Meeting Minutes

Regular Meeting

D. Schreiber called the meeting to order at 7:37.

New Business


W2014-39 Application for Timber Harvest at Tolland Turnpike (Map 17 Lots ~28, 29A Map 18 Lot 19 Map 23 Lots 62, 66) Owner/Applicant: Diane Becker (Received November 24, 2014 Public Hearing or Decision within 65 days.)

Dan Donahue was present for the applicant.  He said he has been involved with the property for over 20 years.  He said the Forest Management Plan has been updated and there is one wetland crossing on the site.  Mr. Donaghue said all work associated with the project will enter and exit from Becker Construction.  He added that one side of the crossing is a low, wet area.  

Mr. Donahue said they will have to make 10 or 12 trips over the crossing; it is not a big part of the harvest.  They will use a combo forwarder, skidder and will not operate if conditions are not right or, if necessary, they will put tree tops down.  

A discussion was held on the Becker property and the area to be harvested.  Mr. Donahue said the cut will be a thinning and not a clear cut; they will be thinning out the canopy of the forest and will harvest 39 acres this winter.  He added that the boundaries have been marked.

T. Gutowski asked how many board feet will be harvested and Mr. Donaghue said a little less than 82,000 board feet.

The Commission agreed on doing a site walk.  S. Yorgensen will coordinate the walk via email.  

Old Business

W2014-34 Application for Timber Harvest at 54 Moose Meadow Road (Map 26 Lot 6 Zone R80) Owner: Emil R Kalbac Applicant: Riendeau & Sons Logging (Received October 27, 2014 Public Hearing or decision within 65 days.)

Scott Person was present and said they would like to do a selective timber harvest.  He showed the boundaries on the plans and said the area is 121 acres and they will harvest approximated 80%.  He said there is an extensive road system throughout and they will use the existing roads for the harvest.  Mr. Person said there is an existing 24 inch pipe on the site and the work will be done with a forwarder.  

Mr. Person said the area is rocky and there are trees growing within the wetlands.  They will do a selective harvest; nothing smaller than 14 inch trees.  T. Gutowski asked how many board feet will be harvested and Mr. Person said 220,000.  He added that they will get rid of the piles quickly; they will not let it sit there.  

M. Drobney asked the timing of the harvest and Mr. Person said late winter, early spring but they won’t do it if it is too wet.  T. Gutowski asked if he had erosion concerns and Mr. Person said they won’t have erosion using a forwarder.  He said they are going to take out the trees and open the canopy up so as to get more trees.  

The Commission agreed on doing a site walk.  S. Yorgensen will coordinate the walk via email.  

W2014-37 Application for Timber Harvest at Tinkerville Road (Map 40 Lot 35 Zone R80) Owner: Vincent Sinosky Applicant: Christopher J. Mokrzecki (Received October 27, 2014 Public Hearing or Decision within 65 days.)

Chris Mokrzecki was present.  He presented maps and said the area is almost 20 acres.  They will use a skidder and harvest when the land is frozen.  He said it will take approximately 2 weeks.  Mr. Mokrzecki said they are going after pine and oak and the area is flagged.  He showed the crossing on the plans and said this area was used in the past.  

Mr. Sinosky said he recently had the land surveyed.  Mr. Mokrzecki said they still have to notify the adjacent homeowners.  

The Commission agreed on doing a site walk.  S. Yorgensen will coordinate the walk via email.  

W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.

This application was tabled.

T. Gutowski motioned to approve the minutes of September 8, 2014.  M. Drobney seconded the motion.  All in favor.
