Regular Meeting
D. Schreiber called the meeting to order at 7:30. K. Metzler moved to seat T. Gutowski. R. Peloquin seconded the motion. All in favor.
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.

K. Metzler motioned to accept the minutes with the following modification. Page 3 should read T. Gutowski said the proposed Aquifer Regulations are done and have to be sent to DEP. R. Peloquin seconded the motion. All in favor.
Draft Logging Regulation
K. Metzler expressed his concern on slopes and set back from Vernal Pools in regards to haul roads and skid roads. A discussion was held. K. Metzler said he would like to keep the distances consistent with the current Inland Wetland Regulations. K. Metzler proposed the distance to be 100 feet from vernal pools on slopes with grades up to 15% and 250 feet on slopes greater the 15%. A discussion was held.
A discussion was held on 3.2 Erosion and 6.7 Additional Information. K. Metzler said he agreed with the comment D. Schreiber submitted to S. Yorgensen on section 6.7.
T. Gutowski said she would like to send the draft, with the commission comments and recommendations, to the attorney for review. The commission would also like the attorney’s recommendation on keeping the Logging Regulations consistent with the Inland Wetland Regulations in regards to slopes and set backs.
James Poole was present and a discussion was held on Silviculture Plans, Stewardship Plans and Harvest Plans. Mr. Poole said in 2005 he had come before the commission and received approval for a 10 year management plan. T. Gutowski asked if it was one permit for the 10 years and Mr. Poole said each track is a different permit.
A discussion was held on approving a 10 year plan under the current regulations and how it would be handled if the regulations were to change. D. Schreiber said he believed if the regulations changed, the management plan would have to be amended. A discussion was held. K. Metzler said there may not be a change in the permit the applicant receives but if they are applying for a Harvest Permit for an area where there is not a structure; the plan would have to conform to the new regulations. K. Metzler would like to check with the attorney on Silviculture Plans and his recommendations on the duration of time. D. Schreiber suggested the commission include language on the length of time in the Logging Regulations.
A discussion was high-grading and the outcome after this is done.
Mr. Poole said if you put a Forest Stewardship plan or a Harvest plan together, the plan is regulated but not always monitored. He said there is a form that can be forwarded on to the state and if this is done, the work is regulated and monitored.
Mr. Poole explained the Silviculture Plan and gave a description of his 10 year management plan. T. Gutowski asked if, after 10 years, he will do a new plan. Mr. Poole said he would begin the new plan after 8 years.
A discussion was held on section 4.1 Regeneration Harvests. K. Metzler said one of his biggest concerns is deer over-browsing and invasive species.
The commission agreed to give the proposed logging regulations to the attorney with the comments and suggestions. The commission will then discuss the revisions and decide whether or not to make the changes.
Staff Report
G. Jones said staff will have 3 or 4 applications on the next meeting agenda.
K. Metzler moved to adjourn at 8:30. T. Gutowski seconded the motion. All in favor.
