K. METZLER CALLED A REGULARLY SCHEDULED MEETING OF THE INLAND WETLANDS AND WATERCOURSES COMMISSION TO ORDER AT 7:40 P.M. JANUARY 22, 2001 AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS:

1.     File #W2001-10- Review of Plan for Bus Parking off Route 320, Ruby Road.

K. Metzler read a memo regarding this file into the record.

First Selectman John Patton reviewed the map of the site with the commission.

K. Metzler asked where on Ruby Road this is proposed.

J. Patton said it is near the gravel pits and the “S” curve on Ruby Road.

J. Csiki asked if it was the Youngman property.

J. Patton said Yes, and showed the area where materials are currently stored.

K. Metzler asked about re-grading the base.

J. Patton said it is mostly already cold mix, and is all really fairly flat. It will all be cold mix in the end. He reviewed the sheetflow area and said it is not affecting drainage because it is already covered from years of loader use. It has all become compacted.

J. Csiki asked if it was all pretty much gravel.

J. Patton said it is gravel under cold mix.

G. Blessing asked how they intend to treat the disturbed area, and if it would be loamed and seeded.

J. Patton said the stockpile area will still be there.

Karl Acimovic showed the area for 2-1 slope and said it should be loamed and seeded. It is a mix of natural material. He recommends some matting because of the 2-1 slope. He described the final layout plan and said it will be loamed and seeded. He reviewed the catch basin, proposed septic area and sump.

K. Metzler asked the depth of the groundwater.

K. Acimovic said there is no water for 10 feet.

G. Blessing asked about the site distances.

K. Acimovic said the speed limit is 25mph and the desirable distance is 230, and required is 150. At the point of the tree line it is 221. He recommended cutting back a little from the tree line.

K. Metzler asked if they were proposing a structure.

J. Patton showed there would be a modular office, and electric and phone will be run to it.

G. Blessing asked about maintenance being done on site.

J. Patton said it would only be light maintenance such as changing a headlight or a tire.

J. Csiki asked if oil changes would be done there.

J, Patton said No, maintenance like that would go to Stafford.

K. Metzler asked if it would be used year-round.

J. Patton said Yes. They have tried to cover all bases without making this elaborate. The parking lot will have a gate, and there will just be electric, phone and septic.

J. Csiki asked the number of busses.

J. Patton said the plan is for 16 full-sized busses and 18 cars.

G. Blessing asked if the town owned it.

K. Acimovic said Yes.

The commission reviewed the plans and encroachment area.

G. Blessing said given that there is a burm, there is not a lot of risk for sedimentation.

K. Metzler said his biggest concern is stabilization.

2.     File #W2001-04-Application for a logging application located off Loshe Road (Map 51. Lot 16A, 33.33 acres). Daniel F. Donahue & Susan E. Harrod owners/ Daniel F. Donahue, applicant. (Received on 01/22/01, no decision before 02/05/01, hearing or decision by 03/26/01).

S. Yorgensen said they are in the regulated area with the crossing. Mr. Donahue will be at the next meeting to discuss the file.


3.     File # W2001-05-Application for a wetlands permit for activity within the regulated area for Lot #2, Nipmuck Road (Fenton Valley Subdivision). Samuel E. Phoebe Huang owners/applicants. (Received on 01/22/01, no decision before 02/05/01, hearing or decision by 03/26/01).

Pat Ferrigno of Ferrigno Realtors spoke on behalf of the applicants.

S. Yorgensen said this is an old file, but the permit has expired. She showed the commission what was originally approved.

P. Ferrigno reviewed the map with the commission. He said it was purchased and the subdivision went into foreclosure. SBM became the owner and it was eventually developed lot-by-lot by individual buyers. He reviewed the regulated area.

The commission reviewed the plan.

P. Ferrigno said the original permit given has expired. He is now trying to resell the lot. There is an interested buyer who wants to be sure that all permits are in place for both the wetlands and septic. Septic re-approval is the next step. He has spoken to Dave Potts and they will be doing test holes. This is the only lot that was not re-tested in 1990 because at that point it had been sold.

