PUBLIC HEARINGS:
Hearing opened at 7:48 p.m. Present for meeting were members: C. Csiki, R. Maloney, T. Smith seated for R. Manaskie, N. Wilson seated for C. Deskus. No one present for application.

Appointment Only” kitchen cabinet showroom at property located at 148 River Road (Map 15, Lot 27, R80) Owner: Francis & Gina Kosowicz; Applicant: KJR Construction, Box 418, Stafford Springs, CT (Received 10/9/2003; Hearing 11/13/2003; Decision by 1/8/2004)
Site walk took place on November 8, 2003 at 9:00 a.m.
Chr. Csiki informed the board that the required signs to be posted were not and notification to adjoining owners has not been completed. Therefore the public notification requirements have not been met and are defective.
Application 2003-20 is incomplete as presented.
Hearing closed at 7:54 p.m.
REGULAR MEETING:
Members present: C. Csiki, R. Maloney, T. Smith seated for R. Manaskie, N. Wilson seated for C. Deskus.
CALL TO ORDER: Opened at 7:33 p.m., recessed at 7:48 p.m., reopened at 7:54 p.m.
PRE-APPLICATION:
o Application to use as storage, for vehicles and materials for roofing business, a barn on property located at 139 River Road. (Map 15, Lot 16, R80) Owner: Clyde & Jean Hall; Applicant: David Prince.
Mr. Prince stated that Mr. Clyde Hall had offered him the barn for sale. Mr. Prince explained that he would like to refurbish the barn and use it for his roofing business.
Chr. Csiki told him he would have to apply for a special exception, would need a structural engineer to inspect, would need a survey of the property, and IWWC and EHHD sign off on the application.
Mr. Prince took an application and said he would apply.
o File 2003-21 – Application for a front line variance to extend width of porch roof to cover handicap ramp on property located at 163 Ruby Road (Map 38, Lot 25A, R80) Owner: Ellen Lytwyn; Applicant: David Lytwyn. (Received 11/13/03; Hearing by 12/11/03, Decision by 2/12/04)
David Lytwyn and his mother Ellen Lytwyn were present for the meeting. Mr. Lytwyn explained that they would like to extend the porch roof to cover the bottom portion of the handicap ramp in front of Mrs. Lytwyn’s house.
The commission decided that all members were familiar with the house in question and a site walk would not be necessary.
T. Smith moved to accept the application, Mr. Maloney seconded. Vote: All in favor.
The only condition was that Mr. Lytwyn measure from the drip line of the porch roof to the center of the road so that an accurate measurement is recorded on the application.

R. Maloney moved to deny without prejudice application 2003-20 due to fact the signs for the public hearing were not posted one week prior to hearing, the abutters were not notified per regulations, and the application was not complete. N. Wilson seconded the motion. Vote: All in favor.
It was noted that applicant needs to reapply.
MINUTES:
N. Wilson made motion to approve October 9, 2003 minutes as revised. Mr. Maloney seconded. All in favor.
DISCUSSION: Chr. Csiki read into the record a statement regarding his retirement, why he was retiring and people he wanted to thank for their assistance, guidance and support.
Chr. Csiki also presented a document for “The Record and Public Review” concerning comments regarding application 2003-11, application for variance. A copy is available at the Land Use Office for review.
ADJOURNMENT:
Motion made by T. Smith to adjourn meeting, seconded by R. Maloney.
Vote: All in favor. Meeting adjourned at 8:13 p.m.
