, President Reilly called the meeting to order at 7:03 PM in the Joseph Harvey Hearing Room. All members were present.

Act on Minutes of Meeting 9/4/2007

MOTION by Vice President Boncore

VOTED: To approve the Minutes of the Town Council meeting of September 4, 2007 as corrected.

PUBLIC COMMENTS
Walden Street resident Gerald DiFranza announced that there would be a ceremony at the Winthrop Public Library on October 20, 2007 from 10:00 A.M. To 2:00 P.M. Temple Avenue resident Paul Leornard presented a neighborhood petition to the Town Council regarding the proposed Dalrymple School development.

CORRESPONDENCE
There was no correspondence.

TOWN MANAGER’S REPORT
Town Manager, Richard White reported that both Police contracts Local 397 Patrol Officers and Local 397A Police Lieutenants their respective memberships. White added that the GIC Memorandum of Understanding reached by the leaders of all of the Town’s collective bargaining groups and a representative of the retirees had been ratified unanimously by all affected collective bargaining membership. The Town Manager continued explaining that the agreement will produce significant short and long term benefits to the Town eliminating more than a million dollars in prospective health care costs for fiscal year 2008 and by eliminating up to 30% of the Town’s incurred liability for both its present and future retires. Town Manager. White added by thanking the employees for their hard work and dedication to the work of negotiating an agreement.  White reported a significant drug arrest that occurred on September 26th, two males and one female were arrested for heroine and marijuana issues.  The Manager publicly thanked the Revere and State Police Departments for their efforts while publicly recognizing the efforts of Winthrop Detective Judy Racow for her excellent work on the case. During his report the Manager referenced follow up reports from the Councils meeting on the 18th from DPW Director David Hickey regarding the Belle Isle land fill closure project and drainage at Ingleside Park encouraging Council members to contact him if they had any questions.

Election of the Council Clerk
A motion was proposed by Vice President Boncore to appoint the Town Clerk Council Clerk as per 2.8B of the Winthrop Town Charter to a three-year term to run coterminous with her election as Town Clerk. The Councilors had a general discussion regarding the election of a Council Clerk with some concern expressed for a more detailed description of the Council Clerk’s duties.

VOTED: to appoint the Town Clerk Council Clerk as per 2.8B of the Winthrop Town Charter to a three-year term to run coterminous with her election as Town Clerk.

Performance Contracting ~Energy
MOTION by Councilor DelVento
2ND by Councilor Ferrino
VOICE VOTE:
VOTED: that the Committee on Capital Assets studies the opportunities for the Town through Massachusetts General Laws Ch. 25A, Sect. 11I to utilize so called performance contracting as a mans of reducing energy costs. The committee shall report its findings as part of the Town Council’s annual formulation of budget goals and objectives
Ordinance Review and Referral
Council President Reilly noted the receipt of the revised comprehensive set of ordinances from Lexus/Nexus and referred the comprehensive ordinance package to the Rules and Ordinance Committee for review.
Committee Reports
Councilor Gill reported on the progress of the Committee Memorials work and informed the Council that a proposal will be forth coming after review by the Town Attorney.
New Business
Councilor Gill requested a citation be issued from the Town Council to Saint John the Evangelist Church in celebration of their upcoming Anniversary. Councilor Ferrino congratulated the Winthrop Lodge of Elks celebrating their 100th Anniversary.

VOTED: that the Town Council write a letter to each of the Presidents of the Town’s collective bargaining units thanking them for their hard work, efforts and cooperation regarding the GIC negotiations.

VOTED:  to suspend the Council rules by canceling the regularly scheduled Town Council meeting of Tuesday November 6, 2007 .
