TOWN OF WILLINGTON
MINUTES
SPECIAL TOWN MEETING
January 14, 2014

The meeting was called to order at 7:00 p.m.

First Selectman, Christina Mailhos read the call of the meeting and asked for nominations for a moderator. Kim Kowalyshyn made a motion to appoint Christine Psathas as moderator and was seconded by Erika Wiecenski.   Motion carried.

The moderator read the call of the meeting again.
Item I
To see if the townspeople, on the recommendation of the Board of Selectmen will adopt a resolution to authorize the Board of Education to apply to the Commissioner of Education and to accept or reject a grant for roof replacement on a portion of Center Elementary School.
Moderator read Item I.
A motion was made by John Peters and seconded by Kim Kowalyshyn to approve Item I.  Discussion followed.  Superintendent Harding explained that the three motions had to be done to be reimbursed with a grant. Motion carried.

Item II
To see if the townspeople will adopt a resolution that authorizes the Board of Education to form a Committee and will hereby be established as the Building Committee with regard to the roof replacement on a portion on Center Elementary School.
A motion was made by John Peters and seconded by Herb Arico to approve Item II.  Discussion followed. Question was asked on who would appoint the committee.  The Board of Ed would appoint the committee. Motion carried.

Item III
To see if the townspeople will adopted a resolution to at least prepare schematic drawings and outlines specifications for the roof replacement on a portion of Center Elementary School.
A motion was made by John Peters and seconded by Erika Wiecenski to approve Item III. Discussion followed. The planning would probably start in April and then by July start the project.  Motion carried.

Item IV
A presentation and discussion of a 7 year Lease/ Purchase Agreement for a new pick up truck and new ambulance for Willington Fire Department #1.  (No vote on this item)
Discussion followed. This would be a 2014 Ford F-350 with snow plow and emergency lighting and a New Ambulance. Cost of $258, 500 plus interest at 2.39% which is $20,431.  Current condition of present truck is in poor condition and ambulance has a lot of miles.

Item V
A presentation and discussion of a 3 year Lease/Purchase Agreement for a used 1995 Elgin Sweeper for Public Works.  (No vote on this item)
Discussion followed. This would be a used 1995 Elgin Sweeper. The cost of the sweeper would be $35,000 plus interest of 1.72% which is $754.  Current sweeper difficult now to find replacement parts to fix it. It failed the air rate and very hot inside the cab while in use.

Item VI
A presentation and discussion of a 5 year Lease/Purchase Agreement for a used backhoe for Public Works.  ( No vote on this item)
Discussion followed.  There is no backhoe available but want to be ready so if something comes up they will be ready to move more quickly.

Attachment included of breakdown of information and price calculations in the clerk’s office.

A motion was made by Ericka Wiecenski and seconded by Kim Kowalyshyn to adjourn the meeting at 7:15 p.m.  Motion carried.
