File #2004-45 – Application to construct Municipal Library and parking areas on property at corner of Rt. 320 (Ruby Road) and Rt. 74 (Tolland Tpke) (Map 23, Lot 7). Owner: Town of Willington. (Received 12/13/04, Public Hearing 1/10/05, Decision by 3/14/04.)
MOTION: To approve File #W2004-45, Application to construct Municipal
Library and parking areas on property at corner of Rt. 320 and Rt. 74,
with the following conditions:
· Applicant shall submit~an Operations and Maintenance Plan~(to include detention structure)~ to manage sedimentation in parking lot structures as well as the detention structure, to be reviewed and approved by the Commission.

· T structure to be used at catch basins 3, 4 and 5, a detail of the T Structure to be included on the plans.
~
· Applicant shall submit specifications for the fill material on the western slope, to be reviewed and approved by the Commission. Plans to be revised accordingly.
~
· Applicant shall submit Planting plan and species list (to include the western slope) to be reviewed and approved by the Commission. Plans to be revised accordingly.
~
· Slope stabilization matting to be used on all slopes 3:1 or greater. Notes and specifications to be added to landscaping and sedimentation and erosion control sheets.
