MINUTES OF JULY 8, 2002 REGULAR MEETING
A. Call to Order
Metzler called the meeting to order at 7:30 p.m.

D. New Business
1. File #W2002-30 -Application for a Wetlands Permit for activity within the Upland Review area located at 175 Moose Meadow Road (Map 31, Lot 2, Deck). Robert Bittner owner/applicant. (Received on 7/8/02, No Decision before 7/22/02, Hearing or Decision by 9/9/02).
Mr. Bittner was present and presented plans to construct a deck on the front of his house 140 feet from the Fenton River.
Agent Jones informed the commission that he had inspected the site and that there would be no adverse affect on the wetlands if this deck was constructed.
Dave Schreiber made a motion to remand to staff, seconded by Greg Blessing, unanimously approved.
2. File #W2002-31 – Application for a Wetlands Permit for activity within the Upland Review area located at 377 River Road (Map 29, Lot 1, Garage). Merritt & Linda Knight owner/applicant. (Received on 7/8/02, No Decision before 7/22/02, Hearing or Decision by 9/9/02).
No one was present for this application but the commission members were aware of this site. The members determined that the construction of this garage would not have a adverse affect on the wetlands/swimming pond.
Dave Schreiber made a motion to remand to staff, seconded by Greg Blessing, unanimously approved
E. Old Business
1. File #W2002-28 – Application for a Wetlands permit for activity within the Upland Review Area located off Rt. 32, 681 River Road (Map 47, Lot 2, Lot Division). John Rivers applicant, Jean Rivers owner. (Received on 6/24/02, No Decision before 7/8/02, Hearing or Decision by 7/22/02.)
There was a sitewalk at this property that was attended by commission members, Metzler, Blessing, Schreiber, Csiki, Kouyoumjiam.
Steve Filips of Filips Associates was present and addressed the concerns of the commission. Mr. Filips presented an alternative plan showing the house completely out of the upland review area but required more filling than the original plan. Members were concerned about protecting the steep slopes on the northern side of the property and also concerned with septic break out on the steep slope on the western side towards the railroad track. It was decided that the original plan would be revised to show an easement for the steep northern slopes and to address concerns of a septic break out on the rear slopes.
Tabled until the next meeting.
1. File #W2002-22 – Application for a 3-Lot Subdivision located off Latham Road (Map 9, Lot 32, 24.60 acres). Michael Nogas, owner/applicant. (Received on 5/13/02, No Decision before 5/27/02, Hearing or Decision by 07/08/02.)
Mr. Pelletier was present from Datum Engineering representing Mr. Nogas. Mr. Pelletier presented an alternative plan B showing only two lots which showed the house locations completely out of the upland review area.
Discussion followed concerning the protection of the vernal pools on site and many suggestions were presented to address these concerns. Mr. Pelletier was requested to revise the plan for the next meeting to show the house locations moved further from the wetlands review area and to show Conservation Easement Areas as suggested during the meeting.
Mr. Pelletier said that he would revise the plans labeled Alternate B with the commissions suggestions and would try to get a plan to this office early next week so Mr. Blessing would have a chance to review.
Members felt that Alternative Plan B met the concerns of Tolland County.
Mr. Nogas presented a written request for an extension of thirty days and was approved by the commission.
F. Correspondence
1. Letter from the Willington Conservation Commission concerning the Fenton-Ruby Park Wildlife Preserve Park Management Plan with an attached list of revisions to be reviewed by the Commission.
2. Copy of the Fenton-Ruby Park & Wildlife Preserve Park Management Plan.
G. Approval of Minutes
