A. Call to Order
Vice-Chairman Schreiber called the meeting to order at 7:34 p.m.

D. New Business
1. File #W2003-30 – Request for no jurisdiction ruling for application for construction of
a Senior Center with roads, drainage, and waste disposal system at 60 Old Farms Rd.
(Map 17, Lot 1 and Map 18, Lot 44, 58.96 acres.) Owner/Applicant: Town of
Willington. (Received 7/14/03; No Decision before 7/28/03; Public Hearing (if
needed) or Decision by 9/8/03.)
Schreiber said there are two areas of wetlands on this property. Yorgensen said the application is just for the Senior Center at this time, indicated by a notation of “Limit of Phase I” on the map. She said there is an area on the map labeled “storm water treatment area” but no details are given. Metzler said he would like to see details about the treatment area. Continued to the next meeting.
2. File #W2003-28 – Application for a single Family Dwelling in an upland area on
property located at 31 Potter School Road (Map 49, Lot 2-21, 2.86 acres). Owner/
Applicant: Robert Stewart. (Received 7/14/03; No Decision before 7/28/03; Public
Hearing or Decision by 9/8/03.)
Continued to the next meeting.
MOTION: To seat J. Csiki for F. Dirrigl.

3. File #W2003-29 – Application for a Single Family Dwelling in an upland area on
property located at 29 Potter School Road (Map 49, Lot 2-20, 4.77 acres). Owner/
Applicant: Robert Stewart. (Received 7/14/03; No Decision before 7/28/03; Public
Hearing or Decision by 9/8/03.)
Continued to the next meeting.
E. Old Business
1. File #W2003-22 – Application for a driveway crossing in the wetland area on property
located on easterly side of Mason Road (Map 6, Lot 14, 10.06 acres).
Owner/Applicant: Eugene & Stephen Wasynczuk. (Received 5/12/03; 65-day
extension requested and approved; Public Hearing or Decision by 9/8/03.)
No one was present for this application.
Yorgensen said additional information still needs to be submitted, including a report from EHHD and an updated environmental report. She also said that since the original applicant, Bruce Pittman, has withdrawn, the owners may take his place on the application.
After some discussion on this application, the consensus of the Commission was that a Public Hearing will not be required.
2. File #W2003-19 – Application for a Single Family Dwelling in an upland area on
property located at 46 Village Hill Road (Map 38, Lot 14, 1.4 acres).
Owner/Applicant: Richard and Donna Napolitano (Received 4/14/03; 30-day
extension requested and approved, Decision by 7/14/03.)
Yorgensen said the applicants have not submitted information requested by Mr. Jones in his memo. The sanitarian has reviewed this and said that the soils do not meet the Public Health Code at present.
MOTION: To deny #W2003-19 without prejudice for reason of insufficient
information and incomplete application.

3. Travel Centers of America (the Lessee) and George Giguere of Royce Properties
(Owner) properties located at 327 Ruby Road are in violation of the IWWC Act.
Metzler gave some information on this matter. He said the Commission has not received the information promised about this violation.
4. Violation #W2003-01A – Village Hill Road Bridge Repair, Owner: Town of
Willington; Contractor: PJF Construction; Gearoid Fitzgerald, 137 Somerset St.,
West Hartford, CT.
Yorgensen said they have not received the replanting plan.
F. Correspondence
1. Letter dated 6/30/03 from Yorgensen to Robert J. Francis of Cordless Data Transfer,
Inc.
re: Proposed Telecommunications Tower
Correspondence was discussed.
G. Approval of Minutes
MOTION: To approve minutes of June 23, 2003.

H. Staff Report and Discussion
Yorgensen said a law will be become effective October 1 which changes the “timelines” for Inland Wetlands and Planning and Zoning.
