Minutes
Chairman Ken Metzler call a regularly scheduled meeting of the Willington Inland Wetlands and Watercourses Commission to order at 7:35 P.M. July 23, 2001 at the Town Office Building, 40 Old Farms Road, Willington, CT.

Ken Metzler moved to seat T. Gutowski for a vacancy, seconded by D. Schreiber, unanimously approved.
D. New Business
1. W2000-35 Request to modify existing Wetlands Permit to include new locations for house, driveway, septic and grading located off Mirtl Road (Map 18, Lot 52-01). Steven and Gwendolyn Kohn owners/applicants. (Received on 7/23/01, No decision before 08/06/01, Hearing or Decision by 09/24/01).
Mr. Kohn was present and explained to the members the changes made from the originally approved plans. Mr. Kohn asked the commission if they could remand this approval to staff.
After reviewing the proposal the members decided that they would like to set a sitewalk to familiarize themselves with the property. A sitewalk was scheduled for either August 13th or 20th depending on availability of members.
2. File #W2001-44-Application for a Wetlands Permit for the construction of a single family home including grading and footing drain within the Regulated Area. Mark and Laura Marquis owners/applicants(Received on 7/23/01, No decision before 08/06/01, Hearing or Decision by 09/24/01).
Mr. Marquis presented to the Commission the proposed changes made to the original plans. The new plans showed additional grading and installation of the ftg. drain within the regulated area.
Agent Jones informed the Commission that he had walked the site and did not see any problems with the proposal.
Dave Schreiber made a motion to remand to staff File #W2001-44, T. Gutowski seconded, unanimously approved.
Mr. Marquis also informed the Commission that the original Wetlands Permit issued to the Flaherty’s will expire in October of 2001 and he would like to request a extension.
Dave Schreiber made a motion to extend the original Wetlands Permit for the construction of a driveway within the Regulated Area for 5 years and transfer the permit to Mr.Marquis, T. Gutowski seconded, unanimously approved.
3. File #W2001-39-Application for a Wetlands Permit to install a Pond with a dry hydrant located on the east side of Battye Road & north of South Willington brook crossing Battye Road. Joseph Voboril owner/applicant. (Received on 06-25/01, No Decision before 07/09/01, Hearing or Decision by 07/23/01).
Members briefly discussed this application with Mr. Voboril including a memo from the Town Engineer, Karl Acimovic. It was decided that test pits should be done to determine the extent of the water for the pond being careful not to penetrate through the water seal. K. Metzler asked Mr. Voboril to review the E & R on the subdivision.
A sitewalk was scheduled for either August 13th or August 20th .
Mr. Voboril submitted a written request for a 65 day extension on his application.
T. Gutowski made a motion to approve the extension request, seconded by D. Schreiber, unanimously approved.
4. File #W2001-36-Application for a 2 Lot Subdivision located off of Potter School Road (Map 49, Lot 1A, 31.52 Acres). Leo A. Passardi Jr. & Roberta S. Passardi owners/ Jeffrey R. Passardi applicant. (Received on 5/14/01, No Decision before 05/28/01, Hearing or Decision by 07/09/01, extension requested and approved, Decision by 09/10/01).
Mr. Passardi was present and showed discussed with the Commission the revised plans showing the primary septic system for lot #2 moved out of the Regulated Area.
Members briefly discussed the property line that bisects the pond and expressed a concern about two property owners each owning a piece of the pond. It could become an issue in the future.
D. Schreiber made a motion to approve File #W2001-36 with the following conditions:
1. Plans revised to July 19, 2001 be submitted with all required signatures.
Seconded by T. Gutowski, unanimously approved.
5. File W2001-30 Application for a Wetlands Permit for a Single Family Home with driveway within the Regulated Area located off Jared Sparks Road (Map 32, Lot 10). Steve Amedy applicant, Basil & Sandra Bocynesky owners. (Received 04/23/01, No Decision before 05/07/01, Hearing or Decision by 06/25/01) extension requested and approved, Decision by 07/23/01).
Mr. Amedy was present an discussed the revisions to the plan that were requested by the Commission.
D. Schreiber made a motion to approve File #W2001-30 (Plans titled Hirsh Subdivision Lot #1, revised 7/13/01) with the following conditions:
1. Double staked hay bales used instead of silt fence where necessary.
2. Property boundaries on both sides of the driveway to be clearly marked.
3. Office notified for an inspection of Erosion Controls prior to any other activity.
Seconded by T. Gutowski, unanimously approved.

D. Schreiber made a motion to approved the minutes of June 25, 2001 and July 9,
2001, seconded by T. Gutowski, unanimously approved.
H. Staff report and discussion
Members briefly talked with Sara Calvert who was present and interested in becoming a member of the Commission. Ms. Calvert was invited to attend the sitewalks scheduled August.
