K. METZLER CALLED A REGULARLY SCHEDULED MEETING OF THE INLAND WETLANDS AND WATERCOURSES COMMISSION TO ORDER AT 7:35 P.M. MARCH 26, AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON, CT.

D. Schreiber moved to seat T. Gutowski, seconded by G. Blessing, unanimously approved.
NEW BUSINESS:
1. File #W2001-23-Application for a Wetlands Permit for the construction of a single family dwelling with house, septic and driveway within the Regulated Area located off RT. 320 (Map 3, Lot 003-02). Richard Rock applicant, Edward Kasacek owner. (Received on 03/12/01, No Decision before 03/26/01, Hearing or Decision by 05/14/01).
Members briefly reviewed the plan and compared it to the approved subdivision plan. Consensus of members was to have staff review the plan.
2. File#W2001-18 Application to construct an addition to a single family dwelling within the Regulated Area located off 12 Red Oak Hill Road (Map 8, Lot 14). Nancy A. Cooke owner/applicant. (Received on 02/26/01, No Decision before 03/12/01, Hearing or Decision by 04/23/01).
Members asked if the agent had visited the site. Agent commented that with the additional snow nothing could be seen. Consensus of the commission was to refer this application to the agent.
3. File#W2001-16-Application for a Wetlands Permit for two stream crossings and activity within the Regulated Area for a logging application located off Blair Road (Map 53, Lot 01, 44 acres). Northeast Utilities owner/ Ferrucci & Walicki, LLC applicants. (Received on 02/26/01, No Decision before 03/12/01, Hearing or Decision by 04/23/01).
Tom Degnan, Senior Forester for Ferrucci & Walicki, LLC was present and discussed the plan with the members.
Mr. Degnan said that all the trees, boundaries, landing areas and skid trails have been marked. Skid trails will follow existing roads, all sensitive wetlands have been flagged and no skidding will be done near these.
He said that this project will be put out to bid and he would visit site at least once a week to make sure the plan is being followed.
Tom Degnan said there are two stream crossings one using a bridge and the other will be done using a corduroy crossing. He said at the rear of the property where it has steeper slopes water bars will be installed as an erosion check.
Mr. Degnan said the actual harvest should take 4-6 weeks to complete and will be done during dry times.
K. Metzer asked about setbacks around the Vernal Pool shown on the plan. Mr. Degnan indicated that only 2 or 3 trees will be cut within 100 feet and no machinery or skidding will be done within 100 feet of pool.
F. Dirrigl asked how it was determined that there was a vernal pool. Mr. Degnan indicated that he determined by observation that it was a vernal pool.
T. Gutowksi asked how wetlands were identified. Mr. Degnan indicated that the wetlands were not flagged per DEP requirements but were observed by him as being sensitive areas.
T. Gutowski asked if there was a Forestry Management Plan. Mr. Degnan said that there was one and this harvest was for thinning.
Mr. Degnan stated that after the harvest is complete they will do a post harvest inspection and will using only chain saws to do some selective thinning. No trees will be cut down but will be girdled and left in place.
D. Schrieber made a motion to approve the two stream crossing as outlined and submitted in narrative, Seconded by G. Blessing, unanimously approved.
4. File #W2001-13-Application for a Wetlands Permit on the west side of Rt.32, north of I-84 (Map 39, Lot 6, 8.11 acres) for a Municipal Recreation Area. Town of Willington, owners/applicants. (Received on 02/12/01, No Decision before 02/26/01,Hearing or Decision by 04/09/01.
G. Blessing excused himself and left the table at 7:45 p.m.
Members set a tentative site walk for March 24, 2001 at 8:30 a.m. if the snow has.
melted.
G. Blessing returned to the meeting at 7:50 p.m.
OLD BUSINESS:
1. Review of Mitigation Condition for Village Hill Road Bridge Replacement.
K. Metzler discussed with members his conversation with Brian Murphy, DEP Fisheries concerning the Towns proposal for using the Drobney property as mitigation for bridge project. Mr. Murphy indicated that he was looking for habitat in bridge location.
Members asked if Mr. Murphy would come up with a mitigation plan. The members were told by K. Metzler that Mr. Murphy would only submit a plan if it was required by the Flood Management Permit.
Mr. Patton, First Selectman informed the members that the state has determined that a precast span be installed over the existing unnamed tributary instead of installing pipe. This would preserve the channel.
K. Metzler indicated that this proposal was the #1 design choice by DEP Fisheries.
Mr. Patton also looked into the possibility of buying a 6 acre parcel to be used as a mitigation area that abuts the bridge property
The consensus of the commission was that any mitigation plans along with a restoration plan would have to be reviewed by this Commission.
APPROVAL OF MINUTES
T. Gutowski made a motion to approve the minutes of February 26, 2001, seconded by D. Schreiber, unanimously approved.
G. Blessing made a motion to approve the minutes of February 12, 2001, seconded by D. Schreiber, unanimously approved.
DISCUSSION
Mr. Steve Amedy was present on behalf of River Road Development Corp. to have a informal discussion with the Commission concerning a proposed Adult Community off of Baxter Road. The proposal contains 70 individual units with on site septic which is under DEP jurisdiction. Number of units will be determined by soil testing.
Members expressed concern for storm water discharge and potential down stream impact and amount of impervious surfaces.
