Regular Meeting
K. Metzler called the meeting to order at 7:33. L Kouyoumjian moved to seat T. Gutowski. K. Metzler seconded the motion.
The members of the Town of Willington’s Inland Wetlands Watercourse Commission, our Wetlands Agents, and our Recording Secretary would like to enter into the minutes our recognition of the service Roger Peloquin offered to this Commission, the citizens of Willington, and the environment. It is with great sadness that we learned of Roger’s untimely and tragic passing. We offer our deepest sympathy to his wife Ellen, his family, and to his friends. Roger was a valued member of the Commission and his thoughtful, insightful and challenging questioning added much to the workings of the Commission. Too often, individuals are not recognized nor thanked for their contributions during their lifetime. This written statement, albeit belated, makes such recognition known and expresses our appreciation of Roger’s
significant contributions. Roger helped ensure the quality of life that we all enjoy and value today, and helped continue this quality to our children and all future citizens of the town.
W2009-3 Activity including construction and grading within regulated area related to a proposed Recycle Facility in a Designed Industrial Zone at 262 Ruby Road (Map42 Lot 49A, north of bus parking lot) Owner/Applicant: Ruby Road Development LLC (Received March 23, 2009 Public Hearing or Decision by May 11, 2009)
T. Gutowski recused herself.
Russell Heintz of Tarbell, Heintz and Associates was present for the applicant. S. Yorgensen asked if they were asking for no jurisdiction and Mr. Heintz said yes. Mr. Heintz explained the plans. S. Yorgensen asked if there would be grading. Mr. Heintz said yes. S. Yorgensen said he would need a permit.
Mr. Heintz explained that they would be putting in a parking area and a storage area for recycled material (tires, stumps, concrete, various building materials). L. Kouyoumjian asked if he would leave them in the storage area and Mr. Heintz said no, they will then be moved on to various construction sites. S. Yorgensen said the applicant will not process anything on the site. Mr. Heintz commented that the business is currently in existence in Manchester.
K. Metzler asked if the applicant will be grinding. Mr. Heintz said yes, and the machinery is portable. K. Metzler asked about stabilizing the site and Mr. Heintz said they will have retaining walls. K. Metzler asked about the ground water and Mr. Heintz said ground water infiltration. Mr. Heintz said the site would be paved and they will retain all run off on site in a detention basin. A discussion was held on the pre-treatment of the run off.
L. Kouyoumjian asked the size of the building. Mr. Heintz said 3700 square feet for the first floor and 6000 square feet including the second floor.
A discussion was held on the proximity to the wetlands and any contaminants that might be in the detention basin.
A discussion was held on the permits needed. Staff will get an opinion from the attorney on whether or not a proposed detention basin is regulated.
The applicant will come back before the commission.
W2009-7 Activity within the upland review area proposed house site River Road (Map 19 Lot 3A Zone R80) (Previously approved File # W2001-08) Owner/Applicant: Kathryn Hallock (Received April 27, 2009 Public Hearing or Decision by June 22, 2009)
A discussion was held on the previous permit and the plans. S. Yorgensen said the previous permit expired and the new permit is for the same application, nothing has changed. K. Metzler asked about activity in the regulated area. S. Yorgensen said the septic, septic grading, grading for the house, backyard, footing and drains are within the regulated area.
K. Metzler motioned to remand the application to staff. L. Kouyoumjian seconded the motion. All in favor.
Old Business
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
Application was tabled.
