Meeting Minutes
Regular Meeting:
A. Call to order

A full quorum was present therefore no alternates were seated.
D. New Business
1. W2006-24- Application for construction of two (2) single family dwellings within the regulated area on parcel A & B south of 69 Loshe Rd. (Map 46, Lot 1-B) Owner/Applicant: D. W. Fish Home Builders, LLC. (Received 5/8/06, Site walk 5/22/06 at 6pm, Public Hearing/Decision by 7/10/06)
Mark Peterson, the applicant’s engineer, and John Ianni, the soil scientist, were present to discuss the application. A site walk was held at 6:00pm, Ken Metzler and Gary Jones walked the site and Greg Blessing walked the site on his own before the meeting began, other commission members were unable to attend.
Peterson and Ianni spoke about the wetlands that were on the two properties. Peterson stated that the two driveways would have to cross the wetlands area. Ianni discussed what he had found in his soil testing. He stated that there were no organic soils, that they were mineral soils with organic material in them. He went on to say that the wetland area that would be disturbed by the driveways is currently a rocky channel. They felt that at this point they would be able to install a pipe that would be large enough to allow the water to continue flowing under the driveways as it flows now.
Peterson stated that they also chose the driveway location due to the need to meet line of site regulations.
Both Peterson and Ianni stated that they are still looking into alternative locations for the driveways to cause the least amount of disturbance to the wetlands. The board members made several suggestions including making a common driveway or placing the two driveways together as to make only one foot print. Peterson stated that moving the driveway on parcel B to the narrowest section of wetlands would create line of site problems.
The board asked Peterson and Ianni to look into different size pipes that could be installed under the driveways to see how the water flow would be affected. They also wanted to look into Planning and Zoning regulations to see if side by side driveways would be acceptable.
The board asked that Peterson and Ianni come back to them with several alternatives for the driveways so the board can decide what they feel will be the least disturbance to the wetland area as well as have the least affect on the storm drains and culverts on Loshe Road.

The board has not received the additional information that they requested. Application tabled to the next meeting.
2. Cease and Desist Order issued to Joseph Voboril Re: Clover Springs Subdivision Wetlands Permit #2004-04 off Battye Road. Site Walk 10/24/05 9:30 AM
No new information item continued to next meeting.
3. File #2003-49- Notice of Violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
S. Yorgensen sent a letter to the DEP commissioner as well as to the TravelCenter letting them know that the matter of the diesel fuel spill into surrounding wetlands needs to be resolved.
H. Correspondence
1. Application for use of pesticides in Lowell Pond on Daleville Road
2. Letters to L. Kouyomijian and G. Blessing reinstating them to the Wetlands Commission.
I. Approval of minutes
F. Dirggl made a motion to accept the minutes from the last meeting. D. Schreiber seconded the motion. D. Schreiber and K. Metzler voted in favor, L. Kouyomijian and G. Blessing abstained due to not attending the last meeting, thus the motion carries.
J. Staff report and Discussion
It was reported that there is a traskcavator in the wetlands at the corner of Marco Road and Eldredge Road.
F. Dirggl asked if the commission should do something about the catch basins not being cleaned out on a regular basis.
The board decided to write a letter to public works to discuss the cleaning of the catch basins.
K. Adjournment
L. Kouyomijian made a motion to adjourn at 8:24 PM. Second by G. Blessing, all in favor, thus the motion carries.