J. Csiki asked if this was all approved before.

S. Yorgensen said Yes.

K. Metzler said there are no proposed changes.

G. Blessing said he sees no problems with the file.

G. BLESSING MOVED TO REMAND TO STAFF FOR DECISION FILE #W2001-05-APPLICATION FOR A WETLANDS PERMIT FOR ACTIVITY WITHIN THE REGULATED AREA FOR LOT #2, NIPMUCK ROAD (FENTON VALLEY SUBDIVISION). 4.     File #W2001-06-Application for a wetlands permit for one stream crossing and activity within the regulated area for a logging application located off Red Oak Hill Road (Map 8, Lot 43, 98+ acres). Isabel & Harold Weigold owners/Daniel F. Donahue applicant.  (Received on 01/22/01, no decision before 02/05/01, hearing or decision by 03/26/01).

Deferred.


5.     File #W2001-08-Application for a wetlands permit for a rear lot with house and grading within the regulated area located by 219 River Road. Kathryn Hallock owner/applicant. (Received on 01/22/00, no decision before 02/05/01, hearing or decision by 03/26/01).

Steve Klimkoski of Filip Associates spoke on behalf of the applicant.

S. Klimkoski said this is for a rear lot. There is an existing pond on the property, and associated wetlands. The proposed activities are in the regulated area. About 3100 square feet will be graded. All septic and grading for the septic is outside of the buffer. There is just 6 feet of fill behind the house. There is an existing house and septic in the front. This was originally two pieces and the owner merged it to one. They are now just adjusting the lot.  He reviewed the map.

J. Csiki asked if this is the old Zaicek property.

S. Klimkoski said Yes. He showed the drainage swale area.

J. Csiki asked the total acreage.

S. Klimkoski said it is 2.8 for the rear lot and 1.8 for the front. It is just about at minimum for buildable area. The septic will be a standard system. They have been working with Roy Shook to map this out since some of the ponds are not on the soils maps.

G. Blessing asked about test pit info.

S. Klimkoski reviewed the info on the map. He said the system is standard, not engineered. He reviewed the driveway info and said it will be paved because it is over 10%. Water will sheet flow off the site.

G. Blessing asked about the lot lines.

S. Klimkoski said they are drawn as they are to meet the 80,000 square buildable feet requirement.

G. Blessing said that requirement is limiting the options.

S. Klimkoski said that is correct.

G. Blessing asked if it was pretty much at existing grade.

S. Klimkoski said it will all be paved.

S. Yorgensen asked if they were going for a rear lot.

S. Klimkoski said Yes, and that is why there is a lot of info here. They are set up to go to PZC.

G. Blessing asked the proposed well location.

S. Klimkoski reviewed the map.

G. Blessing asked about the stockpile area.

S. Klimkoski said it is not on there. He showed the likely area and went through the procedure, noting limits of construction.

G. Blessing said he was concerned about the ability to keep the buffers in the future.

S. Klimkoski suggested putting a note on the plans regarding the extent of grading. The area is pretty steep, and it may not be a big concern.

The commission discussed ways to protect the area and agreed to view the property.

The commission set a sitewalk for 10 a.m. Saturday, February 10th.


6.     File #W2001-09-Replacement and relocation of an existing drainage pipe located at Fifty Foot Road. Town of Willington owners/applicants. (Received on 01/22/01, no decision before 02/05/01, hearing or decision by 03/26/01).

Karl Acimovic said the town was asked to look at existing drainage problems here back in 1991.

S. Yorgensen said her office has received complaints of it flooding out.

K. Acimovic reviewed the map and drainage. He showed the area with the broken pipe, blockage, and said the pipe is undersized. He showed the wetlands areas.

The commission reviewed the map.

K. Acimovic said this will not take care of all the problems there, but it will help with some.

G. Blessing asked if they were putting in a 30” pipe.

K. Acimovic said Yes. It is ADS with smooth interior. It is 55 CFS, and a 10-year storm requires 45. To do anything larger would be a lot of work. This is the best and most reasonable solution without running into any property rights issues. He believes there is a prescription easement there.

The commission reviewed the file.

K. Acimovic said it is not flagged but there is no question that it drops off and then there are wetlands. This is all within the regulated area.

S. Yorgensen asked if they were going to relocate the end of the stream.

K. Acimovic reviewed the plans.

J. Patton said this project is not going to be happening for a while.


7.     Review of revised plans for a truckwash located at Truckstops of America: George Giguere.

S. Yorgensen said Mr. Giguere faxed in an application for a special permit, however there was no money sent and no plans submitted. He called the office last minute and delivered plans for PZC review, however, there was no wetlands approval or review and therefore the PZC denied it without prejudice since it was incomplete and non-reviewable.
