A. Call to Order
Schreiber called the meeting to order at 7:41 p.m.

MOTION: To re-order the Agenda, and add to the Agenda under “Old Business”
File #2004-06.

E. Approval of Minutes
One change was requested for the March 8, 2004 minutes: on page 2, change “Mr. Mihok” to “Ed Pelletier of DATUM Engineering.”
MOTION: To approve minutes of March 8, 2004 as amended.

F. Old Business
1. Violation: TravelCenters of America (the Lessee) and George Giguere of Royce
Properties (the Owner) of property located at 327 Ruby Road.
Yorgensen said that at the end of April a representative from TravelCenters will be here for a meeting. She said we need a special meeting to discuss the matter before then, and March 29 was tentatively set. There was discussion about what materials should be reviewed at the meeting.
Yorgensen said she had spoken with them concerning their not contacting us about the most recent oil spill. She said they replied they didn’t realize that they needed to tell us.
Tulis said that no fuel should be dropped until someone’s signed off on it.
Schreiber commented that Roaring Brook is one of the streams that’s supposed to be kept clean.
Dirrigl said we need to think about the points we should make, what questions we want answered, and what action we want taken.
Yorgensen said the truck stop could create a new SOP and explain how they’re training their employees as they are hired. She said when the truck stop opened up, the general manager knew what was supposed to be done in case of a spill.
Dirrigl said he would procure EPA pollution limit guidelines.
2. File #2004-06 – Application for a 3-lot subdivision on property located at 61 Mihaliak
Road (Map 45, Lot 1). Owner/Applicant: Mary Litwinczyk. (Received 2/23/04;
Decision by 4/26/04.)
Health Department did not approve Lot 2 and Lot 3. From the evidence we have on file, it appears the application may be incomplete. The consensus was that if they withdraw at this point , they might qualify for a waiver of a portion of the fees when they resubmit.

2. Subdivision Plan Review Memo dated 3-12-04
re: Proposed 3-lot Subdivision, Litwinczyk Estates, Mihaliak Road, Willington, CT
Yorgensen said there will be a 0% increase for Land Use in the town budget.
The Subdivision Plan Review Memo was discussed under Old Business.
H. Staff Report and Discussion
Aquifers were discussed. The Commission perused and discussed the state map.
Dirrigl said that special legislation concerning invasives is in process.
