Dave Schreiber called the Inland Wetland and Watercourse meeting to order at 7:30 PM
F. Dirrigl made a motion to seat alternates Tess Gutowski and Roger Peloquin. L. Kouyoumijan seconded the motion. All members voted in favor.
W2007-13-Application for addition of Two Car Garage to an existing House at 38 Spak Road (Map 52, Lot 33, Zone R80) Owner: Alex Capo Applicant: Moulton Bros. Inc. Received 5/14/07 PH or Decision by 7/9/07
Leslie Moulton was present to discuss the application on behalf of Alex Capo. He stated that the applicant would like to build at 24x24 attached garage. He said that he had met with Gary Jones on May 9th and was able to read the memo he wrote after his visit. The commission was given the memo and read it over. Mr. Moulton passed out the site plans to the commission members. He stated all existing structures and proposed structures are on the plans. He stated that the addition would be on an existing paved driveway and an established lawn.
D. Schreiber asked if the existing shed would be moved. Mr. Moulton said it would be.
F. Dirrigl made a motion to remand the application to staff. L. Kouyoumijan seconded the motion. Discussion: T. Gutowski asked where the shed would be moved. Mr. Moulton said that he believes that it will be taken off site, but will find out.
All members voted in favor of the motion, thus the motion carries.
Old Business
File # W2007-12-Application for repair of bridge over Fenton Brook ~~~~~~~Located in the area of 130 & 96 Tinkerville Road (Map40) Owner/Applicant ~~Town of Willington. Received 4/23/07 PH or Decision by 6/25/07
The commission stated that at the last meeting they had some concerns regarding the bracing that would go directly into the stream. L. Kouyoumjian asked if the steel would remain on the bridge. Karl Acimovic said that it would. Mr. Acimovic stated that they would use steal to fill in the holes on the bridge. He went on to explain that they currently are planning on bracing the bridge in four locations, but it will be up to the contractor to create a final plan. He stated that he knows that they will need at least four bracing points, as the bridge is 23 to24 feet long. Mr. Acimovic said that concrete would not be poured into the stream water that it will be contained. He stated that they plan to begin work on the bridge August 1 and continue working through the end of September. They will then open the bridge to small car traffic and then to truck traffic. Once truck traffic can safely travel over the bridge then all the bracing will be removed.
L. Kouyoumjian asked what happens if the bridge collapses. Mr. Acimovic stated that it would become a dam.
S. Yorgensen asked who would oversee the project. Mr. Acimovic said that both he and Lynn Nichols would.
The commission asked to be kept informed of the progress through out the project. Mr. Acimovic said that will not be a problem. They also asked for digital pictures to be taken. Mr. Acimovic said that would be fine as well.
R. Peloquin made a motion to approved File # W2007-12-Application for repair of bridge over Fenton Brook Located in the area of 130 & 96 Tinkerville Road (Map40) Owner/Applicant ~~Town of Willington, with the conditions that:
1. any changes to the current plan or bracing be submitted to the IWWC commission for approval and
2. that a diversion plan, emergency management plan be submitted and
3. digital pictures of the project process are submitted to the commission.
L. Kouyoumjian seconded the motion, all members voted in favor, thus the motion passes.
T. Gutowski asked if they will be using FEMA money for this project. Lynn Nichols said they have some FEMA money as the bridge was damaged in the October 2005 flood.
Review of Operation and Maintenance for Storm Water Systems at Town Library at 7 Ruby Road
S. Yorgensen stated that she received a letter from the libraries architect stating that he is unable to create a maintenance plan for the storm water system and is requesting assistance. S. Yorgensen asked Mr. Acimovic to send him an example of a storm water maintenance plan from a similar facility. Mr. Acimovic said he would do so.
The commission decided that they would not give the library an approval until they receive a complete plan. They stated that they are concerned as the first plan that was turned in included the original sedimentation and erosion control plan instead of a complete maintenance plan.
Cease and Desist Order issued to Joseph Voboril Re: Clover Springs Subdivision Wetlands Permit W2004-4 off Batty Road.
The consensus of the Commission was that Chairman K. Metzler has information regarding this issue and they will discuss it at the next meeting.
W2003-49 Notice of violation: Travel Centers of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
S. Yorgensen said that a final consent order has been issued; she said that she has been contacted by REMA and APEX regarding the work they will be doing on the filtration system. She said that they are planning to get rid of the 6000 gallon oil/water separator and putting in a holding tank. She stated that they will also be doing work on the 18,000 gallon separator and the baffle on the bio filter/detention pond. S. Yorgensen said that clarification regarding permits was requested and they were told that they would need to come before the IWWC to get approval.
F. Dirrigl asked if the plantings had been done in the wetland. S. Yorgensen said that just cattails had been planted on the second replant but since the spill and remediation, she is not aware of the status. F. Dirrigl said that cattails have a strong root system that would help to stabilize the wetlands. S. Yorgensen said that she will meet with the company before they come before the commission.
The commission members stated that they would like to do a site walk after they are presented with a plan from APEX and REMA. F. Dirrigl said that he would like to find the R3 location as that is the area that did not meet DEP standards after the spill.

L. Kouyoumjian made a motion to approve the minutes with T. Gutowski’s changes. F. Dirrigl seconded the motion, all members voted in favor.

Staff report and Discussion
T. Gutowski said that she would like to speak with the board of selectman regarding purchasing a piece of land on Depot Road for open space. She said that they commission should discuss it more at the next meeting.
S. Yorgensen told the commission that she learned about a piece of land adjacent to the Willimantic River near Hall Memorial School that was once to be deeded to the town of Willington, but has not been known to the Town until now.
