MINUTES

The Willington Zoning Board of Appeals held a public hearing at the Town Office Building, 40 Old Farms Road, Willington, CT at 7:30 p.m.

PUBLIC HEARING

Chr. Csiki called the public hearing for application #2000-02 to order at 7:30 p.m.

2000-02 – Application for a front yard variance per Section 8 of the Willington Zoning
                 Regulations to construct an 8 x 22 front porch with a roof located at 16
                 Cosgrove Road.  Map 28 Lot 42 R80 Zone.         Owner/Applicant:  Thomas
                 and Eileen Smith

A site walk was conducted on 2/20/2000, present:  Chr. Csiki, Vice Chr. Maloney, and S. Goodrich.  

Tom Smith was present to discuss his request for a front line variance.

Chr. Csiki asked if there were anyone present to speak in favor or in opposition of application #2000-02.  There were none.  No correspondence received in favor or in opposition of application #2000-02.

Chr. Csiki closed the public hearing for application #2000-02 at 7:34 p.m.

Chr. Csiki called the public hearing for application #2000-03 to order at 7:35 p.m.

2000-03 – Application for a Special Exception for an office and storage space per
                 Section 13 of the Willington Zoning Regulations located at 156 River
                 Road.  Map 15 Lot 27A R80 Zone.  Owner:  Thomas Buccino/Applicant:
                 Nico Mak Computing, Inc.

Edwin Siebesma was present and gave an overview of the WinZip business.

        Chr. Csiki reviewed Section 13 and discussed parking at length.   

Chr. Csiki read the following correspondence into the record:

1.  Letter from WINZIP, Nico Mak Computing, Inc. dated 2/7/2000 to the
     Willington Zoning Board of Appeals re: proposed business.

2.  Letter from Gennaro and Mary Abbruzzese dated 3/3/2000 To Whom it
    may concern, re: leasing of parking lot.
3.  Memo from S. Yorgensen dated 3/1/2000 to C. Csiki, Chr. ZBA re: IWWC.
4.  Memo from S. Yorgensen dated 3/1/2000 to C. Csiki, Chr. ZBA re: PZC S & E
5.  Letter from T. Inga, P.E., dated 2/21/2000 to Thomas Buccino re: Septic Tank
    Capacity.
6.  Letter from Robert DeVito, R.S. dated 3/2/2000 to Mr. Thomas Buccino re:
    Proposed Office Use at 156 River Road

Chr. Csiki stated that the majority of the board agrees with the Sanitarian’s recommendations for soil testing and location of the leaching system.  

Chr. Csiki asked if there was anyone present to speak in favor of application #2000-03.  
There was none.

Chr. Csiki asked if there was anyone present to speak in opposition of application #2000-03.

Joe Humprey, sportsman club member, was present and spoke about the parking arrangements.  

Jack Marsh, spoke about his concerns regarding the parking lot.

A lengthy discussion followed regarding the parking lot.  

Chr. Csiki noted that he will get clarification of the regulations regarding parking lots.

Diane Becker discussed her concerns.

Mr. Siebesma feels that the people speaking in opposition have a clash for trouble with Mr. Buccino.  He felt that they wouldn’t be there if that wasn’t true.

Mr. Humphrey told Mr. Siebesma that he was not targeting him, but a property owner concerned about the parking.

Chr. Csiki stated that the Public Health Code needs to be met, therefore, the hearing will be continued to April 13, 2000.

REGULAR MEETING

Chr. Csiki called the meeting to order at 8:32 p.m.  Members seated as above.

Minutes of February 13, 2000 amend as follows:

1.  remove Norman Potvin as a regular member.

A motion by D. Brown was made to amend the minutes, seconded by R. Maloney.

NEW BUSINESS

Service Award for Deb Brown.

PREAPPLICATION

Chr. Csiki, an adjoining property owner of application #2000-04, turned the meeting over to Vice Chr. Maloney.

Vice Chr. Maloney reconvened the meeting and read application #2000-04.

        2000-04 – Application for a side yard variance to construct an 8’ x 24’ breezeway
                         and a 30’ x 40’ two car garage located at 196 Turnpike Road.  Map 44
                         Lot 7 R80 Zone.  Owner/Applicant:  Alfred N. J. Cormier  (Received
                         3/9/2000, Hearing by 5/11/2000)

A motion to accept application #2000-04 was made by D. Brown, Seconded by R. Claus.  All in favor.   Passed unanimously.

Vice Chr. Maloney set a site walk for Saturday, March 11, 2000, at 9:00 a.m.

A public hearing will be held on April 13, 2000 at 7:30 p.m.

Vice Chr. Maloney returned the meeting to Chr. Csiki.

DISCUSSION

2000-02 – Application for a front yard variance per Section 8 of the Willington Zoning

A motion to grant a 34’ front line variance was made by D. Brown, seconded by R. Claus.

ADJOURNMENT

A motion to adjourn was made by R. Claus, seconded by R. Maloney.  All in favor.  Adjournment 9:12 p.m.
