INLAND WETLAND AND WATERCOURSES COMMISSION
MINUTES OF JANUARY 27, 2003 MEETING

A.    Call to order

Metzler called the meeting to order at 7:31 p.m.

B. & C.    Roll Call/Seat Alternates

MOTION:  To seat J. Csiki for G. Blessing

                   Result:    Motion passes unanimously.

D.    New Business

1.  File #2003-03 – Application for a 17’ x 33’ in-ground swimming pool, deck
     attached to house, and concrete patio around pool area on property located at
    206 River Road (Map 19, Lot 30a, 3.57 acres).  Owner/Applicants:  David &
     Jeanne Pallanck.  (Received 1/27/03; No decision before 2/10/03; Hearing or
    decision by 3/24/03.)

The applicant pointed out wetland boundaries to the Commission and said he is drilling a new well.  He said he is changing the direction of water run-off by way of swales.  He said the Commission had a walk-through when his addition was built.  Metzler said he would like to see where the swale is reconstructed on the plans as an as-built.  He said the next meeting is February 10.  He said the staff could go out before the next meeting, and Mr. Pallanck agreed to call the office tomorrow and talk to Assistant Agent Jones.

2.  File #2003-04 – Application for house lot grading, driveway backup and portion of
     deck in regulated area on property located at 75 Miller Farms Road (Map 6, Lot 12J,
    3.20 acres).  Owner:  William LePage; Applicant:  Lynda Vought Filip.  (Received
    1/27/03; No decision before 2/10/03; Hearing or decision by 3/24/03.)

No one was here to speak on this application.  Jones pointed out the many things that have changed on the new site plan.  He said only the deck and turn-around area has been significantly moved into the regulated area.  Metzler recommended tabling this application.

3.  File #2003-05 – Application for house lot with driveway and associated grading
    within 100’ of regulated area on property located at 117 Old Farms Road (Map 17,
    Lot #33A, 30+ acres).  Owner:  Sharon W. Dunston; Applicant:  Robert W. McCall.
    (Received 1/27/03; No decision before 2/10/03; Hearing or decision by 3/24/03.)

No one was here to speak on this application.  Jones gave Commission members a memo listing the many items missing from or incorrect on this application.  He said this is the old Willington Game Farm property, across the street from the pond.  He also pointed out that since this is a sub-division, the application fee has been underpaid.  Metzler suggested that the application be sent back with the notation that more information is needed or the application will be denied.  

E.    Old Business

Schreiber inquired about the Village Hill Road bridge; Jones said the project has been dropped until we can see it in the spring.

F.    Correspondence - None

G.    Approval of Minutes

The November 25, 2002 minutes were not corrected; Jones suggested approval be postponed.

H.    Staff Report and Discussion

Schreiber asked about qualifications for a Commission member, and there was a brief discussion about incomplete applications.  

MOTION:  Incomplete applications will be denied, or the applicant may withdraw
                   their application.

After further discussion, Dirrigl withdrew his motion since regulations cover this subject.
