APRIL 9, 2001

K. METZLER CALLED A REGULARLY SCHEDULED MEETING OF THE WILLINGTON INLAND WETLANDS AND WATERCOURSES COMMISSION TO ORDER AT 7:38 P.M. APRIL 9, 2001, AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

The commission agreed to hear New Business File #W2001-25 prior to File #W2001-26.

NEW BUSINESS:

1.     File #W2001-25-Application for a wetlands permit for a single-family dwelling, including driveway and septic within the regulated area located off Turnpike Road (Map 40, Lot 19E, 8.484 acres). Dorothy Wittenzellner, owner/Wayne D. McKee, applicant. (Received on 03/26/01, no decision before 04/09/01, hearing or decision by 05/14/01).

Steve Klimkoski, of Filip Associates, spoke on behalf of the applicant.

S. Klimkoski said this is Lot 5 of an approved subdivision which was done in the early 1980’s. They have received correspondence from Gary Jones and the suggested revisions are shown. There is also an alternate design in the packet, which is what the original plan was. He showed the proposed house site on the map, and noted the 100-foot and 150-foot setbacks on the plan. The 150-foot setbacks are due to the Fenton River. The septic will be a standard system in the back. He showed the limits of construction along the silt fence.

The commission reviewed the maps.

K. Metzler asked about the current condition of the lot.

S. Klimkoski said there is Mountain Laurel up where the driveway is going. It was cut by an excavator some time ago. There is a 16-foot grade end-to-end on the house. As you get to the Fenton, it opens up and there is no Mountain Laurel. It is steep back down to the river.

G. Blessing asked about the trenches design.

S. Klimkoski reviewed the plan.

K. Metzler asked about the doghouse on the map.

S. Klimkoski said it is shown because it is near the property line.  There is no dog in it.

K. Metzler asked how far they have to adjust the house.

S. Klimkoski said probably about 300 feet. It is closer to where Fermier Road is.

K. Metzler asked about the limits of clearing.

S. Klimkoski said it is the silt fence. The limit of grading is 20 feet off the house. There is no grading past the silt fence, but they may have to cut some trees if they are hanging over the house. He reviewed the dimensions of the house.

The commission studied the maps.

S. Klimkoski said regarding some issues on Gary’s memo, soil scientist Johnny Ianni has signed the plans in the lower left. Soil mapping was done with Tolland County Soils and Johnny Ianni. He described the soils types and stated it is mostly Charlton.
The regulations call for the driveway to be paved for the entire length, and a portion is shown on the plans. It is 11% off the road, then 4-5% for the rest. They will likely be requesting a waiver from the PZC.

G. Blessing asked if the waiver is not granted, will there be changes in the grading?

S. Klimkoski said the changes could probably not be made very easily.

G. Blessing asked if there was a swale in the area of Turnpike Road for drainage.

S. Klimkoski said there is no swale to the side of the road. He showed the high crest area and the pond across the street, along with the topography. Regarding some of Gary’s comments, the entire parcel is within the 250 feet. None of the property falls within the flood zone. Gary had wanted and engineering stamp, and they can get one, but there is no engineering on the plan. It is not an engineered system. This was submitted to Karl.

K. Metzler asked if the test pits were flagged.

S. Klimkoski said Yes, and noted the flagging locations on the map.

K. Metzler said the commission should look at the property because it is so close to the Fenton.

S. Klimkoski described the wetlands and drainage.

K. Metzler said the commission should get the engineer’s report and view the property prior to the next meeting.

Wayne McKee described the location and layout of the property.

The commission scheduled a sitewalk for 6 p.m. April 23rd.


2.     File #W2001-26-Application for a wetlands permit to install an in-ground swimming pool located at 54 Cemetery Road (Map 52, Lot 25-5). Joseph and Kristie Teixeira owners/applicants. (Received on 04/09/01, no decision before 04/23/01, hearing or decision by 06/11/01).

The commission reviewed the file.

D. Schreiber noted there was a common driveway with discontinued access.

The commission discussed the soils.

K. Metzler said the commission should receive input from staff before making any decisions.

Further discussion was tabled.

STAFF REPORT & DISCUSSION:

K. Metzler said regarding the bio-filter at TA, the planned revisions are mentioned in their letter dated 3/26.
The commission discussed the life span of the polyethylene planned for use.
G. Blessing said it appears they are treating the symptoms, not the disease. The issue is that the wall is cracked and the water is going through.
K. Metzler said they are looking for a Band-Aid which is probably less expensive. They should be asked to come to a meeting to discuss the proposal with the commission.
G. Blessing said it is a condition on their permit that it must be fixed.

K. Metzler said regarding the potential plans for an elderly housing project, he has heard from a neighbor that there used to be a stone culvert that is underground. The culvert was sealed up and the water has no place to go. It may pond up and creates a huge drainage mess. The commission will need to look carefully at runoff when the time comes.
Also, there has been a lot of concern about subdivisions on the top of hills and insufficient water supplies and availability.

T. Gutowski said people should be aware that there are peepers everywhere on River Road. It is deafening.
The commission should also look at an area of flooding on River Road and Depot Road by the crossing.

D. Schreiber said regarding recent trenching work that was done on Daleville Road by Charter Communications, there is now a river running through his yard because of it. Something has to be done in the area where they put the silt fence in. It was 3 feet above the level of the pond.
K. Metzler said he would ask staff to work on resolving it.

The commission reviewed other potential problem issues in the area of Daleville and Marco Roads. There is excavation going on and trees are being dropped into the river and dragged out.
