PUBLIC HEARING:
ZBA2014-18 Application for Special Exception to create a Center for the Arts for visual arts display, workshop, conferences, performance, film, lecture, instruction, community events, etc. in unit #1301 3,530 sq. ft.at 156 River Road (Map15 Lot 27A Zone R80) Owner: Irma L. Buccino Applicant: Friends of The Mill Works (Received November 13, 2014 Public Hearing December 11, 2014 Public Hearing continued January 8, 2015 Decision within 65 days after close of P.H.)

Gisela Broderick was present to speak about the application. Also present were Chris Vorbril, Alice Cassell and Chris Anderson members of the Friends of the Mill Works. G. Broderick said that they had been using a space at the Mill for the First Sundays of the Month event. We would like to continue to use the space for more events and community outreach. We hope to do book signing, lecture, and films things that would of interest to the community. We would like to have a designated space for this programing. The space would be use in the evening and on weekends. We will indorse and the promoted the location as a culture destination.
Richard Maloney said the application contained a plan review from the health district. EHHD approved the application with conditions: occupancy shall not exceed 62 persons; events will last 1-3 hours, estimated attendance 20-50 people and business occupancy of the remaining building not to exceed 29 people.

The Board Members discussed the lighting of the building, and the number of parking spaces avaible for the events. T. Buccino said the parking lot across the street has 50 spaces and there is also an over flow lot if needed.

The Board Members discussed having a report done at the end of a year that will have actual data, with the number of events and the amount of parking that was needed.
M. Masinda asked if anyone wanted to speak either for or against the application. No one present spoke against the application. Many were in favor of the application.

R. Maloney closed the Public Hearing

 ZBA2014-20 Application for variance from section 4.05 (building in Front Yard)
          to build a16’X24’ sugar house at 70 Trask Road (Map 29 Lot 18A Zone 80) Owner/Applicant: Donald Parizek (Received January 8, 2015 Public Hearing January 8, 2015 Decision within 65 days after close of P.H.)

Donald Parizek was present to speak about his application. D. Parizek stated that he would like to locate a Sugar House just off of the drive way.  The location would have access to the road and electric power and the land it is level.
Hardship is topography of the land, location of the well and existing wetland.
M. Masinda asked if anyone wanted to speak either for or against the application. No one present spoke against the application. Many were in favor the application.

R. Maloney motion to approve the application for visual arts display, workshop, conferences, performance, film, lecture, instruction, community events,  with the condition that the applicant file a report in one year, with information on the number of events that were held and additional parking information. A. Poole seconded the motion.  All voted in favor

R. Maloney motion to approve the variance of section 4.05 of the Willington Zoning Regulation for the use of a 16’X24’ sugar house as described in the application. A. Poole seconded the motion. All voted in favor.

M. Masinda said that William Bland has agreed to become a full Board Member, replacing Brian Semprebon who resigned. M. Masinda will write a letter to 1st Selectman Mailhos, requesting a letter of appointment for William Bland.
W. Bland motion to adjourn the meeting.  M. Masinda seconded the motion. All voted in favor.
