K. METZLER CALLED A REGULARLY SCHEDULED MEETING OF THE WILLINGTON INLAND WETLANDS AND WATERCOURSES COMMISSION TO ORDER AT 7:30 P.M. MARCH 26, 2001, AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS:
1. File #W2001-25-Application for a wetlands permit for a single-family dwelling, including driveway and septic within the regulated area located off Turnpike Road (Map 40, Lot 19E, 8.484 acres). Dorothy Wittenzellner owner/Wayne D. McKee, applicant. (Received on 03/26/01, no decision before 04/09/01, hearing or decision by 05/14/01).

2. File # W2001-23-Application for a wetlands permit for the construction of a single-family dwelling with house, septic and driveway within the regulated area located of Route 320 (Map 3, Lot 003-03). Richard Rock applicant/Edward Kasacek owner. (Received on 03/12/01, no decision before 3/26/01, hearing or decision by 05/14/01).
Mike Dilaj, P.E., said this is a lot of record and part of an old subdivision. He has used the wetlands flags done by Johnny Ianni on the subdivision map, and they are trying to put the house and septic as far away as possible from the wetlands areas. He reviewed the map and upland review area. They are going with a raised ranch, which fits the grade best. There are 3 leeching trenches, and it is a 3-bedroom design. Construction notes regarding the septic and fill are all on the plan. They system will only go about 5” into the ground, and they will be bringing in about 13” of fill. He outlined the silt fence, which will be placed down gradient of the activity. There will be some clearing in back to
get in the septic. This appears to be the only way they can really get a house on this lot. There will be a swale on the high side of the lot to protect the system, and the rest of the lot will otherwise remain.
G. Jones asked if the septic system review had been done and approval received.
M. Dilaj said he did not think it was complete.
G. Jones said there are probably no other choices for the system.
M. Dilaj described the layout of the system.
The commission reviewed the plans.
G. Jones noted the house is backed up a little from where it was on the original subdivision map.
D. Schreiber said the septic looks to be in the exact same spot as on the original plan.
G. Blessing asked if the drainage on Route 320 would be sheet flow and if a pipe or swale is required.
M. Dilaj said it is basically just a crown without a swale system or edge. The highway sits a little higher up. This is in the upland review area, but if the plan is followed, it shouldn’t have any affect on the wetlands.
The commission reviewed the map.
G. Jones said there is no need for abutters’ notices unless there is a public hearing.
M. Dilaj said he did notify the town of Mansfield about the activity.
K. Metzler asked when the septic could be reviewed.
G. Jones said hopefully it is being looked at now.
F. DIRRIGL MOVED TO APPROVE FILE #W2001-23-APPLICATION FOR A WETLANDS PERMIT FOR THE CONSTRUCTION OF A SINGLE-FAMILY DWELLING WITH HOUSE, SEPTIC AND DRIVEWAY WITHIN THE REGULATED AREA LOCATED OF ROUTE 320 (MAP 3, LOT 003-03). 3. File # W2001-13-Application for a wetlands permit on the west side of Route 32, north of I-84 (Map 39, Lot 6, 8.11 acres) for a municipal recreation area. Town of Willington owners/applicants. (Received on 02/12/01, no decision before 02/26/01, hearing or decision by 04/09/01).
G. Blessing recused himself from this file.
Karl Acimovic, town engineer, spoke on behalf of the applicants.
K. Metzler asked Karl if he had seen Sue’s memo.
K. Acimovic said yes and distributed a narrative on the site regarding drainage and surface & groundwater supply. He has prepared maps that concentrate on the wetlands area. He reviewed the maps noting the areas of the wetlands that would be affected or altered, which had not already been altered by the state DOT.
D. Schreiber noted a specific area in question and said he did not see a problem with it.
K. Metzler asked if they were going to replace the pipe.
K. Acimovic said they are leaving a pipe that is in good condition, but are putting in a new manhole. He showed the storm runoff patterns and catch basin areas.
The commission reviewed the plans.
D. Schreiber said there are signs of scouring in the wetlands.
K. Acimovic said they were basically from flooding situations. He showed the playing fields areas.
K. Metzler asked about outlet protection.
K. Acimovic said there would be rip rap there. There is no concentrated flow situation.
K. Metzler asked if there was any idea of how much more water would be going through, over and above what is there now.
K. Acimovic said it is about 30%. He reviewed different options for the area and showed property lines.
K. Metzler asked if they needed an easement for the additional discharge.
K. Acimovic said not that he is aware of. He does not think the state is concerned.
D. Schreiber asked about the area along the road.
K. Acimovic said Sue wants as much open area as possible. This will be a one-way road. They will shrink the road and angle the parking.
D. Schreiber asked about leaving the road 2-way, and asked about entrance options that were looked at.
K. Acimovic said the DOT had safety concerns about some of those options. The DOT is in agreement with the plan as it is now.
D. Schreiber asked the potential number of parking spots.
K. Acimovic said there would be 60-70.
K. Metzler asked about the septic design for the community center.
K. Acimovic said he has a design, but it is not yet approved. Things are a bit in limbo right now with septic approvals. Test holes were done with Dave Potts. He reviewed the septic plan. The design is not done on the basis of the perk rate, but more on the soils. He showed the existing DOT fill and drywells. He described the town aquifer mapping and surface & subsurface material types and qualities, noting gravel and sandy areas. He provided the test hole data.
The commission reviewed the plans.
K. Metzler asked about renovation analysis.
K. Acimovic said when the renovation analysis is done they will work out a long-term acceptance rate. They will slow down the discharge through the level of biological material. He said Sue is also concerned about storm drainage. The access road will be processed aggregate with a swale running along the side. He showed the area where they will put a catch basin before the drywell. It will have a 2-foot sump and a hooded outlet to catch the fluorocarbons before they go in. There will also be an overflow pipe for heavy storms.
D. Schreiber asked how long it would take for pollutants from cars and trucks to break down in the wetlands.
K. Acimovic said they do not always break down completely. As long as there is some biological material on top, a good portion stays on top. The rest goes through the topsoil and then the subsoil. If it is really coarse gravel, it zooms to the water table quickly.
D. Schreiber said they should put in a semi-pervious layer to slow it down.
K. Acimovic said that can be a condition of approval.
K. Metzler said it would be helpful if they would do a renovation analysis.
The commission discussed possible conditions of approval.
K. METZLER MOVED TO APPROVE FILE #W2001-13-APPLICATION FOR A WETLANDS PERMIT ON THE WEST SIDE OF ROUTE 32, NORTH OF I-84 (MAP 39, LOT 6, 8.11 ACRES) FOR A MUNICIPAL RECREATION AREA. TOWN OF WILLINGTON OWNERS/APPLICANTS. (RECEIVED ON 02/12/01, NO DECISION BEFORE 02/26/01, HEARING OR DECISION BY 04/09/01), WITH THE FOLLOWING CONDITIONS:
1) Catch basin with hooded outlet and two foot sump to be installed north of the drywell (at southerly discharge point). Plans to be revised.
2) Revised plans to be submitted to show existing catch basins along Rt. 32 in front of property.
3) The open swale at the discharge point from Route 32 onto the property near CL&P pole 32362 shall be expanded in length (native wetland soil used from area filled).
4) A Biofilter/detention area be designed for the outlet of the 30” RCP (north/west portion of property.
5) renovation analysis for the proper septic system shall be done
6) all designs require review and approval of the commission
