Public Hearings:
M. Masindia opened the public hearing at 7:40.
File #ZBA2007-10 Application for a Special Exception to open a Chiropractic Office at 165 River Road (Map 15 Lot 8 Zone R80) Owner/Applicant Jennifer & John Olynyk (Received November 8, 2007 P.H December 13, 2007 decision within 65 days after close of P.H.)
John Olynk was present to speak about the application. He stated that the lease would be in the name of LLC Olynk Enterprise. Mr. Olynk explained that they would be opening a Chiropractic Office. The office will be part time, there will be no employees, and they plan to stay with the existing signage.
M. Masinda stated a letter was in the file from EHHD giving their approval and the IWWC stated no wetland permit was needed.
M. Masinda asked if anyone wanted to speak either for or against the application. No comments were made.
N. Wilson made a motion to close the Public Hearing. B. Semperbon seconded the motion. All voted in favor
File #ZBA2007-11 Application for a 22’ front line and 9’ side line variance to add a second floor addition, porch and 2 car garage at 16 Latham Road Owner/Applicant: Michael and Lora Kozyra (Map 9 Lot 13 Zone R80) (Received Dec 13, 2007 P.H. January 10, 2008 decision within 65 days after close of P.H.).
M. Masinda asked Mr. Kozyra to tell the Board Members about his application.
Mr. Kozyra stated that he would like to add a second level to his home, a front porch and a two car attached garage.
A side line variance would be need because the addition will be within 25’ of the property line.
The front line variance is needed to increase the bulk.
The Board Members discussed the location of the house in relationship to the well and septic system.
N. Wilson asked what the hardship is. M. Kozyra stated the topography of the land and
the location of the well and septic system.
The Board Members set a site walk for January 21, 2008 at 5:00 P.M.
M. Masinda asked if anyone wanted to speak either for or against the application.
Ted Williams a neighbor of the applicant spoke in favor of the application.
The Board Members discussed with the applicant the option of moving the garage back so that it was even with the house. The public hearing was continued till February 14, 2008.

Mr. Walter was asked to explain to the Board Members what he would like to do. He stated he would like to increase the size of the kitchen and living room.
N. Wilson asked what the hardship is.
Mr. Walters stated the hardship is the house is non conforming. The house is very close to the road.
Mr. Walter is asking for 42’ front line on Cosgrove Road, and 32’ front line variance on Jared Sparks Road.
M. Masinda asked if anyone want to speak either for or against the application. No comments were made.
File #ZBA2007-13 Application for a 45’ front line variance to change roof line, build roof over deck and walk way, pave driveway & parking lot at 195 River Road Owner/Applicant: David & Judith Mordasky (Received Dec 13, 2007 P.H. January 10, 2008 decision within 65 days after close of P.H.)
M. Masinda asked Mr. Mordasky to come forward and explain his building plans.
Mr. Mordasky spoke about the application he stated he was the owner of the Willington Veterinary Center and the variance he was asking for was to change the pitch of the roof in two places and to put a roof over the existing walkway and entrance to the building.
R. Maloney asked what the hardship was.
Mr. Mordasky stated the building was no-conforming.
The Board Members discussed the amount of variance needed to complete the renovation to the building.
J. Maloney motion to close the Public Hearing. B. Semperbon seconded the motion. All voted in favor
Regular Meeting was call to order by M Masinda.
The order of business was changed to start with Old Business.

Correspondence: No new information in folder.
Minutes: Correction to minutes for November 8, 2007 page 2 looked (look) Public Hearing. (P.H..) N. Wilson made a motion to approve the minutes as amended. R. Maloney seconded. All voted in favor. Motion carried.
Discussion:
Mr. Earl Bancroft stated he would like to speak to the Board Members about exploring the possibility of adding a year round indoor riding Barn at 1 Potter School Road. A Site walk was set for January 21, 2008 at 4:00 P.M. After much discussion the Board Members asked Mr. Bancroft to do more research and figure out just what he would like the Board to act on.
Zoning Board of Appeals Bylaws put on hold till the next meeting.
Election of Officers: A. Poole made a motion to keep the same officer. All voted in favor. Motion carried.
