APRIL 13, 2000
MINUTES
The Willington Zoning Board of Appeals held a public hearing at the Town Office Building, 40 Old Farms Road, Willington, CT at 7:30 p.m.

Due to a procedural correction, Chr. Csiki called the Regular Meeting to order at 7:30 p.m.
Chr. Csiki seated Robert Manaskie for R. Claus.
Chr. Csiki pointed out that on the agenda under Old Business, application #2000-03 should be under the Public Hearing section, for the continuance of the public hearing.
A motion was made to move application #2000-03 from Old Business to the Public Hearing section of the agenda by R. Maloney, seconded by R. Manaskie. All in favor.
Chr. Csiki recessed the regular meeting at 7:37 p.m.
Chr. Csiki called the continuance of the public hearing for application #2000-03 to order.
2000-03 – Application for a Special Exception for an office and storage space per
Section 13 of the Willington Zoning Regulations located at 156 River
Road. Map 15 Lot 27A R80 Zone. Owner: Thomas Buccino/Applicant:
Nico Mak Computing, Inc.
Chr. Csiki read correspondence dated 4/13/2000 to the Willington Zoning Board of Appeals from Edwin Siebesma regarding the request of an extension.
Chr. Csiki stated that the applicant has requested an extension and allowed by law, the ZBA will grant a 35 day extension.
Mr. Thomas Buccino, owner of the facility, was present and submitted a letter dated 4/5/2000 addressed to Mr. Robert DeVito, R.S., from Mr. T. Inga, P.E. regarding plans for soil testing on Monday, April 10th. Chr. Csiki read the letter into the record.
Chr. Csiki read a portion of correspondence received from Susan Yorgensen dated 4/13/2000 that pertains to Mr. Buccino’s letter regarding soil testing to be performed on April 12th.
Mr. Buccino said that he has done everything requested and produced documentation.
Chr. Csiki suggested that Mr. Buccino turn the material over to the board and it would be received and forwarded to the Town Sanitarian.
Chr. Csiki stated that Mr. Buccino, owner of the facility, presented a document done by an Engineer and two letters dated 4/5/2000 from T. Inga. Mr. Buccino said he would like to talk to his attorney prior to submitting the documentation.
Chr. Csiki requested that Mr. Manaskie obtain copies of the last two meetings and bring himself up to date on application #2000-03.
Chr. Csiki continued the public hearing for application #2000-03 to May 15, 2000 at 7:30 p.m.
Chr. Csiki turned the meeting over to Vice Chr. Maloney for application #2000-04.
2000-04 – Application for a side yard variance to construct an 8’ x 24’ breezeway
and a 30’ x 40’ two car garage located at 196 Turnpike Road. Map 44
Lot 7 R80 Zone. Owner/Applicant: Alfred N. J. Cormier (Received
3/9/2000, Hearing by 5/11/2000)
Vice Chr. Maloney invited Mr. Cormier to describe exactly what he would like to do.
Mr. Cormier explained that he would like to add on, to the house, an 8’ x 24’ breezeway and a 30’ x 40’ garage. Mr. Cormier discussed his application and answered questions from the board.
Vice Chr. Maloney read memo to file from Gary Jones, Assistant Agent.
Vice Chr. Maloney stated that a site walk was conducted on March 11. Present: Vice Chr. Maloney, N. Potvin, and R. Claus.
The building plans submitted by Mr. Cormier were reviewed.
Vice Chr. Maloney asked if there was anyone present to speak in favor of application #2000-04. None.
Vice Chr. Maloney asked if there was anyone present to speak in opposition of application #2000-04.
Mr. Dean Pallotti, 200 Turnpike Road, has a concern on the elevation and size of the two-story garage.
Mr. Cormier responded to Mr. Pallotti’s concerns.
Mr. Carlton Csiki, a neighbor on the west side of Mr. Cormier’s, not in opposition, discussed his concern that the proposed building would be used as something other
than a garage. Mr. Cormier assured Mr. Csiki that it would not be used for other than a garage.
Mrs. Pallotti was present and spoke about her concerns.
Hearing no other questions, Vice Chr. Maloney closed the public hearing for application #2000-04 at 8:20 p.m.
Chr. Csiki reconvened the regular meeting at 8:23 p.m.
Chr. Csiki is re-seated and other members are seated same as above.
2000-06 - Application for a side yard variance to construct a two car garage located
at 111 Daleville School Road. (Map 12 Lot 18C Zone R80)
Owner/Applicant: Chris and Teri Gareau (Received 4/13/2000, Open
Public Hearing by 6/8/2000)
Chr. Csiki scheduled a site walk on Wednesday April 26th at 6:45 p.m. A public hearing will be held on May 11, 2000 at 7:30 p.m.
A motion was made by R. Maloney to accept application #2000-06, seconded by N. Potvin. All in favor.
2000-07 - Application for a variance for an installation of cellular antennas on an
existing sign located at 327 Ruby Road. (Map 42 Lot 45 R80 Zone)
Owner/Applicant: Royce Properties, LLC/Springwich Cellular, LP
Keith Coppins was present on behalf of Springwich Cellular.
Chr. Csiki scheduled a site walk on Wednesday April 26th at 6:15 p.m. A public hearing will be held on May 11, 2000 at 7:30 p.m.
A motion was made by R. Maloney to accept application #2000-07, seconded by R. Manaskie. All in favor.
2000-05A Application for a Special Exception to Section 13 of the Willington

2000-05B Application for a Special Exception to Section 13 of the Willington
Zoning Regulations to hold 3 rain date concerts at Hall Memorial
School, 111 River Road. (Map 23 Lot 23 R80 Zone) Owner/Applicant:
Willington Recreation Department/Town of Willington (Received
4/13/2000, Open Public Hearing by 6/8/2000)
A public hearing will be held on May 11, 2000 at 7:30 p.m.
A motion was made by N. Potvin to accept application #2000-05A & B, seconded by R. Maloney. All in favor.
Minutes of March 9, 2000 amended as follows: S. Goodrich was not present. D. Brown made a motion to amend minutes, seconded by R. Maloney.

Application #2000-04. It was decided that more discussion was needed. Discussion to continue 5/11/2000.
