1. Travel Centers of America – Request for approval of design for repair to detention/bio-filter
David Plummer spoke on behalf of TA and reviewed the proposed installation of a polyethylene geomembrane.
The commission discussed whether or not that would serve as a permanent fix.
S. Yorgensen said many of the problems have arisen because the original design which called for setting it further down, was not followed. She asked how long this polyethylene was supposed to last.
D. Plummer said about 50 years. Once it is installed a regular inspection program will be implemented. The thickness of the liner ordered is in accordance with Karl’s request.
S. Yorgensen asked what testing had been done at the site.
D. Plummer reviewed testing procedures and noted the pond appears to be thriving.
S. Yorgensen said she thought testing had not been done in a long time due to no flow.
D. Plummer said he could take effluent samples and compare them.
The commission discussed the parameters of the testing.
D. Plummer said there are numerous species of plants and animals in the pond.
S. Yorgensen said she was not implying that it looked bad, but it is not at all what it is supposed to be according to the original plan.
The commission agreed a sitewalk would be beneficial.
D. Plummer said he will test for PNA and BTEX.
The commission agreed to change the agenda order to accommodate public speakers.
2. File # W2001-40-Application for a wetlands permit to construct an above ground pool in the regulated area at 36 Fisher Hill Road (Map 19, Lot 21-4). John J. Rup Jr. owner/applicant. (Received on 06/25/01, no decision before 07/09/01, hearing or decision by 07/23/01).
J. Rup reviewed the plans with the commission and described the layout of the yard. This will be a 30X18 pool.
J. CSIKI MOVED TO REMAND TO STAFF FILE #W2001-40-APPLICATION FOR A WETLANDS PERMIT TO CONSTRUCT AN ABOVE GROUND POOL IN THE REGULATED AREA AT 36 FISHER HILL ROAD (MAP 19, LOT 21-4). JOHN J. RUP JR. OWNER/APPLICANT. (RECEIVED ON 06/25/01, NO DECISION BEFORE 07/09/01, HEARING OR DECISION BY 07/23/01).

3. File #W2001-39-Application for a wetlands permit to install a firewater pond with a dry hydrant located on the east side of Battye Road & north of South Willington Brook crossing Battye Road. Joseph Vobril owner/applicant. (Received on 06/25/01, no decision before 07/09/01, hearing or decision by 07/23/01).
J. Vobril said the firewater pond was noted on the original subdivision plans. He reviewed the history of the area and said it is a wetland now, but not a pond. The fire department wants about 300,000 gallons of water which would take about1/10 of an acre with a 9-foot depth. It is a dry excavation with about one week’s work.
S. Yorgensen said Karl will have to review the area. A full design was never done on the subdivision plans.
F. Dirrigl said this may require DEP approval since it is impacting 2 streams.
D. Schreiber said that is likely since this is a significant alteration of terrain.
The commission tabled further discussion until Karl can review the area.
4. File # W2001-38-Application for a wetlands permit for a timber harvest located off Liska Road (map 37, Lot 10-4, 55.48 acres). Myron Wojnilo owner/Hull Forest Products, applicant. (Received on 06/11/01, no decision before 06/25/01, hearing or decision by 07/23/01).
Mike Bartlett, forester with Hull Forest Products reviewed the plans with the commission. He noted the sitewalk was done the day after we had 5” of rain, and there was water in places where there is usually no water. A portable bridge will be used for the crossings. Very few trees are marked for removal near the wetlands.

5. File #W2001-36-Application for a 2-lot subdivision located off Potter School Road (Map 49, lot 1A, 31.52 acres). Leo Passardi Jr. & Roberta Passardi owners/Jeffrey Passardi, applicant. (Received on 05/14/01, no decision before 05/28/01, hearing or decision by 07/09/01).
The commission reviewed the file and memos.
Jef Passardi stated he still needed to finish updating the plans. The info requested by Janet Mcallister has been given to her, but she cannot give approval until fill is put in. However, fill cannot be put in until the wetlands permit is issued, and the permit cannot be issued without Janet’s approval. It is a Catch 22.
The commission reviewed what was still needed on the plans.
6. File #W2001-30-applicant, Steve Amedy.
Extension requested an approved.
7. & 8. – Release of bonds for Travel Centers of America and Federal Express.
The commission agreed the bonds could not yet be released since work is still being done.
A sitewalk for both sites was scheduled for 12 noon July 6th, 2001.
