Dave Schreiber called the meeting to order at 7:32 PM.
F. Dirrigl made a motion to seat F. Dirrgl. D. Schreiber seconded the motion. Unanimous.
Applications received after agenda filing.
W2008 - 1 Application to install dry hydrant for use as a water source at 45 Cowles Road (Map 16 Lot 24 Zone R80) Owner: John Flanagan Applicant: Willington Hill Fire Dept (Received Jan 28, 2008 Public Hearing or Decision by March 24, 2008)
Application was received by the commission.

W2007-36 Application for drainage improvements at 28 River Road south of Baxter Road (Map 10 Lot 29 & 30 Zone R80) Owner/Applicant: Willington River ~~~~Corp. (Received Oct 22, 2007 Public Hearing Dec 10, 2007, continue to Jan 14, ~~~~2008, Decision by February 11, 2008) ~
Due to the absence of commission members that were present during the previous public hearings, the decision on this application was tabled until the 2/11/08 meeting.
W2007- 37 Application for activity related to 60 single family condominium project Winterberry Hill at River Road and Baxter Road (Map 10 Lot 21-DA Zone R80) Owner/Applicant: Willington River Corp.(Received Oct 22, 2007 Public Hearing Dec 10, 2007, continue to Jan 14, 2008 Decision by February 11, 2008)
Due to the absence of commission members that were present during the previous public hearings, the decision on this application was tabled until the 2/11/08 meeting.
W2007- 39 Application for resubdivision of Lot #4 Latham Landing into 6 lots for single family dwelling at 59 Latham Road (Map 9 Lot 33 Zone R80) Owner/Applicant: Michael Nogas (Received Nov 26, 2007 Decision or Public Hearing by Jan 28, 2008.)
Applicant Michael Nogas and his engineer, Ed Pelletier were present. Ed Pelletier presented maps of the property and the proposed dwelling locations. A discussion was held on the location of the wetland areas and the possible presence of vernal pools.
R. Peloquin asked if the commission was approving the locations of the houses. G. Jones said yes, they are. D. Schreiber commented that if someone comes in with a change, after the locations are approved, the commission can deny.
R. Peloquin asked if all activity in Lot 3 was in the review area. Mr. Pelletier said that it was. F. Dirrgl asked who did the wetland plans. Mr. Pelletier said it was done by Rick Zulick. The commission asked if there was a report from Mr. Zulick. Mr. Pelletier commented that he did not have a report but Mr. Zulick did flag the wetlands in October. F. Dirrgl asked if there had been a site walk and D. Schreiber commented that it was to be on your own. F. Dirrgl asked if G. Blessing, T. Gutowski and K. Metzler had a chance to review the application. G. Jones commented that they had back in December.
F. Dirrgl made a motion to approve application 2007-39 with one condition. He would like the applicant to place signage around the two isolated wetland areas. Wetland boundary signs are to be placed in Lot 6, WB-1 to WB-6 and WBA1 to WBA-14. F. Dirrgl said he would supply the signs. L. Kouyoumjian seconded the motion.
A discussion was held on the footing drain outfalls.
F. Dirrgl amended the motion. The amended motion to include two conditions. The wetland boundary signs and placement of footing drain outlet protection on all lots.
L. Kouyoumjian seconded the motion. All in favor.
Old Business
Review of Operation and Maintenance for Storm Water Systems at Town Library at 7 Ruby Road.
A memo, from Karl Acimovic, was distributed to the commission on his review of the Operation and Maintenance plan revised on 12/26/2007.
F. Dirrgl requested a copy of the maintenance plan and volunteered to review the plan. This was tabled until the next meeting.
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road. Site walk Nov 18, 2007 at 11: 00 A.M.
G. Jones commented that he did not have any new information on this.

Approval of minutes. R. Peloquin made a motion to approve the minutes from the January 14, 2008 meeting. L. Kouyoumjian seconded the motion. F. Dirrgl abstained.
Staff Report. G. Jones commented that he did not have anything to report.
L. Kouyoumjian made a motion to adjourn at 8:38. R. Peloquin seconded the motion. All in favor. Meeting adjourned.
