D. Schreiber called the meeting to order at 7:37 PM.
Public Hearing
Ken Metzler recused himself for this application. L. Kouyoumjian motioned to seat R. Peloquin as an alternate. F. Dirrigl seconded the motion. All in favor.
W2008-11 Application for activity related to multi-family development (Winterberry Hill) east side of River Road 1000 ft north of Baxter Road (Map 10 Lot 21) Owner/Applicant: Willington River Corp (Received June 9, 2008~Public Hearing on July 28, 2008 Public Hearing continue to September 8, 2008(8 day extension granted) (further extension to September 22, 2008 granted – 14 days, total of 22 day extension) decision within 35 days after close of Public Hearing)
L. Kouyoumjian motioned to table this application to 9/22/2008. F. Dirrigl seconded the motion. All in favor. Motion carried.
Regular Meeting
D. Schreiber called the Regular Meeting to order at 7:40.

W2008-15 Application for construction of a single family dwelling, septic system, well & driveway at Jared Sparks Road (Map 37 Lot 12 Zone R80) Owner/Applicant: ~Liesa M Fawell-Sienkowski (Received September 8, 2008~Public Hearing or decision by October 27, 2008 decision within 35 days after close of Public Hearing.)
Application was received. A brief discussion was held on the plans, septic and lot requirements.
W2008-16 Application for construction of single family home, driveway, septic, well, footing drain outlet, beach area and detached garage at 265 Turnpike Road
(Map 40 Lot 14 Zone R80) Owner/Applicant: Maureen R Feinberg Revocable Trust, Thomas F Owens Trustee (Received September 8, 2008 Public Hearing or decision by October 27, 2008 decision within 35 days after close of Public Hearing.)
Raymond Nelson of Messier & Associates was present. A discussion was held on the plans and relocating the driveway. A discussion was held on the property footage from the Fenton River.
The commission asked staff to do a full review of the application.
W2008-19 Application for the reconstruction of the existing road edge, placement of new curbing, removal of existing stone headwall, installation of new catch basin at intersection of Route 320 & Pinney Hill Road (Map 13) Owner/Applicant: Town of Willington (Received September 8, 2008 Public Hearing by October 27, 2008 decision within 35 days after close of Public Hearing.)
T. Gutowski commented that she did not request the town obtain an engineer’s report. T. Gutowski recused herself. A brief discussion was held on this application.
The commission asked staff for the easement and maintenance schedules. This application was table for this meeting.
W2008-20 Application for the reconstruction of the existing road edge, placement of new curbing, removal of existing stone headwall, installation of new catch basin at intersection of Luchon Road, Pinney Hill Road & Cisar Road (Map 13) Owner/Applicant: Town of Willington (Received September 8, 2008 Public Hearing by October 27, 2008 decision within 35 days after close of Public Hearing.)
A brief discussion was held on this application. Discussion was held on the wetlands. K. Metzler commented that he would like Karl Acimovic to come in and discuss this application.
K. Metzler motioned to remand this application to staff. F. Dirrigl seconded the motion. All in favor. Motion carried.
Old Business
W2008-6 Application to construct a new home and related construction including driveway , crossing of wetlands at 14 Balazs Road (Map 44 Lot 17 Zone R80) ~Owner/Applicant: Craig A. Johnson (Received May 12, 2008 Public Hearing July 14, 2008 continued to July 28, 2008 decision by 8-18-08 -35 day extension granted for decision by 9-22-08)
K. Metzler expressed his concern with this application and application W2008-7. He felt there were alternatives. Members discussed information presented and discussed at the public hearing. K. Metzler commented the commission needs to address each application separately. A discussion was held on the covenants of the association. The lack of complete flagging of wetlands was discussed.
F. Dirrigl motioned to table this application for this meeting. L. Kouyoumjian seconded the motion. All in favor.

F. Dirrigl motioned to table this application. L. Kouyoumjian seconded the motion all in favor.
W2003 -49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road. Site walk Nov 18, 2007 at 11: 00 A.M.
This matter was tabled.

Approval of Minutes
K. Metzler motioned to approve the minutes of July 14,2008. R. Peloquin seconded the motion. Frank abstained. All in favor. Motion carried.
L. Kouyoumjian motioned to approve the minutes of July 28,2008 with the following modifications. R. Peloquin seconded the motion. K. Metzler abstained. All in favor.
1. T. Gutowski was excused.
2. On page 3, second paragraph, minutes should read: D. Schreiber asked about the wetlands. He said that they are not shown on the map. D. Schreiber asked if this area had been flagged and the elevation lines characterized.
T. Gutowski commented in regards to the minutes of July 28, 2008, application W2008-11. She stated she has a professional relationship with the hydrologist hired and has worked with him at UCONN.
Discussion
T. Gutowski commented on property for sale on Depot Rd. She felt the commission should make a recommendation to the Conservation Commission regarding this property. K. Metzler asked T. Gutowski to draft a letter to the Conservation Commission; he will sign it and bring it to S. Yorgensen.
L. Kouyoumjian motioned to adjourn the meeting at 8:44. F. Dirrigl seconded the motion. All in favor. Meeting adjourned.
