MINUTES
January 14, 2002
KEN METZLER CALLED A REGULARLY SCHEDULED MEETING OF THE INLAND WETLANDS AND WATERCOURSES COMMISSION TO ORDER AT 7:30 P.M. JANUARY 14, 2002 AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS
2. File #W2002-3-Application for the construction of an 26’ X 20’ accessory building within the Regulated Area located at 317 Tolland Turnpike (Map 22, Lot 9, 7.78 acres). Scott S. Hills owner/applicant. (Received on 01/14/02, Hearing or Decision by 03/11/02).
Mr. Scott Hill explained to the Commission that the application was for a 12 x 20 shed and a 14 x 20 pavilion. Chairman Metzler asked that Mr. Hill amend the plan to include the location of erosion and sedimentation control measures.
A site walk was set for Saturday the 27th at 8:00 AM.
The Commission requested that staff investigate the site as well.

1. File #W2001-59-Application for a Commercial Logging Permit located at 72 & 82 Marsh Road (Map 6, Lots 9 & 9a). John & Catherine Postemski owners,

Joseph Vobril presented the application to the Commission. Tess Gutowski motioned to approve the modified site plan (dated 1/14/02) Leon K Kouyoumjian seconded. Unanimous.
2. File #W2001-60-Application for a Wetlands Permit for activity in the regulated area for a single family home located at 91 Miller Farms Road (Map 6, Lot 12-K). Joan & Bill Kraemer owners, Spring Hill Properties, LLC applicants. (Received on 12/10/01, Hearing or Decision by 02/11/02).
M. Dilaj presented plans to the commission. He said that no grading would take place along the east side of the proposed house. A discussion ensued regarding the expansion of what was proposed per the subdivision plans that were approved and what is being applied for now. Ken Metzler asked Mr. Dilaj if he brought alternatives to present as requested by the Commission at the last meeting. Mr. Dilaj said that he was asked about that at the last meeting but he believes that ther3e will be no impact to the wetlands and that there is no alternative. Mr. Metzler asked about moving the house and septic location. Mr. Dilaj said he would be glad to do renovation calculations if requested and that perhaps the applicant to offer
mitigation in the form of renovation of roof drain runoff.
Ms. Gutowski said that she might like the Commissions' attorney to take a look at the application.
Ken Metzler told Mr. Dilaj that at the next meeting he should be prepared to present the Commission with: alternatives including more innovative site and/or house plan layouts and septic plan alternatives, renovation calculations (including phosphate, nitrate, virus and bacteria removal), and mitigation measures.
Mr. Metzler said that he would like input from DEP and the attorney before making any decision on the application. Mr. Dilaj said he wanted to go on the record as formally requesting that all inquiries and responses to DEP and the attorney be in writing. S. Yorgensen said that she couldn't promise that because of time and budget constraints but that Mr. Dilaj would be made aware of any advise being used by the Commission in their decision making process prior to a decision being made in order that the applicant be given an opportunity to respond.

APPROVAL OF MINUTES
Tess Gutowski motioned to approve the 12/10/01 minutes, Frank Dirrigl seconded, Unanimous.
STAFF REPORT AND DISCUSSION
Ms. Gutowski passed put registration forms for Study Circles and gave an overview of the importance of participation.
Ken Metzler advised the Commission and staff that after some thought perhaps contacting DEP and the Attorney were not necessary and that the criteria for decisions are outlined in the statutes and in the regulations. The Town's engineer will review the information as soon as it's received. They shall consider alternatives and impact to wetlands and watercourses from proposed activities in all applications.
