K. Metzler called the IWWC meeting to order at 7:34 P.M.
D. Schreiber made a motion to seat R. Peloquin and T. Gutowski as alternates. K. Metzler seconded the motion.
New Business
File 2007-19- Application to build a Veterinary Hospital and a post & beam model home at 451 River Road (Map 34, Lot 6) Owner/Applicant: Jeff and Teresa Love (Received July 9, 2007 Public Hearing or Decision by September 10, 2007)
Ed Pelletier, the applicant’s engineer, was present to discuss the application. He stated that he had met with Sue Yorgensen, Ed Steveski, Dick Palmer, and Karl Acomovic to discuss the plans. He stated that he incorporated any changes that they asked for in the plan. Mr. Pelletier passed out the new set of plans which he stated reflect all the changes from his meeting.
Mr. Pelletier went over the storm water drainage system. The commission discussed the need for the second storm water separator that was added in the new plans.
D. Schreiber asked if there will be a maintenance plan from the storm water separators. Mr. Pelletier said it has not been created yet.
Mr. Pelletier stated that another change that has been made is that the dam at the retention pond will be created using two concrete jersey barriers instead of timber. K. Metzler asked how they will be sealed together. Mr. Pelletier said he will need to get more details on that.
Mr. Pelletier went over the final revisions to the plans which included the catch basins being changed to separators and the original well that is on the property will be filled in with sand.
Mr. Pelletier discussed the landscape plan. He stated that rain gardens will be added for drainage from the roof and the original driveway will be loamed and seeded.
T. Gutowski asked if all the parking spaces that are shown on the map are required. Mr. Pelletier said that they are all required due to the towns’ regulations. T. Gutowski asked what the model home will be used for. Mr. Love was present and told the commission that the model home will be a small model of a post and beam home that the builder will use for an office and for potential customers to come view what a post and beam home looks like.
Mr. Pelletier stated that the parking lot will be used for the builder’s office as well. He stated that the parking lot will be paved.
Mr. Pelletier stated that the health department has reviewed their plans and has sent them to the state for comments. DOT has also reviewed the plans and he is waiting for comments from them as well.
K. Metzler asked how large the building area will be. Mr. Pelletier said it is approximately 400 feet. K. Metzler stated that they will need a construction permit.
K. Metzler asked Mr. Pelletier what he thought the wetland impacts would be during construction. Mr. Pelletier said the level spreader, plunge pool, and grading.
Rick Zulick the applicant’s soil scientist was present to discuss the soil testing. He went over the types of soils on the property. He stated that they tested to 134 inches and found the water table was very deep.
K. Metzler asked if the pond on the property has been excavated. Mr. Zulick said that he does not believe that it has been, and thinks that it is very deep.
The commission asked if there are any connections between the pond and the wetlands in the back of the property. Mr. Zulick said he was not sure, but does not feel it meets the criteria for an intermittent stream.
Mr. Zulick went over the natural kettle on the property. He stated that it looks like a pond but it is a natural kettle which occurs from melting glaciers. He felt that it could hold a small amount of water, especially in the winter, but it is not a wetland.
K. Metzler asked G. Jones about the potential for future sub-division. G. Jones looked to see how much land was buildable area. The commission decided it would only be approximately four to six acres. Mr. Love stated that they have no intentions of sub-dividing the property at this time.
T. Gutowski asked how the building location was selected on the property. Mr. Pelletier went over the needs for the building in comparison to the features of the land. T. Gutowski suggested requesting a variance for fewer parking spaces or for gravel instead of pavement. The commission discussed the benefits of pavement for the storm water separators opposed to gravel.
K. Metzler stated that the commission will need a maintenance plan for the catch basins and the oil water separators, as well as more detail on the check dam.
D. Schreiber made a motion to approve File 2007-19- Application to build a Veterinary Hospital and a post & beam model home at 451 River Road (Map 34, Lot 6) Owner/Applicant: Jeff and Teresa Love.
K. Metzler asked if zoning will address the paving. G. Jones said he did not know. Mr. Zulick stated that the parking lot will fit the soil at this location.
All members voted in favor of the motion.
File W2007-26 Application to install water main from 11 Depot Road to Hall Memorial School (Map 15 Zone R80) Owner/Applicant Town of Willington (Received Sept 10, 2007, Public Hearing or Decision by Sept. 24, 2007)
D. Schreiber made a motion to remand the application to staff. R. Peloquin seconded the motion. All members voted in favor.
File W2007-27 Application to install water service into Hall Memorial School for portable water and fire protection 111 River Road (Map 15, Lot 23) Owner/Applicant Town of Willington (Received Sept 10, 2007, Public Hearing or Decision by Sept. 24, 2007)
D. Schreiber made a motion to remand the application to staff. R. Peloquin seconded the motion. All members voted in favor.
Old Business
Review of Operation and Maintenance for Storm Water Systems at Town Library at 7 Ruby Road.
T. Gutowski asked why the commission can’t file a notice of violation.
K. Metzler stated that they need to make sure the catch basins are maintained. T. Gutowski asked if there are any bonds on this project. G. Jones said there are not. K. Metzler suggested paying Mr. Acomovic to create a maintenance plan. T. Gutowski said that she thought that the commission was going to write a letter to the board of selectman regarding the lack of response on this issue. The commission members stated that the will request an original plan from the library. K. Metzler stated he will follow up with the library and board of selectman.
Cease and Desist Order issued to Joseph Voboril RE: Clover Springs Subdivision Wetlands Permit W2004-4 off Batty Road
K. Metzler stated that he would like to conduct a site walk before the bonds are released. K. Metzler and D. Schreiber said that they would walk the area this weekend and if they have any concerns will send F. Dirggil to walk the site as well. He stated that he will email staff after the site walk to let them know what he saw.
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
The commission stated that they are still waiting for the proposed work to be completed. Once the work is complete they will need to receive a Spill Prevention Plan.
R. Peloquin asked if they will be able to review and approve the SPCC. K. Metzler stated that he thinks that the DEP creates it.
Minutes
R. Peloquin said that the minutes regarding the TravelCenter’s SPCC did not reflect what the commission decided. He stated that it should read that the commission will review and approve the plan.
T. Gutowski made a motion to approve the motion with the corrections. R. Peloquin seconded the motion. All voted in favor.

Staff Report
T. Gutowski stated that she has concerns regarding the truck stop expansion project. She asked the other commission members to pay attention to information as it is release concerning this expansion.
