D. Schreiber called the meeting to order at 7:32.
New Business
W2013-41 Application for Timber Harvest at 229 Village Hill Road (Map 47 Lots 8 & 9 Zone R80) Owner: Rose Schofield Applicant: Daniel Donahue (Received December 8, 2014 Public Hearing or Decision within 65 days)
Dan Donahue, a Certified Forester, was present to represent the applicant. He presented plans and said the wetlands are headwater wetlands which are pretty high on the watershed. He said the purpose of the harvest is to generate revenue.
Mr. Donahue said the woods roads they will be using have been there for a long time and added that they will use a skidder and transport the wood with a forwarder. He said they won’t be crossing any of the wetlands as they are pretty sensitive wetlands with high water quality. He said they will be working adjacent to the wetlands. Mr. Donahue said they will cut 70,000 board feet; mostly pine. T. Gutowski asked the time frame of the harvest and Mr. Donahue said less than a month. He added that he will oversee the work and that the boundaries are marked.
Mr. Donahue said they have contacted the adjacent landowners within 100 feet. He said the road is pure stone and he does not anticipate a problem. He said the job is out to bid right now and he is not sure when the work will be done; it may not be until next winter.
The Commission would like to conduct a site walk. S. Yorgensen will coordinate the walk via email.
Old Business
W2014-34 Application for Timber Harvest at 54 Moose Meadow Road (Map 26 Lot 6 Zone R80) Owner: Emil R Kalbac Applicant: Riendeau & Sons Logging (Received October 27, 2014 Public Hearing or decision within 65 days.)
The Commission previously conducted a site walk and a discussion was held. T. Gutowski said they met with the logger and walked the crossing. She said it is a narrow crossing and there are gaps in the road; it was not established. T. Gutowski said she had concerns about the roads integrity. D. Schreiber suggested the logger use a skidder and would like to see planking put down. T. Gutowski said she would like hay bales along the side for erosion control.
T. Gutowski motioned to approve the application with the following conditions.
- Establish erosion control before and after the crossing.
- Use of a forwarder going across the crossing.
- Bridge or planking placed to protect the culvert.
M. Drobney seconded the motion. All in favor.
W2014-37 Application for Timber Harvest at Tinkerville Road (Map 40 Lot 35 Zone R80) Owner: Vincent Sinosky Applicant: Christopher J. Mokrzecki (Received October 27, 2014 Public Hearing or Decision within 65 days.)
The Commission previously conducted a site walk and said it was a very interesting property. D. Schreiber said the adjacent land owner has a pond on the border of the site and when the pipes are opened, an established brook runs through the applicants property. A discussion was held.
T. Gutowski said the property is heavily sloped and added that the logger is going to use the low road. D. Schreiber said he would like the stream bridged and M. Drobney said it should be done in the dry season.
Further discussion was held on the site and the best time to do the work. S. Yorgensen said the site needs to be dry when they harvest and would like to see it done in the summer. She said if it is not dry, Mr. Mokrzecki will have to bridge the stream.
T. Gutowski said she would like to remand the application to Staff and the Commission agreed. S. Yorgensen will work with Mr. Mokrzecki.
W2014-39 Application for Timber Harvest at Tolland Turnpike (Map 17 Lots ~28, 29A Map 18 Lot 19 Map 23 Lots 62, 66) Owner/Applicant: Diane Becker (Received November 24, 2014 Public Hearing or Decision within 65 days.)
Mr. Donahue was present for the applicant. The Commission previously conducted a site walk and a discussion was held. D. Schreiber said the area was not a wetland but had wetlands on each side. Mr. Donahue said he will oversee the work.
T. Gutowski motioned to approve the application with the following condition:
- A mat of tops to be place over the crossing and loosened or removed when the work is complete.
M. Drobney seconded the motion. All in favor.
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
This application will be removed from the agenda.
