D. SCHREIBER CALLED A REGULARLY SCHEDULED MEETING OF THE WILLINGTON INLAND WETLANDS AND WATERCOURSES COMMISSION TO ORDER AT 7:37 P.M. APRIL 23, 2001, AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS:

1.     File #W2001-29-Applicaton for a wetlands permit for the construction of a single-family home including driveway, septic and grading within the regulated area located off Blair Road (Map 53, Lot 020-27). Richard Pisciotta owner/applicant. (Received on 04/23/01, no decision before 05/07/01, hearing or decision by 06/26/01).

The commission reviewed the plans to determine if a sitewalk was necessary.

G. Blessing said it appears from the plans that about ¾ of the house and ½ of the primary are in the buffer and a sitewalk should be done. He noted a line on the map to the left of the buffer line, stating it is unclear what it is. It may be a drainage course.

T. Gutowski suggested that staff and the town engineer review the site.

G. Blessing agreed, noting it was a pump system.

The commission concurred a sitewalk should be held prior to the next meeting.

2.     File #W2001-30-Application for a wetlands permit for a single-family home with driveway within the regulated area located off Jared Sparks Road (Map 32, Lot 10). Steve Amedy, applicant/Basil & Sandra Bocynesky, owners. (Received on 04/23/01, no decision before 05/07/01, hearing or decision by 06/26/01).

The commission reviewed the plans.

T. Gutowski said there is about .19 acres in the upland area.

G. Blessing said it would be necessary to find out where the wells are on lots 2& 4.

The commission reviewed the potential impact and determined a sitewalk should be set.


3.     File #W2001-32-Application for a 12’ x 16’ storage shed within the regulated area located at 39 Nipmuck Road (Map 7, Lot 18-11). John Loughran owner/applicant. (Received on 04/23/01, no decision before 05/07/01, hearing or decision by 06/26/01).

The applicant reviewed the plans with the commission.

D. Schreiber asked if this was on the side across from the river.

J. Loughran said yes.

G. Blessing asked if the construction would be Sonner tubes or concrete.

J. Loughran said it would be a crushed stone floor.

G. Blessing asked if it was simply for storage of things such as lawn equipment.

J. Loughran said yes.

T. Gutowski asked about the septic.

J. Loughran reviewed the map and noted this is not a permanent structure.

T. Gutowski asked about moving the shed to an alternate area.

J. Loughran said the area indicated has a lot of trees there.

S. Yorgensen said it would be more screened as it is on the plan.

J. Loughran said that was correct, and he would have to move quite a few trees to change the proposed location.

G. Blessing said he felt agent approval would be adequate for this.

T. Gutowski said she would still like to see if the location could be moved. Staff can look at it and report back.

J. Loughran said if it is put on the spot Tess is suggesting it will be right on top of the septic reserve area.

S. Yorgensen asked Mr. Loughran if he could stake the area.

J. Loughran said it is done.

G. BLESSING MOVED TO REMAND TO STAFF FOR REVIEW (UPON DETERMINATION THAT ACTIVITY IS MINIMAL) FILE #W2001-32-APPLICATION FOR A 12’ X 16’ STORAGE SHED WITHIN THE REGULATED AREA LOCATED AT 39 NIPMUCK ROAD (MAP 7, LOT 18-11). 4.     File #W2001-33-Application for a 12’ x 14’ deck within the regulated area located at 14 Liska Road (Map 32, Lot 1-1). Judy Trapp, owner/Barcon Home Improvement, applicant. (Received on 04/23/01, no decision before 05/07/01, hearing or decision by 06/26/01).

The commission reviewed the plans with the applicants, noting there is an area where the slope drops off, but the rest of the area is fairly flat and heavily wooded. The deck will be built on Sonner tubes.

T. GUTOWSKI MOVED TO REMAND TO STAFF FOR DECISION FILE #W2001-33-APPLICATION FOR A 12’ X 14’ DECK WITHIN THE REGULATED AREA LOCATED AT 14 LISKA ROAD (MAP 32, LOT 1-1). JUDY TRAPP, OWNER/BARCON HOME IMPROVEMENT, APPLICANT. (RECEIVED ON 04/23/01) SECONDED BY G. BLESSING.  UNANIMOUSLY APPROVED.

5.     File # W2001-34-Application for a wetlands permit to harvest trees within the regulated area located at 56 Old Farms Road (Map 22, Lot 54). Chris Deskus owner/applicant. (Received on 04/23/01, no decision before 05/07/01, hearing or decision by 06/26/01).

Chris Deskus said this proposal is nothing fancy.

