MINUTES
SEPTEMBER 14, 2000
The Willington Zoning Board of Appeals held a Regular Meeting on September 14,2000 at 7:30 at the Town Office Building, 40 Old Farms Road, Willington, CT
PRESENT ABSENT

Chr. Csiki opened the meeting at 7:32 p.m.
Chr. Csiki announced that a public hearing would not be held for applications #2000-10, #2000-11, and #2000-12 tonight per Section 13.04.03.03 and 13.04.03.04. of the Willington Zoning Regulations. Legal notification is defective and the board is powerless to hold a public hearing on this date.
A site walk was conducted on September 9, 2000 – Present; Chr. Csiki, Vice Chr. Maloney, and N. Potvin. Chr. Csiki noted that there was no sign posted for the notice of the public hearing.
Chr. Csiki stated that Mr. Caron should be notified that a public hearing will be scheduled on 10-12-2000 providing he submits a fee for the re-publication of the legal notice.
PREAPPLICATIONS
#2000-13 - Application for a Special Exception per Section 13 of the Willington Zoning Regulations for use of existing storage building for storage of fishing related equipment located at 156 River Road (map 15 lot 27A R80 zone) Owner: Thomas Buccino/Applicant: Hall Pond Flyfishing Club Inc. (Received 9/14/00, Public Hearing on 10/12/00)
Chr. Csiki read into the record the following documentation:
Telephone message to Carl Csiki from Peter Latincsics asking what he needs to do to activate his application (1999-16) . (approx. date 7/24/00)
C. Csiki discussed with Peter that he was required to re-apply and that the Board would waive the application fee. C. Csiki indicated that IWC should be handled first before coming to ZBA. C. Csiki said to get copy of 9-9-99 meeting minutes, which clearly states items that need to be addressed. 7/25/00 10:38 a.m.
Email message from P. Fabrycki, ZBA Clerk dated 9/2/2000 2:00 p.m. Notification of preapplication for Hall Pond Flyfishing Club without applying to IWC for a permit.
Chr. Csiki turned the meeting over the Vice Chr. Maloney for application #2000-13.
Vice Chr. Maloney stated that applicant should review applicable sections of the ZBA minutes dated 9/9/99 with requirements needed.
John Patton was present to express his concerns and submitted a copy of the real estate lease between Thomas Buccino and Robert Hisey for the Willington Fly Fishing Club .
Vice Chr. Maloney received the document for the public hearing.
Vice Chr. Maloney suggested that Mr. Patton come forward and speak at the public hearing and address his concerns.
A site walk is scheduled for October 7, 2000 at 10:00 a.m. A public hearing is scheduled for October 12, 2000 at 7:30 p.m. without objection.
Vice Chr. Maloney passed that meeting back over to Chr. Csiki.
NEW BUSINESS
Chr. Csiki made an addition to the agenda to accept application #2000-14.
#2000-14 – Application for an 18’ side yard variance for existing patio with arbor, 20’ side yard variance for existing deck and a 25’ side yard variance for a proposed 24’ x 24’ two-car garage and for construction of a 24’ x 24’ two-car garage located at 36 Tolland Turnpike (map 30 lot 31 R80 zone) Owner/Applicant: Charles and Cheryl Woodworth (Received 10/12/00, Public Hearing on 10/12/00)
A site walk is scheduled for October 7, 2000 at 9:00 a.m. A public hearing is scheduled for October 12, 2000 at 7:30 p.m.

A motion was made by Vice Chr. Maloney, seconded by S. Goodrich, to accept minutes of June 8, 2000 as read. All in favor.
