SPECIAL MEETING


A.    Call to Order

Blessing called the meeting to order at 7:15 p.m.

D.    Old Business

Review of Materials Regarding Violation for TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.

A number of memos and paperwork were perused by the Commission, including the Spill Prevention Control and the DEP concent order  for TravelCenters of America, Willington, CT dated March 2000.

Blessing said we need to get their June 13 work plan to see if there are any other work scopes, plan revisions or any documents associated with the order that they’ve produced, so that we have their current response documents.  He asked what they have done to make improvements in the oil/water separator.

Dirrigl said we should look at their most recent spill prevention plan.  He said we approved the one dated 1997, but their 2000 one we didn’t see until recently.

Yorgensen said they need to have someone in charge at all times who knows what to do.  She said the 2000 plan lists us as someone to call in case of a spill.  She said their environmental guy didn’t even know the call list was in there.  She said that any time there’s a change, we’re supposed to be notified, and they have to reissue and update their report.

Blessing asked if Yorgensen could visit the site before the special meeting with TravelCenters, and investigate whether they have the items there.  He said that if any material changes are made to the site, they’re supposed to notify us.

Dirrigl said we should be able to see exactly what we want.

Blessing said they should indicate on their maps where each spill occurred.

Dirrigl asked if they are having their monthly training sessions.

Blessing asked Yorgensen to request their training logs and a copy of their training presentation as well.  He said we should not be dealing with groundwater contamination at this point.

Blessing said we’re getting effluent samples on a regular basis.  He said he’s like to see a summary of results vs. permit limits for all analytical testing.  He said there are no aquatic tox samples after the May 24, 2002 one.  He said we have no indication whether or not they failed their retest.  What did we require for sample?  

Yorgensen said we had them do a baseline, then testing.  Then they asked if they could stop, and we said they could.

Blessing asked about the sample requirement for NPDES and all of their stormwater sampling since day they opened.  He said he’d like it in a summary of sampling results including analysis of results in comparison with permit limits.  He said he’s like to ask the State what they have for permits.  He said that Discharge is described as A., Influent, and B., Effluent.  He said that reports are done twice a year on the influent and once a year on the effluent.

Dirrigl noted that their plan has been expired for more than a year.

Yorgensen said we can wait and ask when they come in.  They’re supposed to have prevention logs, too.

Dirrigl asked Yorgensen to see their inspection logs when she visits the site.  He suggested asking about their groundwater at that time.
