The Willington Zoning Board of Appeals held a Public Hearing on February 8, 2001 at 7:30 at the Town Office Building, 40 Old Farms Road, Willington, CT

Chr. Csiki seated R. Manaskie seated for R. Claus.
Chr. Csiki continued the public hearing for application #2000-19 at 7:30 p.m.
#2000-19 - Application for a Special Exception per Section 13 of the Willington Zoning Regulations for an office and for storage of equipment for East Rock, Inc. located at 165 River Road (map 15 lot 8 R80 zone). Owner and applicant: 165 River Road LLC
Ed Windecker, Regional Manager was present and submitted a document dated November 3, 2000 which describes East Rock, Inc.’s business operation and the handling of waste material. Hours were between 7:30 a.m. to 5:00 p.m. An occasional Saturday if they were busy.
The trailer used by East Rock was discussed and Chr. Csiki asked Mr. Caron to locate the trailer on the plot plan.
Chr. Csiki stated that all concerns raised by the board have been satisfied.
Chr. Csiki noted for the record that they would take Mr. Caron’s word that the steel storage tanks, the existing test well, and the above ground wire would be taken care of in the spring.
Chr. Csiki asked if there were any questions from the board. There was none.
Chr. Csiki asked there was anyone present to speak in favor or in opposition of application #2000-19. There was none.
No correspondence received for application #2000-19.
Chr. Csiki closed the public hearing for application #2000-19 at 7:44 p.m.
Chr. Csiki continued the public hearing for application #2000-20 at 7:45 p.m.

#2000-20 – Application for a Special Exception per Section 13 of the Willington Zoning Regulations for an office for Impact Strategies located at 165 River Road (map 15 lot 8 R80 zone). Owner and applicant: 165 River Road LLC
Jonathan Pelto was present on behalf of Impact Strategies and indicated that they are a public relations firm, 4 to 6 full time members with office hours 8:30 a.m. to 5:00-6:00 p.m.
Chr. Csiki asked if there were any questions from the board. There was none.
Chr. Csiki asked there was anyone present to speak in favor or in opposition of application #2000-20. There was none.
No correspondence received for application #2000-20.
Chr. Csiki closed the public hearing for application #2000-20 at 7:46 p.m.
Chr. Csiki continued the public hearing for application #2000-21 at 7:47 p.m.
Members seated same as above.
#2000-21 – Application for a Special Exception per Section 13 of the Willington Zoning Regulations for an office for Plassein Corp. located at 165 River Road (map 15 lot 8 R80 zone). Owner and applicant: 165 River Road LLC
An employee from Plassein Corp. was present and explained that Plassien did general office work and conducted business Monday-Friday 8:00a.m. to 5:00 p.m.
Chr. Csiki asked if there were any questions from the board. There was none.
Chr. Csiki asked there was anyone present to speak in favor or in opposition of application #2000-21. There was none.
No correspondence received for application #2000-21.
Chr. Csiki closed the public hearing for application #2000-21 at 7:50 p.m.
Chr. Csiki called the regular meeting to order at 7:51 p.m.
Members seated same.
NEW BUSINESS
Mike Eldredge, Recreation Director, called Chr. Csiki regarding the summer concerts and would the board be receptive to exercise their discretion under the regulations and waive the requirements for a special exception.
It was decided to table the discussion until the next meeting.
OLD BUSINESS
Application #2000-17 and #2000-18:
Attorney Mark Branse, council for the board, stated that four members are present tonight, one was not present for the first hearing and the applicant desires to have a fully constituted board of five to hear their appeal. The applicant is requesting a 35 day extension.
Chr. Csiki recessed the regular meeting at 8:10.
Chr. Csiki continued the public hearing for application #2000-17 and pursuant to the agreement between Attorney Branse and Attorney Penny, continued at 8:12 p.m. until 3-8-2001.
Chr. Csiki continued the public hearing for application #2000-18. The same applies as application #2000-17, continued 8:13 p.m. until 3-8-2001.
Chr. Csiki reconvened the regular meeting.
Minutes of January 11, 2001 will be tabled until the next meeting.
CORRESPONDENCE was read.
1. Letter to ZBA dated 1/11/01 from Wendell Davis regarding withdrawal of its
Appeal of the Town of Willington Zoning Agent’s denial of SBA’s application for a driveway on Potter School Road.

Chr. Csiki requested P. Fabrycki to notify M. Bowen that ZBA could not meet upstairs on 3/8 – that it would create an inconvenience due to the public hearings continued to that date.
DISCUSSION
The board has decided to rely on the good faith of Mr. Caron, to do as he said he would and 1.) remove steel tanks, 2.) eliminate the safety hazard of the test well behind the building, and 3.) correct the above ground wire in front of the building in the spring. The board defines spring as April 1st (as long as there is no snow).