S. Yorgensen said there are no crossings and no cutting in the wetlands areas.

C. Deskus said the front 2/3 of the parcel was a field with overgrown brush, which has been cleared. The rear 1/3 is mostly red pine, about 50-60 trees. He & Gary measured the trees, and they are about 10” at breast height. Many are diseased and pretty well dead. Some are already leaning on other trees. A friend who is a logger gave the tree life about a year. Twenty of them are already dead. There is a drainage culvert at the 100-foot buffer, and that is the wetlands issue. He described the wetlands concerns.

G. Blessing asked how he was getting the trees out.

C. Deskus said through the field.

G. Blessing said there is no real wetlands activity; there is just the culvert. He asked if there would be any stumping and how the property would be left.

C. Deskus said there are a lot of hardwoods growing there that he wants to leave them in place. He will be putting Christmas trees in the front.

6.     File # W2001-26-Application for a wetlands permit to install an in-ground swimming pool located at 54 Cemetery Road (Map 52, Lot 25-5). Joseph and Kristie Teixeira owners/applicants. (Received on 04/09/01, no decision before 04/23/01, hearing or decision by 06/11/01).

G. Blessing said Gary was supposed to look at the property and do a memo.

Joseph Teixeira reviewed the plans with the commission.

G. Blessing asked if there were any other structures proposed.

J. Teixeira said there was nothing else there.

Gary’s memo could not be located.

G. BLESSING MOVED TO REMAND TO STAFF FOR DECISION FILE #W2001-26-APPLICATION FOR A WETLANDS PERMIT TO INSTALL AN IN-GROUND SWIMMING POOL LOCATED AT 54 CEMETERY ROAD (MAP 52, LOT 25-5). JOSEPH AND KRISTIE TEIXEIRA OWNERS/APPLICANTS. (RECEIVED ON 04/09/01, NO DECISION BEFORE 04/23/01, HEARING OR DECISION BY 06/11/01).

7.     File #W2001-25-Application for a wetlands permit for a single-family dwelling, including driveway and septic within the regulated area located off Turnpike Road (Map 40, Lot 19E, 8.484 acres). Dorothy Wittenzellner owner/Wayne D. McKee, applicant. (Received on 03/26/01, no decision before 04/09/01, hearing or decision by 05/14/01).

T. Gutowski recused herself from this file.

Steve Filip of Filip Associates asked if the sitewalk was done.

G. Blessing said he had looked at the property.

S. Filip noted they would be going to the PZC to request a waiver on the driveway regulations. Regarding the first item on Karl’s memo, he wants a small detention/sedimentation basin. The proposal is to put some parallel low ditching such as a swale at the same level.

D. Schreiber asked where it would drain.

S. Filip said it would dissipate into the ground or go to the next one. To go the other way would require piping and would be costly. He reviewed the swale proposal and showed the water diversion noting the perk rate was good.

G. Blessing asked if it would be grass-built.

S. Filip said that is the suggestion. He reviewed the steep slope area and drainage pattern and said it will work in most storm events.

G. Blessing asked if he would be grassing the whole thing.

S. Filip showed the area of disturbance that would be grassed and said the rest of the area will be otherwise left to natural vegetation, which is mostly Mountain Laurel.

G. Blessing said the soil would erode when the water sheet flows over.

The commissions discussed potential erosion.

G. Blessing said over time, the silt would eventually work as a barrier to filtration. It would need to be raked out.

W. McKee said he does not want water problems there either and would not want his driveway to wash out.

The commission reviewed the drainage on Turnpike Road.

S. Filip noted different options and solutions for the area.

W. McKee said there is an area where it would have to go uphill.

S. Filip said they could also make the driveway flat and use level spreaders.

G. Blessing said if there were no paving, the water bars would not work.

D. Schreiber said a snowplow would take it right out.

G. Blessing said part of it is being paved anyway, so water bars are really not an option. Karl should look at this as it is being proposed.

S. Yorgensen said there are no revised plans in print as of yet.

S. Filip said he would meet with Karl. Regarding items #2 & 3, the area has been made a little bigger. As for #4, construction is a little tight since it is a sensitive area. They are now 85 feet from wetlands 19. The limit of construction is a little bigger.

G. Blessing said that looked fine.

S. Filip said the footprint is bigger since they do not know what type of house will go there yet.

W. Mckee said the plans include space for a garage other amenities.

S. Filip said if they come back with a smaller house, it would not be a problem. They got the biggest footprint they could and the final proposal will likely be for less. It is 64x60 as proposed.

G. Blessing asked if it ends up smaller, would they being the limits of construction back in.

W. McKee said they would keep the back area the same. He reviewed the history of the property.

S. Filip reviewed the emergency vehicle turnoff plans.

The commission reviewed the soil data and perk rates.

Further discussion tabled.
