K. METZLER CALLED A REGULARLY SCHEDULED MEETING OF THE WILLINGTON INLAND WETLAND AND WATERCOURSES COMMISSION TO ORDER AT 7:33 P.M. FEBRUARY 11, 2002 AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS:

1.     File #W2002-11-Application for an activity within the regulated area for a 28’ x 38’ garage located at 43 Mason Road. David Wilson owner/applicant. (Received on 02/11/02, no decision before 02/25/02, hearing or decision by 04/08/02).

David Wilson reviewed his map with the commission.

D. Wilson said there is a slight slope going up & down toward the brook.

K. Metzler asked the amount of excavation planned.

D. Wilson said it is minimal. They are not planning on running water to the garage, just electricity.

K. Metzler asked if they were planning on extending the driveway.

D. Wilson said Yes. He reviewed the extension and the turnaround area on the plans.

F. Dirrigl asked about the area in the back.

D. Wilson showed a lightly wooded area and noted the limits of clearing.

F. Dirrigl asked if any S&E measures were proposed by the engineer.

D. Wilson said not yet. This plan was proposed about 9 years ago when he first bought the house.

K. Metzler suggested that staff review the site and report to the commission.

F. Dirrigl said S&E controls are needed and the commission will need more info on the limits of clearing.

D. Schreiber said some alternatives should also be reviewed and shown, perhaps including moving closer to the house and farther from the wetlands.

D. Wilson said he is hoping to keep that area open for a possible addition.

J. Csiki asked about distance from the stream.

D. Wilson reviewed the map and stated the brook is seasonal. It is barely running now and remains dried up all summer.

K. Metzler asked if there was a plan showing the contours.

D. Wilson said he believes there is, as part of the original plans, which were done by Richard Meehok. He will have that info added to the plot plan.

The commission tabled further discussion.


2.     File #2002-5-Application for a wetlands permit for a logging operation located at 375 Tolland Turnpike (Map 22, Lot 20). Jonathan Covault, owner/Dan Donahue, applicant. (Received on 01/28/02, no decision before 02/11/02, hearing or decision by 03/25/02).

The commission set a sitewalk for Saturday, February 23rd, immediately following the sitewalk for File #2002-12.


3.     File #W2002-13-Application for a wetlands permit for activity within the regulated area for a single-family home at 61 Turnpike Road (Map 45, Lot 6). Richard Deszo, applicant/Mary R. Drew, owner. (Received on 02/11/02, no decision before 02/25/02, hearing or decision by 04/08/02).

The commission reviewed the plans.

Richard Deszo said this is on Turnpike Road, near Turnpike Road Extension. The extension ends in a cul de sac and the home is proposed just off the cul de sac. The wetlands are flagged, and there would be a footing drain for the proposed house within 100 feet of the barrier. There would also be contouring for the basement. He reviewed the setbacks and drain on the map.

K. Metzler asked if it is wooded now.

R. Deszo said it is primarily wooded, and there is one small structure.

K. Metzler asked about access.

R. Deszo said it is from Turnpike Road. He showed the small stream and said there are no plans to cross it for access. He noted an abandoned road.

D. Schreiber asked if it shows as a road on the deed.

R. Deszo said No. He has researched back through several owners.

D. Schreiber asked if this was an industrial zone.

R. Deszo said Yes. He is now before the PZC requesting a change.

D. Schreiber asked about construction and disturbance limits and noted they may need silt fencing.

R. Deszo reviewed the limits on the map.

L. Kouyoumjian asked about the changes in contour between the house and the silt fence.

R. Deszo reviewed the contour lines.

S. Yorgensen said staff will have to look at the property.

K. Metzler asked if the test pits were visible.

R. Deszo said they were. He reviewed vegetation information.

The commission tabled further discussion.


4.     File #W2002-12-Application for an activity within the regulated area for a driveway for a single-family home located off Latham Road (Map 9, Lot 32, 7.93 acres). Michael Nogas owner/applicant. (Received on 02/11/02, no decision before 02/05/02. Hearing or decision by 04/08/02).

Ed Pelletier from Datum Engineering spoke on behalf of the applicant.

E. Pelletier said this was denied a few years ago. He reviewed the new and old plans comparatively. They are now putting the house outside the regulated area. The lot is now larger and the plans less intrusive with just the driveway being in the regulated area. There is very little grading for the driveway. The water table is high. He reviewed the water levels and said the soil is sand & gravel.

The commission reviewed the changes from the previous application.

K. Metzler asked if this was a subdivision.

E. Pelletier said the applicant has the right to a free cut.

S. Yorgensen asked if the driveway was marked.

E. Pelletier said No. He reviewed the wetlands flags and said he could attend a sitewalk with the commission. A subdivision application will be coming soon as well.

The commission set a sitewalk for 10 a.m. Saturday, February 23rd.


OLD BUSINESS:

1.     File #W2001-60-Application for a wetlands permit for activity in the regulated area for a single-family home located at 91 Miller Farms Road (Map 6, Lot 12-K). Joan & Bill Kraemer, owners/Spring Hill Properties, LLC, applicants. (Received on 12/10/01, hearing or decision by 02/11/02).

K Metzler read a Memo from the town engineer dated 02/11/02 into the record. He noted that Karl appears to concur with Mr. Dilaj that some of the alternatives may have greater impact.

The commission reviewed information submitted by Mr. Dilaj at the previous meeting regarding shortening the trenches, which would require more fill. There was also new drainage info reviewed by the plans were not changed to accommodate it. It was only discussed.

The commission reviewed the file.

F. DIRRIGL MOVED TO APPROVE FILE # W2001-60-APPLICATION FOR A WETLANDS PERMIT FOR ACTIVITY IN THE REGULATED AREA FOR A SINGLE-FAMILY HOME LOCATED AT 91 MILLER FARMS ROAD (MAP 6, LOT 12-K). JOAN & BILL KRAEMER, OWNERS/SPRING HILL PROPERTIES, LLC, APPLICANTS. (RECEIVED ON 12/10/01, HEARING OR DECISION BY 02/11/02), TO INCLUDE/USE THE ALTERNATE PLANS SUBMITTED JANUARY 28, 2002 LABELED “ALTERNATE 18” HIGH GALLERIES” AND SHOWING THE RE-INFILTRATION CHAMBERS FOR ROOF DRAINAGE.
