K. Metzler called the meeting to order at 7:35 PM.

New Business

Request for permit determination Kucko Road Sightline Improvement

Karl Acimovic was present.  He explained there is a 2 to 3 foot hump in the road, which is a sightline problem.  He commented that once it is paved, the problem would be worse.  

A discussion was held on the drainage conditions.  K. Acimovic commented that, if maintenance is done, it should be okay up to the 100-year system.  He said the condition will not change and it will still go across to Kucko’s property.  G. Blessing commented that there is a good size spring there.  K. Acimovic said they are not near the spring.

G. Blessing commented that it is a sightline problem on a road that gets, maybe, 50 cars a day, on a good day.  He said he knows that may increase.  K. Acimovic said the former Board of Selectmen approved it.

K. Metzler commented that, if taken out, the 100-year storm drainage would be more than it is now.  G. Blessing asked if this portion was paved.  K. Acimovic said this would close up the unpaved portion.  K. Metzler asked if there were any wetlands, watercourses.  K. Acimovic said not to his knowledge.  He commented that all the work has to be done in the road and loaded onto trucks.

G. Blessing asked if the road would be widened.  K. Acimovic said no, they don’t want to change the road, which goes along with Planning and Zoning.  He said he does see it as a real safety issue in the future.


K. Metzler asked if they had done borings.  K. Acimovic said they dug two test holes, going up the road, and there is a lot of gravel.

G. Blessing said he understands there are budget constraints but questioned if they should leave it unpaved until they figure out what they want to do with the rest of the road.  

K. Metzler asked how the storm water was handled as it goes down the road.  K. Acimovic said there are quite a few catch basins and a new detention basin was put in for the new subdivision.

G. Blessing made a motion on the fact that the Commission has no jurisdiction.  D. Schreiber seconded the motion.  All in favor.

W2008-1 Application to install dry hydrant for use as a water source at 45 Cowles Road (Map 16 Lot 24 Zone R80) Owner: John Flanagan Applicant:  Willington Hill Fire Dept (Received Jan 28, 2008 Public Hearing or Decision by March 24, 2008.)

G. Jones said the applicant requested a 65-day extension.  The previous plan is not going to work and they are going to try to re-design it.  He commented that they did not realize it was wetlands.  K. Acimovic commented that it is a ground water pond.  In the summer, it could fluctuate 6 to 8 feet if they have tight soil.

W2008-4 Application to place 12’X30’ horse stall in regulated area and fencing for horses 160 Willington Hill Rd (Map 13 Lot 29 Zone R80) Owner/Applicant:  Edward D’Agata II (Received February 11, 2008 Public Hearing or Decision by March 24, 2008.)

Mr. and Mrs. D’Agata were present.  T. Gutowski and D. Schreiber went out to the location to look at the barn and fencing.  T. Gutowski explained that it was a three-stall barn and a much-defined area.  She said they cannot go beyond the fenced area because of the wetlands.  K. Metzler asked if it was a reasonable use of the property.  T. Gutowski said it was a good set up and she felt it needed to be kept to 2 horses, only.  D. Schreiber agreed.  K. Metzler said they would need a map showing the fence.  T. Gutowski commented that the manure should be managed to a pick up load.

G. Blessing made a motion to approve on the following conditions.

1.  Manure management.
2.  No more than 2 horses.
3.  Electric fence cannot be expanded.
4.  A footprint of the fence provided on a map.
5.  All zoning approvals are required.

F. Dirrigl seconded the motion.  All in favor.

Old Business

W2003-49 Notice of Violation:  TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.  Site walk Nov 18, 2007 at 11:00 AM

K. Metzler commented that they are still waiting for the property owner to finish.

Correspondence

1.  Letter from Willington Hill Fire Dept requesting an extension.

Approval of Minutes

A motion to approve the minutes of 2/11/08 with modifications.  Modifications will be shown on the revised minutes.  All in favor with modifications.  L. Kouyoumjian abstained.

Staff Report

G. Jones commented he had nothing additional to report.

The commission discussed canceling the next meeting, scheduled for 3/10/08. All agreed.

L. Kouyoumjian made a motion to adjourn at 8:25.  D. Schreiber seconded the motion.  All in favor.
