MINUTES OF JUNE 24, 2002 REGULAR MEETING
A. Call to Order
Metzler called the meeting to order at 7:35 p.m.

D. New Business
1. File #W2002-28 – Application for a Wetlands permit for activity within the Upland Review Area located off Rt. 32, 681 River Road (Map 47, Lot 2, Lot Division). John Rivers applicant, Jean Rivers owner. (Received on 6/24/02, No Decision before 7/8/02, Hearing or Decision by 7/22/02.)
Jones said he told Mr. Rivers he didn’t have to be here tonight since this is the first time the application would be discussed. Jones said there would be grading in the upland review area and that the wetlands have been flagged.
Gutowski suggested that a USGS map be consulted to determine the distance from the Willimantic River.
Jones said the application was received just today. He said the applicant will have to show an alternate plan. He said there are two meetings in July and no meetings in August. He said we could request that the applicant grant an extension. He said he would ask the applicant to stake out the proposed house area as well as an alternate site.
A site walk is planned for 6:30 p.m. on July 8, an hour before the next meeting.
2. File #W2002-29 – Requesting a No Jurisdictional Ruling on a 1 lot resubdivision located off of Mason Road (Map 10, Lot 60, 2 acres). John Blessington owner/applicant. (Received on 6/24/02, Hearing or Decision by 7/22/02.)
Jones said there are no wetlands or watercourses in the area; we have a letter on file from John Ianni, Professional Soil Scientist, stating such.
Gutowski said she would like to remand the application to staff so more information can be obtained.
Blessing said he has seen the property and it is “high and dry.” Schreiber also said there are no wetland areas.
MOTION: That we have no jurisdiction on File #W2002-29.

E. Old Business
1. File #W2002-22 – Application for a 3-Lot Subdivision located off Latham Road (Map 9, Lot 32, 24.60 acres). Michael Nogas, owner/applicant. (Received on 5/13/02, No Decision before 5/27/02, Hearing or Decision by 07/08/02.)
Jones said that new material is in each member’s packet. He said the alternative presented by the applicant is not a significant change.
Commission members discussed possible alternatives. The consensus was that the application be tabled until the next meeting.
2. File #W2002-23 – Application for a Wetlands Permit to extend existing land area in the Regulated Area located at 317 Tolland Tpk. (Map 22, Lot 9). Scott S. Hills owner/applicant. (Received on 5/13/02, No Decision before 5/27/02, Hearing or Decision by 7/08/02.)
Schreiber said a site walk was conducted just prior to tonight’s meeting. He said the proposed area is near George’s Brook. He said the applicant wants to put topsoil in to extend his existing lawn; a silt fence has been erected 20 feet from the edge of the stream.
Mr. Hills said at 6-12 inches of topsoil will be added. Jones said that would amount to about 160 cubic yards.
Csiki said the 20 ft. buffer would not be disturbed
Mr. Hills said he has revised his copy of the plans. Gutowski asked him to date the revised copy.

Correspondence was reviewed.
G. Approval of Minutes
Gutowski asked for two changes in the June 10, 2002 minutes, both on page 3. The first sentence should read “Gutowski said she walked the site today and wanted to insure that the applicant provides alternatives to the submitted proposal.” The fourth paragraph should read “Gutowski noted that information in the April 22 minutes regarding the vernal pool information in the previous application (W2002-12) be considered before approving this application.”
MOTION: To approve June 10, 2002 minutes as amended.

H. Staff Report and Discussion
Jones said the Land Use Office is still very busy, although subdivisions have been slow.
Gutowski said there will be a meeting tomorrow on the Planning and Zoning Steering Committee on POCD. She invited members of Inland Wetlands to write a chapter on natural resources She said that the Steering Committee will meet twice in July. She said she will be contacting Metzler to see if he is interested.
There was a brief discussion about enforcement of conditions for application approval. Jones suggested that if legally conditions of approval can’t be enforced after 5 years, perhaps more applications should be disapproved.
