ZBA2014-10 Application for Special Exception for Personal Training Studio unit # 2106B 950 sq. ft. at 156 River Road (Map 15 Lot 27A Zone R80) Owner: Thomas Buccino Applicant: Tyler Rowett (Received September 11, 2014 Public Hearing September 11, 2014) Decision within 65 days after close of P.H.
Tyler Rowett was present to speak about his application. He stated that he would be doing personal training that includes weight training and fitness classes. The studio will be a USA Olympic Weight Lifting Training facility.
Bill Bland asked how many clients a day. Tyler Rowett said because of the size of the space he would be limiting the number of clients to 5 sessions a day. The business hours will be 4:30 to 7:30. He said he will need 2 parking spaces.
Tom Buccino state that the space he will be using is unit #2106 and that he will be putting up a wall to create two units.
M. Masinda asked if anyone wanted to speak either for or against the application. Tom Treiber representing the Economic Development Commission was present to speak in favor of the application. He stated that it was important to have new businesses in town.

ZBA2014-11 Application for a variance from regulation 5.03.03.01 (no building to exceed 5000 sq. ft. in DNC zone) for addition of 882 square feet (clean room 684 sq. ft. additional storage space 198 sq. ft.) at 25 Village Hill Road (Map 39 Lot 12 Zone DNC) Owner/Applicant: Robert Whalen (Received September 11, 2014 Public Hearing September 11, 2014) Decision within 65 days after close of P.H.
Rob Whalen was present to speak about his application. He said that he has a company name MycoScience on Village Hill Road. He said that they are a testing lab and do some small scale clean room manufacturing for FDA regulated industries.
They have been in Willington since 1994, in its present location since 1999. The building was designed to be in a Neighborhood Commercial Zoned area.
Having run out of space in the existing structure, he would like to add on a 38’ X 18’ clean room and 11’ X 18’ storage area. The addition will be in the back of the building, it will not be visible from the road.
Mark Masinda asked what the existing square footage is. He said that he was at the max 5000 sq. ft. That includes the storage and warehouse space. The existing useable square footage is about 4000. The foot print is 5000 sq. ft.
Annmarie Poole said that all of the present Board Members were at the site walk and the hardship being the topography of the land, location of the parking lot, and the area for the septic system located in front by the driveway would make it difficult to construct a secondary building.
M. Masinda asked if anyone wanted to speak either for or against the application. Tom Treiber representing the Economic Development Commission was present to speak in favor of the application. He stated that R. Whalen business is a small high tech business and it is important to have these businesses in town.

John Rup motioned to approve application ZBA2014-11 for a variance of regulation 5.03.03.01 to increase the building size by 882 square feet.
Mark Masinda ask for discussion all Board Members were at the site walk and the hardship being the topography of the land the location of the parking lot, and well, would not allow for the addition of a free standing building. Bill Bland seconded the motion. All voted in favor.
