Schreiber called the meeting to order at 7:36 p.m.

1.  File #W2004-04 – Application for Phase II, Clover springs Farm 15-Lot Subdivision
    for road construction, piping, grading, construction of single family homes on 10 lots
    within regulated areas and drainage crossings on Clover Springs Drive (Map 9, Lots
     7-9, 7-12, 7-13, 7-14, 7-15, 7-16, 7-17, 7-19, 7-20, 7-21).  Owner/Applicant:  Joseph
    Voboril.  (Received 2/9/04, Site Walk 2/22/04 1:00 p.m.; Decision by 4/12/04.)

Schreiber said that he and Kouyoumjian went on the site walk.  Karl Acimovic said the area looks pretty much okay, although there were some spots in the gorge that showed some erosion and needed more control.

Schreiber asked Mr. Voboril if he had bales of hay, and Mr. Voboril replied that he had them in case of an emergency.  Mr. Voboril said he would put in the silt fence as soon as possible.  Schreiber said the basin crossings were finished and Mr. Voboril was beginning to put in the drainage system for the roads.
Mr. Voboril said there are two road crossings for seasonal streams, and that 24-inch pipes were used.

Schreiber said a detention basin has been put in but not stabilized.  He said the subdivision is being built “inside out.”  He said that three areas that involve wetlands are in.  He said that pipes are rip rap in the regulated area.

Mr. Acimovic mentioned that a lady on Battey Road has complained that material was eroding onto her property.  He said that Mr. Voboril had opened up one spot of accumulated sediment and then water flowed onto her property.

Mr. Voboril said he had mentioned in his narrative that the installations are functional, stabilized, maintained, had been inspected, and had been bonded.  He said the bonding information was on-site in Yorgensen’s office.  He said that vegetative cover has to be established.  He said there will be no drainage from the road.  He said that there is a free flow of the seasonal streams for the crossings.  

Metzler said he would have to see where problem areas were when the snow melts.  Mr. Voboril said that he would take care of any problems.

In answer to a question by Blessing, Mr. Acimovic said he was clerk of the works for the project.

Jones said that Yorgensen wanted to add a condition that a weekly report on erosion control be submitted until the project is done.

In answer to question by Metzler, Mr. Acimovic said the detention basin is substantial and should be taking all the road run-off.

MOTION:  To approve application with condition that weekly progress reports
                   be submitted until the site has been stabilized in the eyes of the clerk of
                   the works.

2.  File #W2004-01 – Application to construct a single family home, barn, driveway,
    and upgrade existing driveway and replace existing 12” metal culvert on proposed
    lot split on property at 54 Trask Road (street #70) (Map 29, Lot 18-1, 6.86 acres).  
     Owner:  Ralph R. & Carol A. Parizek; Applicant:  Donald & Maureen Parizek.  
     (Received 1/12/04; Decision by 3/8/04.)

Donald Parizek said he was waiting for sign-off from the Eastern Highlands Health District.  He showed maps.  He said the whole area is in the regulated, 250 ft. area because of the slope.  He said the existing 12” metal culvert was installed in the mid-70s and will be replaced with a 15” culvert.

3.  File #W2004-02 – Application for road improvements to 947’ of Hockla Farms Road
    (Map 17, Lot 33B2).  Owner/Applicant:  Town of Willington.  (Received 1/12/04;
    Site Walk 2/22/04 1:30 p.m.; Decision by 3/8/04.)

Blessing asked Karl Acimovic about a maintenance schedule for stilling basins.  Acimovic replied that there really isn’t any, that they clean them out “when the need arises.”  He should the men use shovels, and that a vacuum truck should be used but they don’t own one.  He said rental would be very costly.  He said that probably only 5% of the sand used on the roads is recovered; the rest goes down into streams and ponds.  He said they should get out early in the season to get more of it.  Acimovic said the road will become more stable after being paved.  He said that the stilling basins on Hockla Farms Road should be cleaned out fairly often.  He said he needs a database to make sure that roads such as this one are done on a more frequent basis.  .

                   the upstream side of the road culvert (west side of the road).

4.  File #W2003-44 Notice of Violation – Filling of a wetlands and grading and filling
    activity within the upland review area without permits on property located at 315
    Daleville Road (Map 7, Lot 10B).  Owner:  Harold W. III & Rene Bruce; Contractor:
    All-Phase Enterprises, Inc.

Jones said a letter has been sent.

5.  Violation:  TravelCenters of America (the Lessee) and George Giguere of Royce
    Properties (the Owner) of property located at 327 Ruby Road.

Discussion was tabled.

H.    Staff Report and Discussion

Jones said that Yorgensen sent a notice out to TravelCenters of America on February 8.  There will be a meeting on this violation March 22, 2004.
