Meeting Minutes

K. Metzler called the meeting to order at 7:39.

W2010-21 Application to construct single family dwelling, septic, well, driveway and site grading within upland review area at 18 Balazs Road (Map 44 Lot 16 Zone R80) Owner/Applicant: Craig A Johnson (Received July 12, 2010 ~extension granted ~to October 25, 2010 Decision October 25, 2010)

Ed. Pelletier was present for the applicant and submitted plans to the commission.  A discussion was held on the Conservation Easement the applicant would like to convey to the Fenton Woodlands Association.  

T. Gutowski asked if they modified the Management Plan.  Mr. Pelletier said they added “Only use fertilizers that have low or no phosphorus containt made available at local vendors”.

D. Schreiber motioned to approve the plan with the following conditions.

1.  Formalize the Conservation Easement as depicted on the plans and modified as necessary.  Modification to be brought back to the Commission or it’s designated agents.

2.  Any changes to the site plan to be brought back before the Commission for approval.

T. Gutowski seconded the motion.  All in favor.  Motion carried.

W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.

S. Yorgensen said they have not received final approval from DEP.

K. Metzler encouraged all members and staff to attend the 2010 Municipal Inland Wetland Commission Training Program as it is going to be pertinent to what they do.

T. Gutowski motioned to approve the minutes of July 12, 2010.  D. Schreiber seconded the motion.  All in favor.  Motion carried.

T. Gutowski motioned to approve the minutes of September 13, 2010.  D. Schreiber seconded the motion.  All in favor.  Motion carried.

Staff Report and Discussion
S. Yorgensen informed the Commission on the status of the proposed Loves Travel Stop.

K. Metzler informed Staff that, on Baxter Road, the edge of the pavement is being undercut due to run off.  S. Yorgensen said she will look into it.  

A discussion was held on the AT&T tower.  S. Yorgensen said there was an objection by the Conservation Commission on the height of the tower and that it could be seen from the green.  AT&T has submitted a modification to the proposal and also a second proposal.  The modification is to shorten the tower from 190 to 160 feet and the new proposal is to put a 190 foot tower on Old South Willington Rd.  T. Gutowski said she would like to send a letter with their concerns on the proposed tower on Old South Willington Rd.
