Regular Meeting
S. Schreiber called the meeting to order at 7:34. T. Gutowski motioned to seat Abby Kelly for K. Metzler. E. Brand seconded the motion. All in favor.
W2006-57 Renewal request for Wetland Application W2006-57, west side of Lohse Road/DW Fish
The applicant was not present. S. Yorgensen said the engineer put this on the agenda and is requesting a 5 year extension. The Commission briefly reviewed the plans. This application was tabled until the next meeting.
Town of Willington - storm water/road maintenance plan
Karl Acimovic and Lynn Nicholls were present but were unaware that this was on the agenda. T. Gutowski said the Commission would like the strategy on how the town is approaching the Storm Water/Road Maintenance Plan. K. Acimovic will address this at next months meeting.
W2011-19 Application for road & drainage repair at Burma Road (Map 31) Owner/Applicant: Town of Willington
Karl Acimovic and Lynn Nicholls were present for the applicant. The Commission conducted a site walk to view the damage on Saturday, March 19th.
K. Acimovic said the storms in early March took out a 60 foot section of the road. He said, on the easement to pass, an 18 inch culvert plugged and was vastly undersized for the conditions. K. Acimovic said they are proposing to install two 36 inch pipes and will also replace three other smaller pipes with 18’’ pipes. Once the drainage is completed, they will reconstruct the road. K. Acimovic presented plans and explained the work to be done. He said they would like to do as much as they can from the road area as they do not want to put any equipment in the wetland area. A discussion was held in regards to this.
M. Drobney asked if the road would be any higher with the larger pipes. K. Acimovic said perhaps in the area with the pipes but they have chosen a pipe that does not require a lot of fill material on top. He said they do not have any intention of widening the road.
M. Drobney asked about the vernal pools in close proximity to the location and a discussion was held. K. Acimovic said the vernal pools are close to where they are stopping and they certainly would not go in them. He said they will used silt fence and, depending on the time of year, may put a stone check dam in and remove it when the work is done.
T. Gutowski asked if the road would be asphalt and K. Acimovic said no, gravel and processed aggregate. T. Gutowski asked when they would do the work and L. Nicholls said after they have approval from the Planning and Zoning Commission and Board of Selectmen.
A discuss was held on the temporary road and closing the road. S. Yorgensen will get a letter from the property owner in regards to the closure of the road.
A discussion was held on putting straw or hay bales next to the road. K. Acimovic will look to see where they are needed and research pricing. A discussion was held on the estimated cost of the project. The Commission will address this application at the next meeting.
Old Business
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
This item was tabled for the meeting.

March 14, 2011 Minutes
T. Motioned to approve the minutes with the following revisions. E. Brand seconded the motion. A. Kelly abstained. All others in favor.
1. S. Schreiber should be D. Schreiber.
2. W2011-2 - Page 2 – T. Gutowski wanted to clarify that she was asking how a 50 year storm would look at that location after the culvert repair had been completed. K. Acimovic said it would not go over the road.
3. W2011-2 - Page 2 - the Commission wanted to clarify that the plugged pipe is not under a private driveway, it is on a Right of Way on town property. At the previous meeting, T. Gutowski wanted to verify who the owner of the Right of Way is and when the driveway was put in.
December 13, 2010 Minutes
T, Gutowski motioned to approve the minutes. E. Brand seconded the motion. A. Kelly abstained. All others in favor.
A discussion was held on logging and the time of year the work should be done. D. Schreiber said he would like to build a Logging Permit Form. A discussion was held on an Inland Wetland Logging Permit.
November 8, 2010
T. Gutowski motioned to approve the minutes with the following revision on page 2, paragraph 4 – brining should be bringing. E. Brand seconded the motion. A. Kelly abstained. All others in favor.
Staff Report and Discussion
The Commission members welcomed Abby Kelly to the Inland Wetland Commission. A discussion was held on various applications that have come before the Commission to give A. Kelly a little background information.
