Meeting Minutes

Regular Meeting

D. Schreiber called the meeting to order at 7:35.

New Business

W2013-28 Phase II drainage improvement, installing piping, catch basins, endwalls, curbing and other related infrastructure along Turnpike Road from its intersection with Fermier and Balazs Road, ½ mile westward. Owner/Applicant: Town of Willington (Received September 9, 2013 Public Hearing or decision by October 21, 2013)

D. Schreiber said the Commission has previously seen and discussed this application which is a 3 part phase and the applicant is looking to get phase II approved.  

Karl Acimovic presented plans and said they are moving up the road heading toward Moose Meadow Road.  He said they are proposing catch basins, formalized outlet structures, curbing, an overflow structure and a small pond. He said the work they are proposing is similar to the work done on Turnpike Road; they are putting large box culverts in.  

M. Drobney questioned the curbing on both sides of the road and asked if the road is below grade. K. Acimovic said the road is poorly graded, the sides are uneven and to correct it, they would have to create a downward embankment for the entire length but they will not be re-doing the road for some time.

T. Gutowski motioned to approve W2013-28 Phase II drainage improvement, installing piping, catch basins, endwalls, curbing and other related infrastructure along Turnpike Road from its intersection with Fermier and Balazs Road, ½ mile westward.  M. Drobney seconded the motion.  All in favor.  

W2013-30 Request Wetland Permit Extension W2006-35 at 49 & 53 Navratil Road (Map 14 Lots 41-0A & 41-00 Zone R80) Owner/Applicant: Patriot Land Development (Received October 21, 2013 Public Hearing or decision by December 9, 2013)
S. Yorgensen said the permit was previously issued in 2006.  The Commission looked at the plans and a brief discussion was held.

T. Gutowski motioned to approve W2013-30 Request Wetland Permit Extension W2006-35 at 49 & 53 Navratil Road.  E. Brand seconded the motion  All in favor.  

W2013-32 Request for Wetland Permit Extension W2008-11 the permit expires November 24, 2013 at East side of River Road 1000ft North of Baxter Rd (Winterberry Hill) (Map 10 Lot 21-A Zone R80) Owner/Applicant: Willington River Corp (Received September 13, 2013 Public Hearing or decision by December 9, 2013)

T. Gutowski motioned to grant W2013-32 the Request for Wetland Permit Extension for another 5 years.  M. Drobney seconded the motion.  All in favor.

W2013-35 Application for Timber Harvest at Mihaliak Rd & Doratzak Rd (Map 50 Lots 05, 05B, 07, 07A Zone R80) Owner: Lisa Kenderdine Applicant: Stephen Acerbo (Received October 21, 2013 P.H. or decision by December 9, 2013)

Stephen Acerbo was present and said the harvest is straight forward; no wetlands or streams or ponds and it was harvested 25 years ago. He said the property is 37.4 acres and they will harvest 27 acres.  He added that it will be a select cut; they are doing an even aged harvest and predominantly oak.

T. Gutowski asked if they checked the Natural Diversity Database and S. Yorgensen confirmed there is nothing on the site.  T. Gutowski asked how many parcels are to be harvested and Mr. Acerbo said 4 and showed the areas on the plans; he suggested the commission conduct a site walk.  T. Gutowski asked the applicant to provide a topography map and Mr. Acerbo said that he would.  

W2013-36 Application for Timber Harvest at 145 Mihaliak Road (Map 50 Lot 2 Zone R80) Owner: Margaret Harrison Applicant: Stephen Acerbo (Received October 21, 2013 Public Hearing or decision by December 9, 2013

Mr. Acerbo presented the plans and said he is concerned about the large pond in the middle.  He said he believes it should be a dry condition harvest, June, July and August and will be a select harvest; 14 inches and up primarily oak.  He said the property had previously been harvested and is approximately 40 acre with an 8 acre pond. Mr. Acerbo showed the maps on the plans.  T. Gutowski said she would like to see better maps.  

Mr. Acerbo said the owner would like the oak trees that are close to the pond taken out.  D. Schreiber asked about the soil ad Mr. Acerbo said it is fine but is in the regulated area.  He added that the pond is a manmade pond.  

A discussion was held on a site walk and the Commission would like to conduct a site walk on Sunday October, 27, 2013.

A discussion was held on the water issue at Hockla Farms and S. Yorgensen will send a follow up letter to the Board of Selectmen regarding this.

Minutes

T. Gutowski motioned to approve the minutes of July 8, 203.  E. Brand seconded the motion. All in favor, motion carried.  

Election of Officers

M. Drobney nominated T. Gutowski and D. Schreiber as Co-Chairmen.  E. Brand seconded the nomination. All in favor. Motion carried.
