Regular Meeting
D. Schreiber called the meeting to order at 7:37
Pre-application
James Poole regarding a crossing on Keene Brook at property on Spak Road.
James Poole was present and said he was seeking a brook crossing. Mr. Poole said he received a NRCS grant for wildlife habitat improvement and the only way to access the property, as of now, is through the stream. Mr. Poole presented his plans and pictures of the proposed crossing and read the specifications from NRCS. Mr. Poole said he is going to talk to DEP regarding the trout in the stream. D. Schreiber asked the elevation from 1 side to the other and Mr. Poole said it is a 2 to 4% slope and that NRCS is coming out this month.
Mr. Poole asked what he needed to bring before the commission when he applies. He said he will have storm water flow as they are looking to do that in Sept. T. Gutowski said she would like defined limits of disturbance. S. Yorgensen said he would need plans including the details of the proposed crossing and a letter from DEP with the application.
New Business
W2006-57 Renewal request for Wetland Application W2006-57, west side of Lohse Road/DW Fish
The commission looked at the plans. T. Gutowski said nothing has changed. S. Yorgensen said nothing but the economy. T. Gutowski said the renewal looked pretty standard.
T. Gutowski motioned to approve the renewal request for 5 years based on no substantial change in circumstances and no adverse action has been taken against the developer on this site. M. Drobney seconded the motion. All in favor. Motion carried.
Town of Willington - storm water/road maintenance plan
Karl Acimovic and Lynn Nichols presented the maintenance plan. K. Acimovic explained the details of the plan. L. Nicholls said she has put together a document on work that has been done and work to be done. A discussion was held on GASB. L. Nicholls said, as work is done, everything is documented in the file. T. Gutowski asked how many miles of road they have to address and L. Nicholls said approximately 87 miles.
T. Gutowski said the table they presented is a good maintenance plan. A discussion was held. T. Gutowski asked if they did GASB for every road in town and L. Nicholls said all but 2. T. Gutowski asked if they were 95% done and L. Nichols said more than that. T. Gutowski asked if they would finalize the plan and L. Nicholls said the plan they are looking at was done before the budget; they still have to change it to what they can do. D. Schreiber asked L. Nicholls to send the Commission the finalized plan once completed.
W2011-19 Application for road & drainage repair at Burma Road (Map 31) Owner/Applicant: Town of Willington (Rcd April 11, 2011, Dec by June 13, 2011)
D. Schreiber said they have an email from the Dupilka family giving approval for the town of Willington to make repairs at Burma Road.
T. Gutowski motioned to approve the application based on the approval from the Dupilka family and on the condition that work is conducted during the dry season. M. Drobney seconded the motion. All In favor. Motion carried.
W2011-24 Application to replace the culver liner on Potter School Road. Owner/Applicant Town of Willington
K. Acimovic presented plans and explained the proposed work. He said in 1970, the road was relocated and raised substantially. K. Acimovic said they want to put a new HDPE liner in the existing corrugated pipe culvert. A discussion was held on the plans. K. Acimovic said the work would be done in the low flow period. A discussion was held on the Fenton River and diverting the water to do the work. K. Acimovic said the work will be done in 2 days. T. Gutowski asked if it would be good for another 50 years and K. Acimovic said at least 50.
K. Acimovic referred to the sedimentation and erosion controls on the plans and said they would use temporary hay bales. T. Gutowski said the plan looks like minimal impact but they have concerns on low flow conditions and do not want to impact the fisheries.
W2011-22 Application for installation of yard drains and piping at 11 Meadow Lane (Map 16 Lot 32 Zone R80) Owner/Applicant: Robert & Elena Testa (Received May 9, 2011 Public Hearing by July 11, 2011 Decision within 35 days after close of P.H.)
Application was received. . A discussion was held. L. Nicholls and K. Acimovic will go out and take a look at the property.
W2011-23 Application to construct paved apron on existing entrance at Ruby Road between house #168 and #190 (Map 33 Lot 19 Zone R80) Owner/Applicant: Ruby Road Associates LLC c/o Stanley Sadlak (Received May 9, 2011 Public Hearing by July 11, 2011 Decision within 35 days after close of P.H.)
A discussion was held on the previous application requesting access. S. Yorgensen will pull up the previous Denial and Minutes for comparison at the next meeting.
Old Business
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George ~Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
T. Gutowski will follow up with DEP regarding this application.

Minutes
T, Gutowski motioned to approve the minutes of April 11, 2011 with the following revision; the storms in early March took out a 600 foot section of road. M. Drobney seconded the motion. All in favor.
Guidelines for Logging Application
S. Yorgensen will email the conditions of a wetland permit being issued and the commission will discuss this at the next meeting.
