Chairman M. Masinda called the Public Hearing to order at 7:35 PM.

PUBLIC HEARING:
1. ZBA2016-2 Application for Special Exception to Park Trucks/Trailers and use garage for storage at 165 River Road (Map 15 Lot 8 Zone R80) Owner: Ruiling Wei Applicant: Robert Dow (Received March 10, 2016 Public Hearing on April 14, 2016 decision within 65 days after close of P.H.)
Robert Dow was present to speak about his application. He said that he work for Ashley Furniture and wanted to park 16 to 20 trucks and 10 to 20 trailers on the property.
The Board Members review the application and asked for additional information.
R. Maloney said the property is located in the Aquifer Protection area.
R. Maloney said a site plan will be needed showing: Any wetland and the water courses on the property. What kind of noise will the operation produce? How many vehicles will be parked on the property? A plan showing where the trucks and trailers will be parked on the property. What are the hours of operation? What kind of lighting will be used? How many employees? What kind of waste will be produced?
The application will need approval from EHHD.
M. Masinda asked if the applicant would be washing the trucks, or servicing the trucks on site. R. Dow said no washing or servicing, maybe changing a light or tire. He would have a dumpster for trash, and an outhouse on the property.
M. Masinda asked if anyone wanted to speaker either for or against the application.
Chris Samson said his concerns were pollution of the land, the lighting of the property, and noise.
David Giller said he was concerns about the activity on the property. Change a tire on a car is different than changing a tire on a tracker trailer truck air tools are use and they make lots of noise.
Joan Herbier Cater of 104 Fisher Hill Road spoke against the application.
Jude Post of 10 Depot Road spoke against the application.
Alice Cassells has concerns about the safety of the truck exiting the property.
John Beck reviewed the Town Regulations and felt the business would have a negative impact on property values and was not in harmony with the neighboring uses.
R. Maloney motion to continue the Public Hearing to May 12, 2016.
Site walk was set for April 27, 2016 at 6:30
