Chairman M. Masinda called the Public Hearing to order at 7:45 PM.

PUBLIC HEARING:
1. ZBA2016-4 Application for Special Exception to have summer concerts with live music weekly in June, July & August at 511 River Road (Map 39 Lot 6 Zone R80) Owner: Town of Willington Applicant: Willington Parks & Recreation Commission (Received June 9, 2016 Public Hearing on June 9, 2016 decision within 65 days after close of P.H.)
Maureen Parcell was present to speak about the application; she said that she is the new Director of Parks & Recreation. She said she had spoken with member of the community that would like to see summer concert in the park. M. Parcell said that they have a nice facility at River Road with a pavilion and would like to use it for the concerts. She said she would like to have them on Wednesday evening in June, July and August.
R. Maloney asked if she had a traffic control plan and if she had any idea how many people would attend the concerts. She stated that the parking area holds 65 cars and next door is the commuter parking lot. She said that she would let Troop C know of the events. She said that there are many events already at this location.
R. Maloney asked about a waste disposal plan. M. Parcell said that they had trash cans and that Mayo come on Thursday morning to collection the trash.
R. Maloney asked about restroom. She said that two were available at this time. She stated that a company comes in and cleans the units once a week.
R. Maloney asked as the Recreation Director will you be checking the facility before and after the events. She said that she is at the location often and checks to make sure the location is clean.
Ralph Tulis from Village Hill Road said he would like to share some observation with the Board.
He stated that the one way traffic works most of the time but not all the time. He said that he is not against the concerts in the park. He thought better control of the parking at big events would be a good idea.
Christina Mailhos 1st Selectman for the Town of Willington said that the Town of Willington has a CERT Team (Community Emergency Response Team) which are volunteers who help in the town and are trained for many situation, helping direct traffic is one.
R. Tulis asked what type of music would be playing. M. Parcell said she would start with local talent and try to get different types of bands. R. Tulis ask if alcohol was going to allowed she said no and that it was posted on the sign at the entrance to the park.
M. Masinda asked if anyone present wanted to speak either for or against the application.
Ethan Parcell spoke in favor of the concerts in the park.
Liam Parcell spoke in favor of concerts in the park.
C. Mailhos spoke in favor of activities in the park.
M. Masinda motion to close the Public Hearing.

R. Maloney motion to approve application ZBA2016-4 for concerts in the park from 6-9PM on Wednesday evening the months of June, July & August for 5 years (2020). Annemarie Poole seconded the motion.
All voted in favor. Application ZBA20116-4 Approved.
