Metzler called the meeting to order at 7:37 p.m.

PUBLIC HEARING

Continued from 1/10/05:  File #W2004-45 – Application to construct Municipal Library and parking areas on property at corner of Rt. 320 (Ruby Road) and Rt. 74 (Tolland Tpke) (Map 23, Lot 7).  Owner:  Town of Willington.  (Received 12/13/04; Public Hearing 1/10/05; Decision by 3/14/04.)

Dale Cutler, Architect, passed out comments and responses from Karl Acimovic.  He said that Mr. Acimovic asked if they had considered alternatives for building placement.  The reasons they chose the location they did are as follows:  the safest access is through Rt. 320, they needed to get in as much parking space as possible, and they had to consider setbacks.  They pushed things as far uphill as possible.

Mr. Cutler indicated he had made a print of a section of the building.  The western wall of the building is a retaining wall.  At its highest the finished grade is 8 l/2 feet below the basement slab, which limits the amount of fill they need to place on site.  He said they changed one slope from 3:1 to 2 l/2:1 in order to move the disturbed area away from the wetlands area.

Metzler said the building section would be labeled Exhibit 5 and the site grading plan dated 1/22/05 would be labeled Exhibit 6.  

Mr. Cutler referred to Karl Acimovic’s comment that the drainage system and comprehensive stormwater management plan after conclusion of construction should be shown and that the stormwater be redirected more towards the catch basin.  He said that Kevin Clark from Clark Engineering explained this at the last IWC meeting.  Mr. Clark went out in the field and walked the route the water takes, locating where it went into the wetland.  Water comes down from the state drainage system and our water meets up with it.  

Concerning another of Mr. Acimovic’s comments regarding the relocation of discharge from the footing drains, Mr. Clark explained that the roof drain and footing drains go through separate pipes and discharge into an area, not directly into the wetland.  There will be a line channel where it will spill out onto the slope.  Concerning the last catch basin before the stormwater will go into the detention system, what we’ve done in past cases is to put a “T” on the outlet pipe, and this tends to trap sediment in the last catch basin.  It is simple to construct.  He said they have also increased the sump depth to 4 ft., which is typical of what the state is doing for smaller drainage systems.

Metzler asked if the “T” provides any impediment to cleaning, and Mr. Clark said no, you can drop the vacuum hose right down into the center of the “T.”  It can be cleaned easily.

Mr. Clark said that at Catch Basin #5, the last structure before the detention system, stuff will be trapped.  He said that there are access points in the detention system to clean outs.  The outlet in the plunge pool could be accessed by coming off the edge of the parking lot and driving a small piece of equipment to get down into the area.  He said his preference is to leave the vegetation.  Some small trees may have to be taken down if and when access will be needed.  This shouldn’t be required, however, since the majority of the material will be trapped prior to this point.

In answer to a question by Metzler, Mr. Clark said that nothing has been revised since the last meeting.

Blessing noted that the unpaved parking area on the south side has numerous catch basins on the edge.  He asked how sediment will be kept out, both during construction and after.  He also asked about frequency of sediment removal.

Mr. Clark replied that during construction they will have protection for the catch basins, basically a filter wrap at the inlets and also a silt curtain around it if appropriate.  After construction, there will be material from the parking lot which will get into the catch basins.  He said they can’t be protected, but they do have sumps in all the catch basins.  They could also look at a “T” outlet in the other catch basins as well.  

Blessing asked if there was any way to move the wraps off the parking area and still have them function.  He noted that any time there are basins in an unpaved area, there will be lots of siltation.

Mr. Clark replied that he has seen some inserts for catch basins, but he doesn’t know how well they operate.  Fine sediment would clog the inserts.  They could put a “T” on the bottom two basins like the other one has, perhaps using a filter wrap.

Blessing said he didn’t think that would work.  He asked about the frequency of O&M.

Mr. Clark replied that they would typically be pumped once a year, after the spring sweeping of the pavement.  He said the detention system should be inspected annually.  This is addressed in their O&M manual, as well as erosion on slopes, turf erosion mats, seeded areas, trash, and spills (quarterly basis for these).

Blessing asked how sediment would be removed from the detention structure inside, and Mr. Clark replied that it would be pumped out with the same equipment that would be used on the catch basin.  The manufacturer of the pipe says there have not been a lot of problems.

Blessing asked about alternatives to the slope grading, and Mr. Clark replied that he hadn’t any.  He said that, aesthetically speaking, he likes to leave areas in their natural state and avoid retaining walls.  Retaining walls can be a safety problem.

Blessing said the Commission would not like to see erosion that necessitates stabilization at a later time.  Once the slope gets past 3:1, it gets difficult to mow.  He asked about intended vegetation on the slope, and Mr. Clark replied that information is in the slope stabilization plan.  

Mr. Cutler said that eventually walls need maintenance and repair, so there is an advantage to not using them.  Discussion about erosion control matting, planting of shrubs, etc.  

Mr. Cutler said the matting is not permanent and will last one to two years.  They will use the state DOT material specs.  Metzler said he’d like to see the slope stabilized before we get into recommendations.

Metzler asked about the construction sequence on the final discharge from the detention area, and Mr. Cutler said they would start at the downstream end.

Blessing asked that in regard to the end section, would you try to end your system where the state stream comes through?  He asked if they expected any further downstream erosion as a result of additional flow coming from the detention structure that’s not there now?   Mr. Cutler replied that once they get into the area of large boulders, there’s a potential for problems.  The matting may have to be extended.  Blessing said it would be our preference to have it woven through the trees.

The Public Hearing was closed at 8:18 p.m.

Consensus was to have a special meeting on Monday, February 7 to continue discussion on this matter.
